Judge severs Interior Department Web connections again

Interior Department employees are once again experiencing a disruption in Internet service because a federal judge is not convinced the department has adequately secured electronic records of Native Americans' trust fund accounts. On Monday, U.S. District Judge Royce Lamberth ordered the department to cut off Web access for all workers except those at the National Park Service, the Office of Policy, Management and Budget, and the U.S. Geological Survey. Under the order , Interior can leave computer systems "essential for protection against fires or other threats to life or property" connected.

The Interior Department’s 62-year-old museum is artistic, and definitely undervisited. During our visit the museum was displaying Adriel Heisey’s aerial photographs of Navajo country taken from his homemade ultralight craft and Kenji Kawana’s stunning black-and-white portraits of the Navajo people. In the permanent collection are Edward S. Curtis’ classic photographs of the Indians of the Grand Canyon and Yellowstone region and Charley Harper’s clever wildlife art, which fuses graphic arts and commercial advertising.
The eight galleries that make up the museum have some old-style exhibits. For example, a telephone that illustrates a point about the use of minerals in common products was probably manufactured in the late 1950s. But the place has a New Deal quality—the museum was established by Secretary Harold L. Ickes—and retro 1930s miniature dioramas that portray classic scenes such as the Fort Union trading post on the Upper Missouri River (1835); Washburn-Dane expedition through Yellowstone (1870); Guthrie, Okla., land office (1889); Window Rock, Ariz., Navajo tribal capital (1938); Juneau, Alaska, gold mill (1935); and central Washington (1939).
Interior, wryly known as the “Department of Everything Else,” displays the works of its various bureaus with such artifacts as Lyndon Johnson’s cowboy hat and boots (National Park Service), woodcuts and other handicrafts from the Pacific Islands (Bureau of Insular Affairs), puppets used to feed condor chicks (Fish and Wildlife Service), and slices of concrete cores from Grand Coolie and Hoover dams (Bureau of Reclamation).

Many Department of Interior Web Sites Shutdown On March 15, 2004, a federal judge in Washington, DC ordered the Interior Department to shut down most of its employees' Internet access and some of its public Web sites after concluding that the agency has computer security problems that may threaten millions of dollars owed to Native Americans. This decision covers computer connections and Web sites in the Department of Interior's Inspector General's Office, the Minerals Management Service, the Bureau of Land Management, the Bureau of Reclamation, the Fish and Wildlife Service, the Office of the Special Trustee, the Bureau of Indian Affairs, the Office of Surface Mining, and the National Business Center. Interior has been permitted to keep emergency systems connected, particularly those involving firefighting and policing. Also, the National Park Service, the U.S. Geological Survey and Interior's budget office Web sites will remain connected because the court was convinced that those agencies' sites are secure. It is unclear when these systems will be back online. We are monitoring the situation and will reestablish our links to the Department of Interior Web sites as soon as they are once again available.

Interior Department to cut California's Colorado River water

SAN DIEGO, California (AP) California's share of water from the Colorado River will be cut next year to ensure allocations for six other Western states, the Interior Department said Friday. The amount would be enough to supply roughly 1.4 million people a year, and represents 13 percent of the water California has been taking from the river. However, many communities draw water from other sources, and officials in Los Angeles and San Diego, where the cuts would fall hardest, say they have reserves to last at least two years. Interior Secretary Gale Norton warned of a cutback earlier this month after the collapse of a long-term deal aimed at curbing California's historic overuse of the river. The state can avoid the cutback if Southern California water agencies resurrect a 75-year deal to transfer Colorado water from desert farms to cities by December 31. The water-sharing deal collapsed December 9 when the Imperial Valley refused to sell any of its massive share of Colorado water to coastal cities.

