(AP)_ The Interior Department wants to make it easier to exempt from environmental reviews any activities that it sees as having insignificant effect on public lands, the agency's top lawyer said. The Bush administration also is determined to halt the use of the Endangered Species Act as a"zoning tool"on federal lands, said William Myers, the department's solicitor general. "It has gotten to the point where you can hardly dig a post hole without having to do an environmental analysis,"Myers said in a speech Thursday to about 100 members of the Nevada Cattlemen's Association, who welcomed his criticism of what they regard as onerous conservation measures. The cattlemen are among those critical of grazing reforms adopted under the Clinton administration, which they claim are aimed at driving sheep and cattle off public lands in the West.

How To Dismantle The Interior Department

Much of the Interior Department was created as part of the progressive-era plan for American government. The progressive vision sought rational and efficient management, to be achieved through the systematic application of science to the problems of American society. This vision of scientific management is no longer an adequate guide for American government. Indeed, our task today is to find a new guiding vision and to reshape American governing institutions accordingly. This paper proposes a radical reorganization of the Interior Department and its functions. The changes proposed would cumulatively have the effect of dismantling much of the Interior Department. The basis for this reorganization lies in four common sense principles:
  • Activities that can reasonably be carried out in the private sector should be done privately.
  • Activities that mostly involve state and local concerns should be administered by state and local governments.
  • The Federal government should limit its role to activities and concerns that involve major Federal interests and responsibilities.

    (Washington, D.C., March 25) The news today in The Washington Times that the Clinton Interior Department whose officials have been held in contempt by the U.S. District Court for the District of Columbia have likely destroyed evidence, comes as no surprise to Judicial Watch, the public interest watchdog with 21 lawsuits concerning the wholesale lawlessness pervading the most corrupt Administration in American history. Similar conduct was exhibited by Clinton officials in the lawsuit which uncovered John Huang. See Court's orders of December 22, 1998 at Judicial Watch v. Department of Commerce on internet at www.judicialwatch.org.
    Throughout Judicial Watch's 21 lawsuits, it has experienced not only outright obstruction of justice, but also disrespect for the judicial and legal system by Clinton officials and consultants. In its on-going Filegate lawsuit, James Carville lied to the Court about his availability for deposition, and got caught. Carville’s friend, George Stephanopoulos, was also found not to have been truthful during deposition and was ordered back for further testimony. He later walked out of the second deposition, having in the interim period between his first and second appearances called the Court a "Kangaroo Court," in his magazine Newsweek. Video of the deposition of Harold Ickes shows him threatening to defecate on the carpet of Judicial Watch during his testimony. This is just for starters, as this press release does not have enough space to list the wholesale disrespect for the law and obstruction exhibited by Clinton officials and consultants during Judicial Watch's litigation.

    Interior department opposes changes in tribal recognition By TONY BATT
    STEPHENS WASHINGTON BUREAU

    WASHINGTON The Department of Interior on Wednesday announced it does not support a bill to speed federal recognition of Indian tribes, a process required before American Indians can open gambling businesses. Aurene Martin, deputy assistant secretary for Indian affairs, said the legislation would weaken federal standards for tribal recognition. For example, Martin told the Senate Indian Affairs Committee, the bill would restrict the input of local communities in the application process. Sen. Ben Nighthorse Campbell, R-Colo., who is the committee chairman and sponsor of the bill, disagreed. He complained the department was being "somewhat unhelpful." "It's 50-50 we'll get this passed this year," said Campbell, who is retiring from the Senate at year's end. Among other things, Campbell's bill would require the assistant secretary for Indian affairs to establish an independent board to review tribal recognition decisions. The bill, which Campbell introduced in February 2003, has no co-sponsors.

Most of the systems support the Bureau of Indian Affairs and the Office of the Special Trustee, agencies that rely on information technology to fulfill the department's trust fund duties.

    As the Nation's principal conservation agency, the U.S. Department of the Interior has responsibility for most of our nationally owned public lands and natural resources. This includes fostering the wisest use of our land and water resources, protecting our fish and wildlife, and preserving the environmental and cultural values of our national parts and historic places. The Interior Department also assesses our mineral resources and works to assure that their development is in the best interest of all the people. Additionally, the Department has a major responsibility for American Indian reservation communities and for people who live in the Island Territories under United States administration. After many years of discussing a "Home Department," Congress in 1849 decided that creation of a Department of the Interior had become necessary to administer the vastly expanded land holdings acquired by the Federal Government through the Louisiana Purchase of 1803, the Mexican war of 1846-48 and the 1846 treaty with Great Britain by wh ich the custodian of these lands, the new Interior Department was given functional responsibility for the Office of Indian Affairs, Pension Office, Patent Office, and several smaller agencies including the Census of the United States. Over the many years since that time, other duties have been added and spun off, and the Department of the Interior's role has changed from that of a general housekeeper for the Federal Government to that of custodian of its natural resources.

    The Associated Press Thursday, November 29, 2001 Washington A federal judge ordered Interior Secretary Gale Norton to stand trial Wednesday on contempt allegations related to a long-running lawsuit accusing her of mismanagement of a billion-dollar Indian trust fund. U.S. District Judge Royce Lamberth set a trial date of Dec. 3 for Norton and Assistant Secretary of Indian Affairs Neal McCaleb to show why they should not be held in contempt. The suit stems from the mismanagement of royalties from mining, grazing, timber harvesting and other activities on 54 million acres of Indian land held in trust by the Interior Department since 1887. Payments were supposed to be made to the Indian beneficiaries, but much of the money was lost, misappropriated, stolen or never collected. Specifically, Norton will have to show that her office has complied with Lamberth's 1999 order that the Interior Department piece together how much is owed to 300,000 Indians who sued the agency claiming it has squandered more than $10 billion in royalties during more than a century.
