Venezuela's Chavez and Supporters Get Ready for Recall Referendum with Mass Rally

07 Jun 04 ARACAS, Venezuela - Supporters of Venezuelan President Hugo Chavez took the streets of Caracas on Sunday, as the country begins to prepare for a recall referendum on the mandate of the controversial South American leader. The Chavistas marched from tree sections of the country's capital to converge at the downtown Bolivar Avenue where the President gave a speech vowing to defeat the opposition in the upcoming recall referendum. Last week, Venezuela's National Electoral Council determined that opponents of the President collected a little over the required number of signatures to demand a referendum on the leader's mandate. Last Thursday, Chavez addressed the nation, accepting the preliminary results from the National Electoral Council, calling for the recall referendum. International observers from the Organization of American States and the Carter Center congratulated all Venezuelans for their exercise of democratic rights.

Adopted and opened for signature, ratification and accession by General Assembly resolution 2200 A (XXI) of 16 December 1966 ENTRY INTO FORCE: 23 March 1976, in accordance with article 9 The States Parties to the present Protocol, Considering that in order further to achieve the purposes of the International Covenant on Civil and Political Rights (hereinafter referred to as the Covenant) and the implemenation of its provisions it would be appropriate to enable the Human Rights Committee set up in part IV of the Covenant (hereinafter referred to as the Committee) to receive and consider, as provided in the present Protocol, communications from individuals claiming to be victims of violations of any of the rights set forth in the Covenant, Have agreed as follows: Article 1 A State Party to the Covenant that becomes a Party to the present Protocol recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State Party of any of the rights set forth in the Covenant. No communication shall be received by the Committee if it concerns a State Party to the Covenant which is not a Party to the present Protocol.

Patriot Act August 23, 2002 Patriot II's attack on citizenship March 6, 2003 WASHINGTON (CNN) The internal watchdog of the Justice Department has found 34 new credible civil rights and civil liberties violations under the anti-terrorism USA Patriot Act, according to a report released Monday. The report, released by the Justice Department's inspector general office, found the violations from its regular six-month survey of the antiterror law. "This report shows there are more victims of John Ashcroft's war on the Constitution," said Rep. John Conyers, D-Michigan. "The attorney general appears on television nearly every week claiming to protect us, while he simultaneously dismantles our civil liberties and civil rights. Will the Justice Department ever admit that it has gone too far?" Justice Department spokeswoman Barbara Comstock said officials take their "obligations very seriously to protect civil rights and civil liberties" and said a "small number" of credible allegations will be investigated.

"I am a professional optimist", Ralph Bunche told journalists at Nicosia International Airport at the conclusion of a visit in July 1966 to view the peacekeeping operations in Cyprus. "If I were not a professional optimist through 21 years in the United Nations service, mainly in conflict areasPalestine, Congo, here and in KashmirI would be crazy. You have to be optimistic in this work or get out of it.... That is, optimistic in the sense of assuming that there is no problemCyprus or any otherwhich cannot be solved, and that, therefore, you have to keep at it persistently and you have to have confidence that it can be solved." (1) Widely hailed, among his many accomplishments, as a great international civil servant, American and citizen of the world, Ralph Johnson Bunche's life story is one full of inspiration to all engaged in the pursuit of peace. As a year-long programme marking the 100th anniversary of his birth in Detroit, Michigan, commences to celebrate and build upon the legacy of this diplomat, scholar and internationalist, it is timely for the current staff of the United Nations, to which Ralph Bunche devoted 25 years of his spectacular career, to reflect on one of its most famous and optimistic alumni. A visible reminder of the esteem with which he is regarded within the United Nations and the City of New York is the Ralph Bunche Park located directly opposite the UN Secretariat building.

Says Newly Formed Coalition of Civil Society Organizations There are also major concerns about the impact of the legislation on the policy environment in Ottawa. Security and risk management considerations, as well as U.S. pressures to harmonize policies, are becoming increasingly predominant over the rights of citizens. This has given way, for example, to the creation of a Big Brother style data bank announced by Revenue Minister Elinor Caplan, and to new legislation soon to be introduced in Parliament to restrict even further the right of Canadians to access government information. We are worried that too many discretionary powers are being given to a handful of ministers at the detriment of Parliamentary accountability.

As war begins, the lawlessness of the terrorist attacks is being met by governmental lawlessness. But where the World Trade Center / Pentagon terrorists began and ended their deeds in lawlessness, the Bush administration is leading the U.S. government from lawfulness into lawlessness. If the purpose of law is to expand human freedom, the current legal direction lies in diminution of freedom. Lawlessness is arriving as a domestic and foreign assault on legal ideas that endorse freedom and human rights. Domestically, the U.S. stands poised to adopt a drastically dismissive policy towards civil liberties. A vague criminal standard of "terrorism" is emerging, rather than the specification of named crimes or conspiracy to commit those crimes. Under Department of Justice proposals incorporated in the Anti-Terrorism Act of 2001, which will likely be enacted by a supine Congress, an array of new measures will come into force. Wiretapping orders will become available on demand for government investigators, based on no evidence beyond a claim of terrorist association. The probable cause standard for obtaining wiretap orders that presently holds in criminal cases will become history, replaced by a new standard of relevance to a criminal investigation. The judicial function of authorization for wiretapping will be marginalized; government investigators themselves increasingly will decide themselves what is relevant.
