international law: an overview
International law consists of rules and principles which govern the relations and dealings of nations with each other. International Law, which is in most other countries referred to as Public International Law, concerns itself only with questions of rights between several nations or nations and the citizens or subjects of other nations. In contrast, Private International Law deals with controversies between private persons, natural or juridical, arising out of situations having significant relationship to more than one nation. In recent years the line between public and private international law have became increasingly uncertain. Issues of private international law may also implicate issues of public international law, and many matters of private international law nave substantial significance for the international community of nations. International Law includes the basic, classic concepts of law in national legal systems status, property, obligation, and tort (or delict). It also includes substantive law, procedure, process and remedies. International Law is rooted in acceptance by the nation states which constitute the system. Customary law and conventional law are primary sources of international law. Customary international law results when states follow certain practices generally and consistently out of a sense of legal obligation. Recently the customary law was codified in the

environmental law: an overview
The National Environmental Policy Act (NEPA) was passed in 1970 along with the Environmental Quality Improvement Act, the Environmental Education Act, and the Environmental Protection Agency (EPA). The main objective of these federal enactments was to assure that the environment be protected against both public and private actions that failed to take account of costs or harms inflicted on the eco-system. The EPA was supposed to monitor and analyze the environment, conduct research, and work closely with state and local governments to devise pollution control policies. NEPA (really enacted in 1969) has been described as one of Congress's most far reaching environmental legislation ever passed. The basic purpose of NEPA is to force governmental agencies to consider the effects on the environment of their decisions. State laws also reflect the same concerns and common law actions in nuisance allow adversely affected property owners to seek a judicial remedy for environtal harms harms.

It would be very convenient if all state and federal codes, statutes, and caselaw were available on the World Wide Web. This would give lay people easy access to the laws that they must follow and it would allow attorneys to do legal research without having to leave their office to go to a law library, or pay for expensive collections of casebooks. Unfortunately, economic realities dictate that we may never see all of the substantive law of all the states on the Web. Several states receive quite a bit of income by selling the exclusive rights to publish that state's caselaw. In addition, it is quite expensive to publish and maintain a web site, and money for such a project is not available in all states. Caselaw on the Web ideally would include decisions from at least the last 30 years, a sophistocated search engine for locating relevant law, case summaries, headnotes, etc. Providing all of these on a Web site would be very expensive. Given the above, it is impressive how much substantive law

On behalf of the Institute of International Law, whose president I have the honor to be, I would first of all like to express our deep gratitude to His Majesty for honoring this opening of the twenty-seventh session of the Institute with his presence. I also beg to be allowed to convey our sincere thanks to the Minister of Foreign Affairs for assuming the chairmanship of this session, and to the members of the diplomatic corps, to the Norwegian authorities, and to their ladies who have come here at our invitation. We see this large and distinguished gathering as a sign of sympathy not only for the Institute but also, and perhaps above all, for the ideas which it seeks to promote. Practically no existing movement enjoys such popularity and has such a wide following as the movement for peace in international relations. The undertakings inspired by this aim are numerous and of varied nature. In many civilized countries, societies have been formed to propagate the idea of pacifism among the people of the world, and great international meetings are held at frequent intervals. The parliaments of the majority of nations have founded an Interparliamentary Union in order to work together to assure peace, and the same idea has prompted governments to send their representatives to various great conferences.

    WHAT IS THE LEMON LAW The lemon law is an administrative proceeding which allows a purchaser of a defective vehicle to receive a refund or new vehicle. Under the New Jersey lemon law, the purchaser must prove the following:
  • The same problem has been repaired three or more times, The existence of the problem affects the use, value, or safety of the vehicle. The problem persists after the manufacturer's last chance repair. The problem meets the lemon law mileage criteria, i.e., the letter giving the manufacturer the final opportunity to repair the vehicle was sent before 18,000 miles

    BACKGROUND The background material provides a context for learning about the specific tools used in International Law research. Definitions of International Law Public International Law is the law of the political system of nation-states. It is a distinct and self-contained system of law, independent of the national systems with which it interacts, and dealing with relations which they do not effectively govern. Since there is no overall legislature or law-creating body in the international political system, the rules, principles, and processes of international law must be identified through a variety of sources and mechanisms.
