The Contracting States,
R ecognizing that wild fauna and flora in their many beautiful and varied forms are an irreplaceable part of the natural systems of the earth which must be protected for this and the generations to come; C onscious of the ever-growing value of wild fauna and flora from aesthetic, scientific, cultural, recreational and economic points of view; R ecognizing that peoples and States are and should be the best protectors of their own wild fauna and flora; R ecognizing, in addition, that international co-operation is essential for the protection of certain species of wild fauna and flora against over-exploitation through international trade; C onvinced of the urgency of taking appropriate measures to this end; Have agreed as follows:

For the purpose of the present Convention, unless the context otherwise requires:

Treaties are among the primary sources of international law. This chapter will give you some guidance on how to go about treaty research, with a particular emphasis on electronic resources. Since there is no such thing as a comprehensive collection of treaties in print or on-line, you will have to conduct your research with a certain amount of creativity, and a lot of perseverance.
I. Introduction to Treaty Research
The history of treaties stretches back for thousands of years, (a treaty existed between the Hittites and Akkadians (http://ccat.sas.upenn.edu/~humm/Topics/Contracts/treat01.html) around 1380 BC, for example). However, it is only relatively recently that they, and the rules under which they are formed, have become increasingly codified. After drafting efforts in the early 20th century by various bodies such as the League of Nations, the International Law Commission of the United Nations drafted the Vienna Convention on the Law of Treaties (1969) (http://www.un.org/law/ilc/texts/treaties.htm), which came into force in 1980.

CTSF is a non-profit 501(c)(3) organization dedicated to helping international wild living resources conservation agreements. Over 150 nations, representing most of the peoples of the world, have adhered to these treaties, pledging their best efforts to ensure the maintenance of our natural heritage, for its own sake and the benefit of people. But these treaties still need help to achieve their mission and full potential. CTSF promotes awareness and understanding of conservation treaties and their goals, to enhance public support, compliance, and funding. CTSF supplies educational and informative products, including the CITES Endangered Species Book; the CITES Brochure; endangered species posters, prints, cards, jigsaw puzzles and birdbooks; and CITES and wetland videos. CTSF develops grant and invidual support for international treaty projects and works closely with many like-minded public and private conservation agencies. No salaries or office costs are paid.

    Environment and Natural Resources Policy Division November 5, 1996 96-884 ENR SUMMARY BIOLOGICAL DIVERSITY (BIODIVERSITY) Convention on International Trade in Endangered Species (CITES) of Wild Fauna and Flora This 1973 agreement entered into force in 1975, and is implemented in the United States by the Endangered Species Act. CITES ("site-eez") regulates trade in species that are threatened with extinction, or may become endangered if trade is not regulated. Some 500 animal species, as well as a large number of plants, are identified for protection under CITES through either a ban on their trade or by controlled trade. The treaty does not regulate habitat loss, although this is considered one of the major causes of species loss. Biological Diversity Convention* OZONE DEPLETION Vienna Convention for the Protection of the Ozone Layer This is the 1985 framework convention to protect the stratospheric ozone layer from depletion by manmade chemicals. The ozone layer protects the surface of the Earth from ultraviolet radiation, and depletion can have adverse effects such as increased skin cancer in people and reduced crop yields. This treaty focuses on research, cooperation, and development of policies to control, limit or prevent activities that may be found to have adverse effects on the ozone layer. It was expected that subsequent protocols would be adopted for specific measures.
