    Riley Applauds Team USA Effort at International Vocational Training Competitions
    U.S. Secretary of Education Richard W. Riley today praised the performance of the 14-member team representing the United States at the International Vocational Training Competitions held October 12-15 in Lyon, France. Team USA won silver medallions and diplomas of merit for their personal excellence and performance in the contest. "At a time when the knowledge and skill levels required in all occupations is rising dramatically, Team USA members have proven that our young people can compete with the best in the world," Riley said. "Skill Olympics, like their sport counterparts, allow students to demonstrate that hard work, study and preparation pay off." The International Vocational Training Competitions, begun in 1950, are held every two years to promote skill training and pride in workmanship and to encourage the exchange of vocational training methods among member nations. The U.S. has been represented in the competition since 1975 by the Vocational Industrial Clubs of America (VICA), a national organization serving trade, industrial, technical and health occupations students in high schools, vocational schools and two-year colleges.

    MODERNISATION OF VOCATIONAL EDUCATION AND TRAINING IN LATVIA 7. International co-operation for VET modernisation International co-operation is very important for VET modernisation. It involves new human and financial resources and experience. The Professional Education Centre within the framework of the Leonardo da Vinci programme has a co-operation project with ITF (Innovationstransfer und Forschungsinstitut fur Berufliche aus und Weiterbildung) in Germany. The goal of this project is to elaborate a “Self-assessment guide” as a support to VET administrators for preparing their institution for accreditation. Under the Phare Programme VET 2000 projects “Qualification Infrastructure” and “Development of College Study Programmes” have been implemented. These two projects were an immediate extension of respectively the Phare HIVET project “Development of a Methodology for the System of National Occupational and Educational Standards” and “Strategy for Higher Vocational Education”. Strategy aimed at the introduction of 3 years college education as to be the first stage in higher professional education leading to qualifications at CEDEFOP level 4. In addition these two projects have been designed and managed in such a way that the Centre for Professional Education - PIC got the opportunity to enhance its projectmanagement skills and expertise with regard to standard development and curriculum development. In that respect these two projects are a continuation of the previous Phare HIVET project “Strengthening PIC”.

This project has the following objectives: To conduct a series of background studies on labor market outcomes of general and vocational secondary education (follow-up surveys); worker training histories; efficacy of vocational education (studies on unit costs and on capacity utilization); cost-benefit analyses of general and vocational secondary education, in order to provide an analytic basis for the justification and design of alternative approaches to improvements in secondary vocational education. To recommend a minimum of three curriculum-related alternatives to improve the effectiveness of vocational schools, including an appraisal of the cost effectiveness of each recommendation.
