Dr Supachai Panitchpakdi, new Director-General of the World Trade Organization. WTO’s new Director-General addresses ITC’s Executive Forum on National Export Strategies. We are in the midst of an unprecedented global trade negotiation, the Doha Development Agenda. But while it’s nice to have trade agreements, they must be usable and pragmatic. Countries have to involve the public and the private sectors, which have to be prepared to use the trade agreements. This cooperation will be needed even more in the future because of the complexity of the agreements. Countries need all kinds of technical assistance to make trade agreements “usable”. ITC has been working to integrate the private sector into the full realm of trade activities, to help governments create symbiosis between the private and public sectors. Good public-private sector cooperation is key to successful trade strategy and it will be ever more necessary in the future. I fully support ITC and have high regard for the quality and practicality of its programmes. A major aim of the Executive Forum is to arm you with the capacity to develop your own strategies. There are four reasons why I think this Executive Forum is really needed.

Codex and the international food trade The officials and experts who laid the foundations and determined the direction taken by activities of the Joint FAO/WHO Food Standards Programme and the Codex Alimentarius Commission were first and foremost concerned with protecting the health of consumers and ensuring fair practices in the food trade. They felt that, if all countries harmonized their food laws and adopted internationally agreed standards, such issues would be dealt with naturally. Through harmonization, they envisaged fewer barriers to trade and a freer movement of among countries, which would be to the benefit of farmers and their families and would also help to reduce hunger and poverty. The founders concluded that the Codex Alimentarius would be a panacea to some of the difficulties that were impeding freedom
of trade, a view that is reflected in the General Principles under Purpose of the Codex Alimentarius The volume of world food trade is enormous and is valued at between US$300 billion and $400 billion.
A principal concern of national governments is that food imported from other countries should be safe and not jeopardize the health of consumers or pose a threat to the health and safety of their animal and plant populations. Consequently, governments of importing countries have introduced mandatory laws and regulations to eliminate or minimize such threats. In the area of food, animal and plant control, these measures could be conducive to the creation of barriers to inter-country food trade.

Overview
International agricultural trade has been described as inexplicable, exasperating, and the most distorted segment of the global economy. Nevertheless, it is important to agricultural producers, and that importance grows as production surpasses domestic demand. The U.S. Department of Agriculture's (USDA's) Foreign Agricultural Service (FAS) reports that the United States is the world's largest agricultural exporter with nearly one quarter of farm cash receipts coming from export markets. International agricultural trade is a complex subject that involves many different facets of international and domestic law, including international treaties and agreements, domestic trade laws, and general policy decisions. General Agreement on Tariffs and Trade (GATT)
The General Agreement on Tariffs and Trade (GATT) was drawn up by 23 countries in 1948. The Agreement was originally part of a draft charter for an International Trade Organization, the third leg of the Bretton-Woods post-war order, along with the IMF and the World Bank. The "Havana Charter" of the ITO contained not only the GATT, which governed trade, but also wide-ranging rules relating to employment, commodity agreements, restrictive business practices, international investment, and services. While the GATT itself, a large list of negotiated trade concessions and rules of conduct, entered into force in January 1948 (as GATT 1947), the rest of the Havana Charter was never ratified, primarily because of opposition in the U.S. Congress. For the following 47 years, the ever-expanding group of Contracting Parties to the GATT (128 when the WTO was created) treated it as if it were in fact a permanent commitment, rather than the provisional agreement it really was. The tiny secretariat associated with the Havana Charter continued to act as secretariat to the GATT. Eight "rounds" of negotiation, counting the original, reduced tariffs and struggled to produce rules to govern international trade. The most recent round, the Uruguay Round, was the most comprehensive of any, lasting over seven years and creating a legal institution the World Trade Organization (

Norway in international trade
Norway accounts for less than 0.1 per cent of the world’s population, so in this regard, Norway is a small country. But Norway’s economic importance is greater than its population would otherwise lead one to expect. According to WTO statistics for 2002, Norway ranked 27th in the world in merchandise exports and 32nd in imports. In 2001, the total export and import of goods and services accounted for 75 per cent of Norway’s overall GDP, against an average of 45 per cent for all countries of the world. In other words, foreign trade is more important for Norway than for most other countries. Norway enjoys substantial market shares in certain sectors. Norway is currently among the world’s five largest exporters of seafood, crude oil and shipping services. Norway also has a strong position in light metals, ships’ equipment and a number of maritime services such as classification, consulting and marine insurance. The makeup of Norway’s foreign trade sets it apart from other industrialised nations. Of total exports of merchandise from OECD countries, manufactured goods make up 85 per cent; for Norway, the figure is around 28 per cent, according to OECD statistics. Norway’s reputation as being a supplier of raw materials must be tempered by the fact that major segments of its raw materials industry are highly knowledge and technology-intensive, even though the end products are not considered manufactured goods. The petroleum sector is a good example of a knowledge-intensive raw materials industry, and technology and know-how developed in this industry have become important export commodities. In 2001, the petroleum industry exported around NOK 34 million (approx. EUR 4,25 million) worth of non-petroleum goods and services.
