Many people take for granted that their government will acknowledge their relationships of love and care. Yet some relationships are arbitrarily denied that recognition. The results may be devastating. A partner may be denied the rights to
  • share equal rights and equal responsibilities for children in their care;
  • have their partner covered under their health or employment benefits;
  • apply for immigration and residency if their partner is from another country;
  • file joint tax returns and enjoy tax benefits for couples, obtain joint insurance policies, or even rent or own property together;
  • obtain a protection order against domestic violence;
  • get a fair settlement of property when the relationship ends;
  • inherit from a deceased partner if he lacked a valid will;
  • obtain pension benefits if the partner dies.
In countries that deny same-sex partners access to marriage, such systemic inequalities are still routinely tolerated. In this briefing paper, Human Rights Watch looks at this inequality through the lens of international human rights law and practice.

"If I were not a professional optimist through 21 years in the United Nations service, mainly in conflict areas-Palestine, Congo, here and in Kashmir-I would be crazy. You have to be optimistic in this work or get out of it. … That is, optimistic in the sense of assuming that there is no problem-Cyprus or any other-which cannot be solved, and that, therefore, you have to keep at it persistently and you have to have confidence that it can be solved."1
Widely hailed, among his many accomplishments, as a great international civil servant, American and citizen of the world, Ralph Johnson Bunche's life story is one full of inspiration to all engaged in the pursuit of peace. As a year-long programme marking the 100th anniversary of his birth in Detroit, Michigan, commences to celebrate and build upon the legacy of this diplomat, scholar and internationalist, it is timely for the current staff of the United Nations, to which Ralph Bunche devoted 25 years of his spectacular career, to reflect on one of its most famous and optimistic alumni. A visible reminder of the esteem with which he is regarded within the United Nations and the City of New York is the Ralph Bunche Park located directly opposite the UN Secretariat building.

The International Covenant on Civil and Political Rights (ICCPR) ICCPR The ICCPR includes important civil and political rights such as the right to life, freedom from torture, the right to a fair trial, freedom of opinion and expression, right to privacy, freedom of association and the rights of minorities. State Parties A country which accedes to or ratifies the ICCPR is called a "state party." States parties are obliged to guarantee the rights in the covenant, on a nondiscriminatory basis, to all individuals on its territory and to take the necessary steps to bring domestic legislation in compliance with the provisions of the covenant. As of October 1997, 140 countries around the world were state parties to the ICCPR. To see full list of State Parties Reservations States which become parties to the ICCPR may make reservations to specific articles of the covenant. Reservations intend to limit the degree to which a state has to guarantee a particular right. The possibility of entering reservations may encourage ratification by states which consider themselves not yet in a position to fully guarantee a particular right. An example is a reservation made by Barbados:

In a resounding response, more than 1,250 organizations, networks, coalitions, grassroots activists, community leaders, and intellectuals from across the world have joined in few days the “International Response” to the declaration made by President George W. Bush supporting the policies of Ariel Sharon.
The Palestinian Right to Return movement in its entirety and organizations representing Palestinian refugees and those exiled took the lead in standing firm and unified in their collective demand to exercise the inalienable right to return. Grassroots activists from all walks of life joined with influential intellectuals and organizations from across the glob to echo the very same demand.
On May 15, 2004, this response and signatories will be sent to all members of the United Nations General Assembly and other relevant parties.

The States Parties to the present Covenant, Considering that, in accordance with the principles proclaimed in the Charter of the United Nations, recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world, Recognizing that these rights derive from the inherent dignity of the human person, Recognizing that, in accordance with the Universal Declaration of Human Rights , the ideal of free human beings enjoying civil and political freedom and freedom from fear and want can only be achieved if conditions are created whereby everyone may enjoy his civil and political rights, as well as his economic, social and cultural rights, Considering the obligation of States under the Charter of the United Nations to promote universal respect for and observance of, human rights and freedoms, Realizing that the individual, having duties to other individuals and to the community to which he belongs, is under a responsibility to strive for the promotion and observance of the rights recognized in the present Covenant, Agree upon the following articles:

Believing that abolition of the death penalty contributes to enhancement of human dignity and progressive development of human rights,
Recalling article 3 of the Universal Declaration of Human Rights, adopted on 10 December 1948, and article 6 of the International Covenant on Civil and Political Rights, adopted on 16 December 1966,
Noting that article 6 of the International Covenant on Civil and Political Rights refers to abolition of the death penalty in terms that strongly suggest that abolition is desirable

Inglewood, California EULOGY Celes King III L. Ron Hubbard once wrote: Celes King gave his entire life to the service of others. It is to him and his service to others that this eulogy is dedicated. TO CELES KING We celebrate the decades of his service, his warmth and smiles, his acts in service to others. We are thankful for the time we were able to journey with him. We pray that we continue to recognize the power of his spirit, that we do not diminish it with time, or dilute it with our fear of loss. Let us celebrate the richness of his life now and into the future. We move from the darkness of his passing into the light, knowing that he is not flesh, that he continues.

PALESTINIAN RIGHTS COMMITTEE APPROVES WORK PROGRAMME
FOR INTERNATIONAL CIVIL SOCIETY CONFERENCE Meeting Scheduled for Headquarters on 23 and 24 September
NEW YORK, 7 August (UN Headquarters) The Committee on the Exercise of the Inalienable Rights of the Palestinian People this morning approved the work programme of the United Nations International Conference of Civil Society in Support of the Palestinian People, scheduled for New York on 23 and 24 September 2002. With the theme "End the Occupation!", the Conference is set to follow the general debate of the fifty-seventh session of the General Assembly. The two-day plenary will be devoted to discussions on "The daily face of occupation", "Civil society and occupation", "Challenging the occupation," and "Ending the occupation". Expert presentations on economic and humanitarian crises, strengthening networks of non-governmental organizations (NGOs) in times of crisis and legislative and political advocacy will guide those discussions. The Committee also took note of the oral reports of two recent conferences the African Meeting on the Question of Palestine, and the most recent meeting of the Organization of African Unity (OAU) which marked the inaugural Summit of the African Union.

The States Parties to the present Protocol, Considering that in order further to achieve the purposes of the International Covenant on Civil and Political Rights (hereinafter referred to as the Covenant) and the implemenation of its provisions it would be appropriate to enable the Human Rights Committee set up in part IV of the Covenant (hereinafter referred to as the Committee) to receive and consider, as provided in the present Protocol, communications from individuals claiming to be victims of violations of any of the rights set forth in the Covenant. Have agreed as follows: Article I A State Party to the Covenant that becomes a Party to the present Protocol recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State Party of any of the rights set forth in the Covenant. No communication shall be received by the Committee if it concerns a State Party to the Covenant which is not a Party to the present Protocol. Article 2 Subject to the provisions of article 1, individuals who claim that any of their rights enumerated in the Covenant have been violated and who have exhausted all available domestic remedies may submit a written communication to the Committee for consideration.
