The association's main purposes are to promote the objectives and supplement the activities of conservation boards, exchange information, assist boards and members in program development and provide a unified voice in the legislature. The IACCB is governed by a nine-member board elected by member counties.
Who County Conservation Boards are...
Conservation boards are local natural resource management and outdoor recreation agencies whose responsibilities are the following: to acquire, develop, maintain and make available public museums, parks, preserves, parkways, playgrounds, recreation centers, forests, wildlife and other conservation areas, to encourage the orderly development and conservation of natural resources and to provide adequate programs of public recreation. Conservation boards also help educate local residents about the natural world in which we live, and administer roadside vegetation management programs. County conservation boards have been created in all of Iowa's 99 counties and are governed by Chapter 350 of the Code of Iowa. When traveling, look for the "Arrowhead" transportation directional sign which will direct you to one of these fine areas.

    Iowa teacher salaries drop again
    The Iowa Legislature’s failure to adequately fund schools has caused Iowa’s average teaching salary to plummet from 34th to 37th in state-by-state rankings.
    According to estimates included in a new report released by the National Education Association (NEA), Iowa’s average teacher salary increased by only $373 or 0.95% percent from 2002-03 to 2003-04. That’s the lowest average increase recorded since the Association began compiling the annual salary report in 1970.
    Iowa’s average teaching salary of $39,432 this year is nearly $7,400 behind the estimated national average salary of $46,807. In the last 15 years, the gap between the national average and the Iowa average salary has almost doubled. The drop in national rankings erases the modest gains made in salaries over the past two years because of the teacher compensation law.
    "Iowa’s teachers are clearly paying the price for the chronic underfunding of our public schools," Iowa State Education Association (ISEA) President John Hieronymus said. Not only are teacher salaries not keeping pace with inflation, but take-home pay is actually going down because of skyrocketing health insurance costs."
    "The teacher compensation law of 2001 was supposed to make salaries more competitive, but funding for it has remained virtually stagnant," Hieronymus added. "Iowa teachers can no longer afford to subsidize the cost of providing a quality public education for all Iowa students."

    Notable Accomplishments

    The Iowa Mathematics and Science Coalition has three major thrusts for the coming year: 1). We are involved in Linking Leaders and this should provide new direction and momentum for the coalition. 2).We received a grant ($123,875) from the Iowa Board of Regents for a project entitled "Teachers Engaged in the Advancement of Mathematics and Science" (TEAMS). This grant will allow the coalition to work with teams of teacher/leaders from four Area Education Agencies and one local district in preparing quality professional development for schools in northeast Iowa. 3). Our third thrust will be a series of meetings with higher education agencies to work on a coordinated plan for preservice and inservice training. Outgrowths of this would be sharing and/or developing consistant and quality programs for preservice teachers throughout the state and definition of quality professional development to assist the state in its 40 million dollar teacher compensation plan.

    Iowa's premiere outdoor recreation and conservation funding program - REAP - will undergo major scrutiny this winter as hundreds of Iowans gather to determine its future. The Resource Enhancement and Protection Program, acclaimed in 1990 as the nation's best state conservation funding program, has a 14-year, $150 million funding history for Iowa's city, county and state parks, soil, water and habitat improvements, roadside prairies, historical development and conservation education. "REAP's investment in outdoor Iowa has been responsible for continually improving a large part of the state's quality of life through recreation, diverse landscapes and environmental health," said Jeff Vonk, director of the DNR. "But often overlooked is that this natural resource investment also yields high economic return," Vonk said.