Senate to vote on Norton to lead Interior Department
WASHINGTON (CNN) The Senate is scheduled to vote early Monday afternoon on president George W. Bush's nomination of controversial former Colorado Attorney General Gale Norton to head the Department of the Interior. Norton is one of President Bush's most controversial candidates and has been labeled by some environmental groups as an 'anti-environmental extremist' The Senate Energy and Natural Resources Committee recommended Norton's confirmation last Wednesday on an 18-2 vote. During her hearings, Norton sought to assure Democratic skeptics that she would enforce federal environmental laws and improve the national park system as the first woman to lead the Cabinet-level department. Norton's nomination has drawn heavy fire from environmental groups, including Greenpeace and the Sierra Club. In television, radio and newspaper advertisements, the groups have derided Norton as an "anti-environmental extremist" who would favor logging, grazing and mining interests over land conservation.

ASSOCIATED PRESS By SCOTT SONNER Associated Press Writer WINNEMUCCA, Nev.- The Interior Department wants to make it easier to exempt from environmental reviews any activities that it sees as having insignificant effect on public lands, the agency's top lawyer said. The Bush administration also is determined to halt the use of the Endangered Species Act as a "zoning tool" on federal lands, said William Myers, the department's solicitor general. "It has gotten to the point where you can hardly dig a post hole without having to do an environmental analysis," Myers said in a speech Thursday to about 100 members of the Nevada Cattlemen's Association, who welcomed his criticism of what they regard as onerous conservation measures. The cattlemen are among those critical of grazing reforms adopted under the Clinton administration, which they claim are aimed at driving sheep and cattle off public lands in the West. "Bill's our friend. It's been a long time since we had a friend in the solicitor's office," said John Falen, a rancher from Orovada and the group's past president.

Introduction
A bomb shelter is located under the lawn north of the National Park Service's Stephen P. Mather Training Center, formerly Storer College, off Fillmore Street in Harper's Ferry, West Virginia. The history of the shelter is still being investigated, but available information indicates that it was an emergency relocation site for Department of the Interior headquarters and the Secretary of the Interior. Personnel access to the shelter is through a metal door, apparently of standard commercial design, set into a retaining wall adjacent to the driveway serving the Training Center's parking lot. There is no vehicular entrance to the shelter, only a parking space in front of the entrance. The space is now used by the NPS Interpretive Design Center.

    As Congress returns from recess this September, the Interior Department squirms. In an autumn when many see the federal government as an overbloated monster in meltdown, when more are uneasy due to the War on Terrorism and the problematic economy, and westerners are enraged over record forest fires, that department has managed to don a flashing neon sign reading Kick Me. For a decade and more, Congress has both appeased and exploited citizen anger by calling top officials of government bureaus on the carpet in televised hearings, scolding them fiercely for public consumption and later quietly raising their budgets. In 1994, the Departments of Education, Energy and Commerce were under assault. The Environmental Protection Agency was an advertised target. Later, grandstanders attacked the Treasury Department's Internal Revenue Service. All survived and indeed prospered, but they did so in quieter times. The Interior Department was traditionally a tranquil fief, taking care of the nation's parks and much other federal real estate and handling relations with Indian tribes. But it was gradually infiltrated by fervent environmental absolutists , and their antics have made it a laser-sighted target as a close and hard-fought off-year election approaches.

    Interior Department settles lawsuit over snowmobiling
    By Major Garrett CNN White House Correspondent WASHINGTON (CNN) The Interior Department Friday settled a lawsuit with snowmobile manufacturers and outdoor enthusiasts that opens the way for wider recreational snowmobile use in Yellowstone National Park and Grand Teton National Park. The settlement does not override a Clinton administration rule banning recreational snowmobiling in these two national parks and the John D. Rockefeller Memorial Parkway. But it does allow for more public comment on the issue, and some environmentalists fear settlement of the suit foreshadows a loosening of the Clinton-era ban. "The settlement guarantees that local communities, business owners and others who have told us their voices weren't sufficiently heard during the rushed snowmobile rulemaking process will have an opportunity for comment," said Mark Pfeifle, a spokesman for the Interior Department. "Ultimately, recreational use of snowmobiles in National Parks will only be permitted if the cherished environment and natural resource values are protected for the enjoyment of our children and future generations of Americans."
