This paper examines the home country bias in the goods market among OECD countries. An average country imports about two and a half times as much from itself as from an otherwise identical foreign country, after controlling for sizes of exporter and importer, their direct distance, geographic positions relative to the rest of the world and a possible linguistic tie. If one believes that the substitutability among goods produced in OECD countries is high, as it seems reasonable, the observed bias implies relatively small non- tariff barriers. Over 1982-94, the home bias of OECD countries as a whole exhibited a slow but steady decline. The bias in a typical member country of the European Community relative to its imports from other member countries showed a fifty percent decline during the period. INTERNATIONAL TRADE ADMINISTRATION OFFICIAL TO ADDRESS AISI'S 2004 GENERAL MEETING IN MAY
WASHINGTON, D.C The Honorable James J. Jochum, Assistant Secretary of Import Administration for the International Trade Administration, U.S. Department of Commerce, will deliver keynote remarks on the future of manufacturing in North America at the American Iron and Steel Institute's (AISI) 112th General Meeting, which will be held May 2-4 in San Francisco. President and CEO of The Marmon Group John Nichols will also keynote the session, entitled "Manufacturing at the Crossroads." The two will then join William M. Hickey, president, Lapham-Hickey Steel Corporation and Daniel R. DiMicco, vice chairman, president and CEO, Nucor Corporation and vice chairman of AISI for a panel discussion, moderated by Steven C. Clemons, executive vice president of the New America Foundation. With the Commerce Department's recent nomination of an Assistant Secretary for Manufacturing and Services and the establishment of the President's Manufacturing Council, Assistant Secretary Jochum's remarks will open the discussion with the Administration's perspective on reversing the decline of the manufacturing base. As a chief executive of a diversified global manufacturing company, Mr. Nichols' comments will bring another angle to the discussion, followed by commentary from an EAF-producer and steel service center executive.

ICN On International Trade Agreements
International trade agreements are rules that define commercial transactions between nations; the process of buying and selling between individuals or groups from different countries. They seek to reduce trade barriers and promote the mobility of capital, goods, services and personnel. Examples are the General Agreement on Tariffs and Trade (GATT), the North American Free Trade Agreement (NAFTA), and the Association of South East Asian Nations (ASEAN). International trade agreements traditionally focused on the trade of goods and commodities. The scope has however been expanded to include first, the services that support the trade of goods and commodities, and more recently on the trade of a much wider range of services. Services are generating great interest , since they account for more than 70 per cent of employment and production in the OECD countries and a major and growing share of employment in countries world-wide. The services trade is expected to continue to expand faster than trade in goods. Industries targeted for future agreements include travel/tourism, financial services, telecommunications, air and maritime transport, electronic commerce, information technology, and health care.

Search EUROPA A new EU initiative to jump start WTO farm talks It is a matter of common sense that if all WTO members want an agreement on a framework for modalities of the Doha Development Agenda, all the parties have to move, including the EU. We feel that a breakthrough is possible and the EU is ready to do its part. This is why Pascal Lamy and I have launched a new initiative to kick-start the talks. We have sent a letter to all WTO ministers to make our position clear. A bold move from the EU side on Singapore issues, on a special treatment for the weaker developing countries and on agriculture is on offer, if the others match our ambition. Everybody knows that agriculture is key to progress in the Round. In our letter we make clear that we are showing commitment to move. On market access, the positions of the different WTO members are miles apart. There is no magical solution to this problem. This means that if we want to be successful, we need a compromise in the form of a blended formula for farm tariff reductions. A blended formula is clearly the middle ground between the Uruguay Round formula favoured by the EU and 70 other members and the Swiss Formula advocated by others.
