The staffers of the Lazo district interior department in the Maritime Territory (the Russian Far East) began a check on the fact of a fire in the Lazo preserve, RIA Novosti was told in the district Prosecutor's Office on Friday.
The law-enforcement bodies are considering, in particular, such versions as carelessness with fire or arson.
A decision on possibly filing a criminal case will be taken following the check.
The fire in the preserve was extinguished on Thursday. According to the latest information, roughly 300 hectares of woodland burned down. A strong wind hindered the extinguishing of the fire. Possible hotbeds of a new ignition are now under observation.
The Lazo wildlife refuge has a total area of 121,000 hectares. In the past few years about 150 hectares a year on average burned down there during the whole fire-hazardous period (spring and autumn), director of the preserve Alexander Laptev said.
The Lazo wildlife refuge has populations of Amur tiger, goral and sika deer.

In March, 1998, the department of the interior and National Park Service agreed toassist the COE in resolving some of the issues related to the Federal case.
http://www.cr.nps.gov/aad/kennewick/
F.P. McManamon, May 2004 The human skeletal remains that have come to be referred to as the "Kennewick Man", or the "Ancient One", were found in July, 1996 below the surface of Lake Wallula, a section of the Columbia River pooled behind McNary Dam in Kennewick, Washington. Almost immediately controversy developed regarding who was responsible for determining what would be done with the remains. Claims were made by Indian tribes, local officials, and some members of the scientific community. The U. S. Army Corps of Engineers (COE), the agency responsible for the land where the remains were recovered took possession, but its actions, following the Native American Graves Protection and Repatriation Act (NAGPRA) , to resolve the situation were challenged in Federal court. In March, 1998, the Department of the Interior and National Park Service agreed to assist the COE in resolving some of the issues related to the Federal case. The documents on these Kennewick Man pages provide background information and detailed reports of aspects of the work being done by DOI on this matter. Between 1998 and 2000, the Department of the Interior and National Park Service, in cooperation with the Corps of Engineers, the federal agency responsible for the Kennewick remains, conducted a series of scientific examinations of the remains. No fewer than eighteen nationally and internationally recognized scientists and scholars conducted this variety of historical and scientific examinations, analyses, tests, and studies (Table 1).

Washington, D.C. 20310-0101 Dear Mr. Caldera, This letter provides the Department of Interior's (DOI) final determination and resolution of the issues delegated to DOI by the Department of the Army (DOA) in a March 1998 interagency agreement. In this agreement, DOI agreed to make the following two determinations related to the set of human skeletal remains recovered on July 26, 1996, from Columbia Park, land controlled by the U.S. Army Corps of Engineers (COE), near the city of Kennewick, Benton County, Washington: 1) whether these human remains meet the definition for "Native American" within the meaning of the Native American Graves Protection and Repatriation Act (NAGPRA); and, if so, 2) the appropriate disposition of the remains under the terms of the statute and its implementing regulations at 43 C.F.R. Part 10. In January 2000, DOI released its finding that the remains are considered Native American under the statute and regulations. The attached "Memorandum to the Assistant Secretary, Fish Wildlife and Parks" provides the background for this decision. (See

Both were previously districts of the Trust Territory of the Pacific Islands (TTPI).
