Community Colleges Overview
Iowa has a statewide system of 15 community colleges. These public, postsecondary, two-year institutions are organized as comprehensive community colleges. Each college serves a multi-county merged area which may vary in size from four to twelve counties; all of Iowa's 99 counties are included in one of these merged areas.
Community colleges are governed by locally elected boards of directors that consist of from five to nine members who are elected for terms of three years. Each community college offers a comprehensive educational program. All Iowans of postsecondary school age are eligible to attend any of the community colleges. Community colleges also offer special programs for students who attend local secondary schools.
Community colleges have an "open-door" admission policy which guarantees Iowans an opportunity for educational assistance and career development regardless of previous educational attainment. To implement this policy, community colleges offer: assistance in developing skills necessary for success in preparatory career and college parallel programs; supplementary services to disabled and disadvantaged students; and a variety of other support services designed to help students succeed.

Director, Iowa Department of Education Iowa is unique in the country in setting standards for student achievement at the local, rather than state, level. Iowa's State Board of Education and Department of Education have decided not to establish state standards and tests even while acknowledging that current levels of achievement in Iowa schools are inadequate for the demands of the 21st century. This policy position has been carefully considered and reconsidered. If higher levels of achievement are important, then why doesn't Iowa mandate higher performance levels and establish a testing system to ensure that school districts are doing the job? The answer is that to do so would work against Iowa's strongest educational asset - community ownership for the education of the state's young people. This is the single factor that explains Iowa's strong tradition of high academic achievement. Communities in Iowa have historically set higher expectations than those that would have been established at the state level.

State departments and boards of education are generally responsible for supporting public early childhood, K-12 secondary, higher education, technical and community educational institutions. Usually they:

Fact Sheet: National Board for Professional Teaching Standards
Background
The National Board for Professional Teaching Standards (NBPTS) is a private, nonprofit organization governed by a 63-member board of directors, the majority of whom are classroom teachers. One Iowa teacher Joel Franken, a National Board certified retired art teacher from Denison, serves on the NBPTS Board of Directors. The Board was created in 1987 to develop standards and assessment programs for teachers.
State Comparisons
Since the program began, 387 Iowa teachers have earned the distinction of being National Board Certified. Nearly 23,930 teachers across the nation have completed this rigorous process.
Requirements
Successful candidates must develop a portfolio that includes documentation of teaching practice and student work, a videotape of classroom interactions with students and a written detailed analysis of teaching reflected in the videotape and student work. Candidates have reported spending over 200 hours developing their portfolios. Candidates must also complete a full day of assessment exercises related to subject matter content. The assessment day typically consists of four 90-minute tests. Any licensed teacher with at least three years of experience is eligible to apply for National Board Certification.
Financial Support
There is a cost of $2,300 for all candidates to register for the NBPTS program. Teachers obtaining National Certification will receive $2,500 per year for 10 years and full reimbursement of the $2,300 required registration fee, as part of a financial incentive package approved by the Iowa Legislature.

Iowa Teacher Spends 56 Years in Kindergarten
For 56 years, Drucilla Straub has been hugging and encouraging Des Moines (Iowa) kindergarten students. Many still keep in touch with her, and two told Education World how much they had enjoyed her class. The Des Moines Board of Education recently honored Straub. Drucilla Straub's teaching career spans the era of the Cleavers to the Simpson family. Although much has changed since she first started teaching kindergarten in Des Moines, Iowa, 56 years ago, Straub, 75, said that today's five- and six-year-olds have many of the same concerns youngsters did half a century ago. "Children are basically the same, then and now," Straub told Education World. "They worry about who will pick them up and whether that person will be on time. There are still some who cry when their mothers leave. They want to be noticed; They want to feel secure and loved. That's what they wanted in 1945, and that's what they want now."
