Greater Transparency and Participation by Civil Society
Despite frustration over the lack of progress, the players in the policymaking arena on environmental issues have been multiplying. Private sector organizations, from environmental groups to corporations, are playing increasingly important roles in preparing the groundwork for, writing, and enforcing multilateral agreements or other environmental safeguards. In many ways these new players have strengthened international agreements. Corporations had a key role in adopting, upgrading, and implementing the Montreal Protocol, which phased down use of ozone-thinning CFCs and halons. Without support from CFC-maker E.I. du Pont de Nemours and Co., the agreement would never have moved so far or so fast. Some corporations have integrated environmental considerations into their planning and operations. Many companies require their units to file internal reports on their environmental impacts, and some publish those reports. Some firms have drafted plans to recycle materials used in their products. And some business groups have shown growing interest in promoting sustainable practices. The World Business Council for Sustainable Development has a membership of 140 top international companies. The World Economic Forum, made up of the world top 1,000 global enterprises, meets once a year at Davos with national political leaders, leaders of the United Nations, and top academics. It is working now to develop a pilot environmental sustainability index.

In this book, editors Norman J. Vig and Regina S. Axelrod have compiled a series of sixteen scholarly and often quite insightful articles on an important topic. The book opens with an introduction by Vig to the book’s fundamental theme: while the proliferation of international environmental policy organizations since the 1970s paralleled increases in international environmental agreements, weak international governance over the economic policies and ecological protections of individual nations may explain the limited gains in international environmental protections achieved during recent decades. Subsequent chapters are organized into four sections, the first three on international institutions and regimes, international environmental law, and international environmental policies and implementation; the last section of the book presents four national case studies of environmental policy implementation. In the first section, Marvin S. Soroos explains the environmental functions of intergovernmental organizations (IGOs - the book, incidentally, serves as a thesaurus of key acronyms within the field of international policy-making), and John McCormick summarizes the activities of non-governmental organizations (NGOs) and international NGOs (INGOs) ranging from Greenpeace, known for environmental activism utilizing civil disobedience, to the Swiss-based World Conservation Union (IUCN) bridging governmental and non-governmental organizations. As both authors make clear, state and non-state actors must negotiate their way through some very deep chasms in pursuit of the national coalitions required to protect global atmospheric, aquatic, or natural resource "commons."

This and succeeding papers on unionism in the United States are intended to be a practical application of the viewpoint and method of study outlined in two papers previously published by the writer in the Journal of Political Economy, "Historical Method v. Historical Narrative," XIV, 9, November, 1906, and "The Trade-Union Point of View," XV, 6, June, 1907. 3. The terms "craft union" and "trade union" are often used interchangeably. The writer prefers to make "trade union" the general inclusive term covering all types of unionism, structural and functional. This is the popular usage. 4. Examination of union constitutions reveals a surprising amount of diversity and much individual variation in the matter of structural units. Some organizations, for example, have sublocals, as in the case of the shop club of the printers and the pit committee of the miners. A. Securities Commissions
Securities commissions are the proverbial "watchdogs" of the securities industry within their respective jurisdictions. They are established by statute and are generally given two broad powers: (1) the regulation of market players, including the power to discipline, and (2) the protection of the public through the establishment of rules and procedures for the listing and trading of public shares. CANADA Ontario Securities Commission (OSC) The OSC enforces and administers securities legislation in Ontario. The OSC website provides a lot of information, both for investors and for market participants.
