There are general rules applicable to the import and export of live animals and animal products. However, these do not apply to exports to third countries, most of which are subject to bilateral trade agreements rather than statutory requirements. Similarly, there are special rules for the export of cattle and bovine products from the UK because of the BSE -related ban. Health certification forms the backbone of import and export controls. In order to provide veterinarians with a foundation for providing certification, there are certain principles which must be respected. Due to the importance of certification, Defra has developed a system that enables exporters to submit applications for export health certification electronically over the internet.

International trade: Section - Import and export controls
This page sets out the general rules applicable to imports and exports of live animals and animal products in Great Britain. However, it does not cover exports to third countries, most of which are subject to bilateral trade agreements rather than statutory requirements
EC legislation
The completion of the Single Market in the veterinary sector on 01 January 1993 brought about major changes to the controls on the movements of animals and animal products within, and into, the European Community. The United Kingdom's previous controls on imports, which relied to a large extent on veterinary checks at points of entry and post-import controls (including quarantine for certain animals) were replaced by a system of veterinary inspection and certification. Animals and animal products imported into the UK from other Member States are no longer routinely checked at the port or airport of arrival but are instead required to have been checked at their premises of origin. Random spot checks at the premises of destination are, however, permitted. The State Veterinary Service and Port Health Authorities are responsible for conducting the required veterinary checks on live animals and animal products imported from third countries through UK

Richard Cobden , was born in Heyshott, near Midhurst, Sussex, on 3rd June, 1804. His parents had eleven children and spent his early life in extreme poverty. Richard's father was an unsuccessful small farmer and eventually he was forced to distribute his children to numerous relatives. Richard was sent to an uncle in Yorkshire where he was treated very badly.
Cobden received very little formal schooling and at the age of fourteen became a clerk in the textile industry . A year later he was working as a commercial traveller. After developing knowledge of the cotton trade , Cobden decided to start his own business. In 1828 he joined with two other young men to start a company selling calico prints in

Poll questions about trade produce results that may appear quite confusing. Some questions may appear to show strong majority support for trade, while others show majority opposition. In fact Americans' attitudes toward trade are quite complex and do not fall inside a simple preference for trade or protectionism, but rather involve numerous value concerns about how trade occurs. Many poll questions nonetheless ask Americans to make an up-or-down judgment about trade. As a result Americans tend to be highly responsive to the way that the question is asked, looking for ways to express the nuances of their attitudes. Looking carefully at the wording of questions, we do find a coherent pattern in the public's attitudes. Questions that ask about trade in principle or about its effects on the economy show fairly strong support. However, when questions raise issues about the impact of trade in other dimensions, strong majorities show strong reservations. When asked to assess the overall impact of trade or asked to weigh the benefits of trade against other concerns, support for trade is at best lukewarm.

Global Issues >> International Trade International Trade US Trade Policy A majority of Americans believe US policy should ultimately support the goal of increasing trade. At the same time Americans are unhappy about how much emphasis US trade policymakers place on commercial interests and overwhelmingly favor incorporating other priorities-protecting American workers, protecting the environment, preserving international labor standards-into the process of furthering trade. If necessary they are willing to slow the growth of trade if that is the only way to address these other priorities. Support for fast track (now called "trade promotion authority") is low, apparently because it signifies the increase of trade without addressing these other concerns. A majority of Americans believe US policy should ultimately support the goal of increasing trade. In an April 2001 Rutgers University poll, 64% expressed support for President Bush "reducing trade barriers to facilitate the import and export of goods". A January 2001 poll for the Congressional Institute found that a 53% majority favored "eliminating some of the barriers that exist to international trade, for example by reducing tariffs, in order to promote increased international trade;" only one in three (33%) were opposed.
