September 20, 2001 The major institutions of American national security were designed in a different era to meet different requirements. All of them must be transformed. It is time to reaffirm the essential role of American military strength.We must build and maintain our defenses beyond challenge. Our military’s highest priority is to defend the United States. To do so effectively, our military must:
  • assure our allies and friends;
  • dissuade future military competition;
  • deter threats against U.S. interests, allies, and friends; and
  • decisively defeat any adversary if deterrence fails.
The unparalleled strength of the United States armed forces, and their forward presence, have maintained the peace in some of the world’s most strategically vital regions. However, the threats and enemies we must confront have changed, and so must our forces. A military structured to deter massive Cold War-era armies must be transformed to focus more on how an adversary might fight rather than where and when a war might occur. We will channel our energies to overcome a host of operational challenges. The presence of American forces overseas is one of the most profound symbols of the U.S. commitments to allies and friends. Through our willingness to use force in our own defense and in defense of others, the United States demonstrates its resolve to maintain a balance of power that favors freedom. To contend with uncertainty and to meet the many security challenges we face, the United States will require bases and stations within and beyond Western Europe and Northeast Asia, as well as temporary access arrangements for the long-distance deployment of U.S. forces.

The National Security Agency (NSA) was established by Presidential directive in 1952 by President Truman. As a separately organized agency within the Department of Defense (DOD), NSA plans, coordinates, directs, and performs foreign signals intelligence (SIGINT) and information security (INFOSEC) functions. Under a 1986 law, NSA became a combat support agency of the DOD. In a tumultuous world area, the National Security Agency makes crucial contributions to ensure an informed, alert and secure environment for US warfighters and policymakers. The ability to understand foreign communications while protecting our owna capability in which the United States leads the worldconfers a unique competitive advantage. The skill to accomplish this is cryptology, the fundamental mission and core competency of NSA. Maintaining this global advantage requires preservation of a healthy cryptologic capability in the face of unparalleled technical challenges. The SIGINT mission allows for an effective, unified organization and control of all the foreign signals collection and processing activities of the United States. SIGINT is a unique discipline with a long and storied past. SIGINT's modern era dates to World War II, and its use is believed to have directly contributed to shortening the war by at least one year. In its SIGINT role, NSA intercepts and analyzes foreign electromagnetic signalsmany of them protected by codes, ciphers, and complex electronic, countermeasuresto produce intelligence information for decisionmakers and military commanders.

    Bush wants broad 'Homeland Security' overhaul
    Congressional leaders in both parties applauded Bush's plan to create a Department of Homeland Security. WASHINGTON (CNN) President Bush called on Congress to set up a Cabinet-level homeland defense agency Thursday to protect the nation amid "a titanic struggle against terror." In a televised address from the White House, Bush told the nation that a sweeping reorganization of the federal government is needed to improve domestic security. "Tonight, I ask the Congress to join me in creating a single permanent department with an overriding and urgent mission securing the American homeland and protecting the American people," Bush said. The centerpiece of his proposal is a Department of Homeland Security, which would consolidate duties now spread across nine federal departments and include a central clearinghouse for analyzing intelligence information. With an estimated 169,000 employees and a $37 billion budget, the new agency would be second only to the Defense Department in terms of size. America is leading the civilized world in a titanic struggle against terror. Freedom and fear are at war and freedom is winning.

    (CBS) The CIA and FBI are drawing most of the criticism for failing to follow up on leads that might have prevented the attacks of September 11th. But another intelligence agency - bigger by far than either the CIA or FBI - was also on the case. David Martin reports. The National Security Agency eavesdrops on communications all over the world. For a few years, the NSA was actually listening to Osama bin Laden's satellite phone calls. But even that wasn't enough to tip off U.S. intelligence to the 9/11 plot or to earlier attacks on the USS Cole and two American embassies in Africa. Bin Laden probably didn't realize it, but he was mounting these operations just as NSA was going through the worst crisis in its 50-year history. In fact, in the very same month two of the 9/11 hijackers entered the U.S., the supercomputers NSA relies on to sort through billions of phone calls, faxes, e-mails and radio transmissions crashed. In January 2000, General Mike Hayden, the Director of NSA, got a phone call at home from the agency's watch officer telling him there'd been a national security meltdown.

    The Center for State Homeland Security is a unique national resource dedicated to supporting state and local governments carry out their crucial role in homeland security while supporting the evolution of a national strategy across all levels of government and the private sector. The Center is structured as a nonprofit collaboration whereby the National Emergency Management Association (NEMA), the Adjutants General Association of the United States (AGAUS) and Mitretek Systems jointly undertake project activities and govern the Center under the auspices of an advisory board.
    The Purpose
    As a nonprofit collaboration, the Center offers objectivity and technical depth and is uniquely positioned to support homeland security planning, analysis, engineering, technology evaluation and information sharing needs across all states and their local jurisdictions. State and local governments have a critical role to play in homeland security. The Center will assist state and local governments implement their homeland security missions by supporting strategic planning and facilitating widespread and timely access to the best available information, facilities and tools. By pooling their efforts to address common concerns, state and local governments will have more resources available to acquire needed equipment, develop and train personnel and coordinate services in homeland security.

This is the first reported intelligence information that referred specifically to Sept. 11 as a time for the attack. Part of the problem, sources said, is that the agency, which coordinates, directs, and engages in specialized activities to protect U.S. information systems and produce foreign intelligence information, gets millions of pieces of information, and does not have enough analysts to search through it all and interpret it. Unfortunately, the Sept. 11 attacks illustrated that problem.
