CIVIL RIGHTS OF INTERNATIONAL STUDENTS The United States is governed by the rule of law, which means that Americans are governed by laws, not individuals, and that the law is supreme. Once the law is established, it must be obeyed by all, from the president to the private citizen. The Constitution of the United States is the highest law in the land, and all laws written must be consistent with it. The Constitution guarantees due process of law to all persons, including foreign nationals. This means that every individual is entitled to the specified, orderly procedures that constitute the enactment, administration, and enforcement of the laws. Individuals cannot be punished unless and until these procedures are followed. The Constitution also guarantees each person equal protection under the law. This means that the law applies equally to all people regardless of status, wealth, or position, and no law may be enacted arbitrarily or for personal gain. Except for some laws that, for obvious reasons, apply only to specific segments of the population (immigration laws, laws regarding voting, citizenship, or residence in particular states), foreign nationals are subject to the same laws as American citizens. They are also guaranteed the same civil rights. The Bill of Rights of the Constitution safeguards the civil rights of all people in the U.S. One of the most important of these rights is freedom of speech. Foreign nationals have the right to express their views freely and to join together with others to express those views, whether popular or unpopular, so long as it is done in an orderly and peaceful manner. Foreign nationals share the same rights and therefore the same limitations on freedom of action as do American citizens.

Inglewood, California EULOGY Celes King III L. Ron Hubbard once wrote: Celes King gave his entire life to the service of others. It is to him and his service to others that this eulogy is dedicated. TO CELES KING We celebrate the decades of his service, his warmth and smiles, his acts in service to others. We are thankful for the time we were able to journey with him. We pray that we continue to recognize the power of his spirit, that we do not diminish it with time, or dilute it with our fear of loss. Let us celebrate the richness of his life now and into the future. We move from the darkness of his passing into the light, knowing that he is not flesh, that he continues.

Says Newly Formed Coalition of Civil Society Organizations There are also major concerns about the impact of the legislation on the policy environment in Ottawa. Security and risk management considerations, as well as U.S. pressures to harmonize policies, are becoming increasingly predominant over the rights of citizens. This has given way, for example, to the creation of a Big Brother style data bank announced by Revenue Minister Elinor Caplan, and to new legislation soon to be introduced in Parliament to restrict even further the right of Canadians to access government information. We are worried that too many discretionary powers are being given to a handful of ministers at the detriment of Parliamentary accountability.

9 April 1997 A critical civil-liberties issue is brewing, both in the U.K. and internationally. This issue will affect the freedom of speech, the privacy, and the commercial interests of ever-greater numbers of people as the 21st century approaches. The issue is cryptography. Why should cryptography interest all citizens? Because increasingly, our communications and commerce will take place over electronic networks that make them open to snooping and corruption by malicious parties. Cryptography is the mathematical science for improving the privacy, authenticity, and integrity of communications, independent of the communications medium or the distance the message travels. Cryptography on digital networks is becoming an important part of the commercial and political scene. Many predict that we will make purchases and update our bank accounts over digital lines; that cellular phones will grow in popularity; and that electronic mail will form a larger and larger portion of business and personal exchanges. The threats of having our money stolen, of being impersonated, and of having our secrets revealed to our enemies loom large. Unfortunately, many governments are afraid of privacy. They are trying to put limits on cryptography so that they can secretly intercept and read any communications they desire.

George Radwanski's Concerns Justified Says Civil Liberties Coalition OTTAWA - Members of a national coalition set up to monitor the application of Canada's anti-terrorism legislation applaud the annual report tabled yesterday in Parliament by Privacy Commissioner George Radwanski. The International Civil Liberties Monitoring Group (ICLMG) shares the concerns expressed by the Commissioner that the privacy rights guaranteed by the Canadian Charters of Rights are being seriously eroded by the web of anti-terrorism legislation adopted by Parliament since September 2001, or about to be adopted in coming months. "The Privacy Commissioner has performed a service for all of us, citizens and legislators, by focusing attention on the impact of Bill C-17 and related initiatives, on existing human and civil rights protections" says Gerry Barr, co-Chair of the International Civil Liberties Monitoring Group (ICLMG) and President/CEO of the Canadian Council for International Co-operation. "Like Mr. Radwanski, we are concerned that measures adopted to protect Canadians are being used as an excuse to increase the surveillance powers of police and of the state for purposes other than the fight against terrorism, and constitute a violation of basic freedoms under the Charter of Rights".
