    Indonesia's Government Indonesia's government is based on a set of beliefs known as Pancasila. Indonesia's form of government is Republic but, it has a central government controlling the local and regional governments. The political division includes 26 provinces, 2 special autonomous districts, and 1 metropolitan district. The voting age for Indonesia's president and government is 17. There were largely excluded jobs in the government and the military. The Chinese in small towns are generally shoe keepers and merchants; in the cities they often control huge business conglomerates. The government in Indonesia resisted pressures to carry out economic reforms demanded by the International Monetary Fund in exchange for a massive financial rescue package, including subsidies on consumer goods and requirements that monopolies enriching then-president Suharto's family and friends be dismantled. In September the government admitted nearly 20 million people, and faced food shortages, due largely to the fact that rice and other staples have become unaffordable.Indonesia, a member of the Organization of Petroleum. The constitution of August 1945 was restored on July 5, 1959 in place of two provisional constitutions adopted in 1950. Executive power is given to the president, who is elected by the people's Consultative Assembly for a one year term, and in the president's appointed cabinet.

Indonesia also is the world's largest liquefied natural gas (LNG) exporter. The information contained in this report is the best available as of April 2003, and can change. GENERAL BACKGROUND
    Indonesia's economic growth increased modestly in 2002 despite the continuing global economic slowdown. Indonesia's real gross domestic product (GDP) grew at a rate of 3.7% in 2002, up from 3.1% in 2001. Real GDP growth is forecast at 3.8% for 2003, a sign that the nation's economy will continue its recovery from the fiscal crisis of 1997. President Megawati Sukarnoputri has been in power since July 2001, assuming the presidency after her predecessor, President Abdurrahman Wahid, was removed from office by the national legislature. The regional challenges facing the Indonesian government remain the same: a separatist movement in Aceh; an oil and gas rich province in north Sumatra which abuts the strategically important Strait of Malacca; and a separatist movement in Irian Jaya, a gas-rich province at the eastern end of the country.     Indonesia currently holds proven oil reserves of 5 billion barrels, which represents a 14% decline in proven reserves since 1994. Much of Indonesia's proven oil reserve base is located onshore. Central Sumatra is the country's largest oil producing province and the location of the large Duri and Minas oil fields. Other significant oil field development and production is located in accessible areas such as offshore northwestern Java, East Kalimantan, and the Natuna Sea.     President Megawati Sukarnoputri, reading out a prepared seven-point official statement more than 13 hours after the carnage in Bali occurred, said the government expressed its condolences to the relatives of victims in the brutal and inhumane violence, which was against the existing laws, religious teachings and moral values adopted by the Indonesian nation.
    In the so-called Island of the Gods where 95 percent of the 3 million population are Balinese Hindus, with very small Muslim and Christian minorities, three bombs exploded almost simultaneously shortly before midnight Saturday, just when the extremely lively nightlife scene kicked off in Kuta. The mainly young and foreign crowds heading out to seek action and fun in the Sari Club and Paddies, two of the most "in" venues close to the center of the original Kuta village, fell victim to a massive car-bomb explosion that killed at least 180 and injured more than 400, many of them seriously.

    Summary
    Just months after East Timor's independence vote, President Abdurrahman Wahid's cabinet is divided on how to quell urgent separatist movements in the restive provinces, particularly Aceh, that threaten to rip the country apart. A growing debate over Wahid's proposed solution - turning highly centralized Indonesia into a federal system - divides his three-month-old government. Ultimately, Wahid may find his power and agenda checked by a union of nationalists that recalls the days of Sukarno: a union of Vice-President Megawati Sukarnoputri and the armed forces.
    Analysis
    On December 7, Indonesian Defense Minister Juwono Sudarsono joined the raging debate in the government concerning the merits of transforming Indonesia into a federalist system as the solution to its widespread separatist problems. He echoed the position of many Indonesians by saying that federalism is the "first step toward uncontrollable separatism". The debate over transforming unitary Indonesia into a group of federated states - an idea championed by President Abdurrahman Wahid himself - has struck at the heart of nationalist sentiment in Indonesia. It has created deep rifts in the president's cabinet, which now prevent it from being the "government of national reconciliation" that Wahid had intended. More dangerously, it has allied two powerful nationalist forces that stand firmly opposed to federalism: Vice-President Megawati, whose party has the largest presence in the legislature, and the Indonesian armed forces, which still wield substantial control over the country. As a result, Wahid may soon be forced to abandon his own agenda for national reconciliation.

    Aug. 26, 1999 Despite the UN 's repeated calls for Indonesian forces to withdraw from East Timor and forceful condemnation of their conduct by human-rights groups the Indonesian military has enjoyed both the active and tacit support of the US government throughout its occupation of the tiny half-island. In fact, a declassified memorandum of a July 1975 conversation between President Gerald Ford and then-Indonesian President Suharto demonstrates clearly the extent of US support: Ford asks Suharto bluntly, "How big a Navy do you have and how big a Navy do you need?" The Ford administration's implicit acceptance of Indonesia's actions in East Timor can be traced to the eve of the province's invasion. On Dec. 6, 1975, Ford and Secretary of State Henry Kissinger met with Suharto in Jakarta; the next day, Indonesian troops flooded into the East Timorese capital of Dili.     The Indonesian national motto "Unity in Diversity" points to one of the greatest attractions of your host country, Indonesia. There are some 300 ethnic groups, a result of both the country's unique geography and history. Many Indonesians may see themselves first by their ethnic and cultural group and secondly as Indonesians. The glue that binds the people together is the usage of the Bahasa Indonesia, the national language, and Pancasila, the national philosophy, which stresses the doctrine of unity and universal justice for all Indonesians.
    Ethnicity
    The majority of Indonesians are of Malay extraction. The remainder of the "pribumi" (natives) are Melanesian (in Papua-Irian Jaya and the eastern islands). There are ethnic Chinese, Indians and Arabs concentrated mostly in urban areas throughout the archipelago. Major Ethnic groups: Javanese - 45%, Sundanese - 14%, Madurese - 7.5%, Coastal Malays - 7.5%, and others - 26%.

    231 million (2002). Indonesia is the fourth most populous nation in the world after China, India and the United States. Over two thirds of the population resides in Java, the center of the country's economic and political power. Population growth rate: 1.54%, Birth rate 21.87 births per 1,000 population (2002).     President Habibie bowed to pressure from pressure inside and outside his cabinet
    The new Indonesian government has announced after its first cabinet meeting with President Habibie that it plans to hold new elections as soon as the current electoral laws can be revised.
    BBC's Jonathan Head discusses the implications of President Habibie's latest moves
    No date was given for the new parliamentary elections, and the BBC Jakarta correspondent says it will be some months before opposition leaders can organise political parties to compete with the ruling Golkar party. A growing number of ministers have been demanding early elections as the president faces calls for his resignation by students sceptical about his promises for reform. A government spokesman said elections would be held as soon as possible after existing laws which restrict political activity are revised. Amien Rais: 'elections within a year' A leading opposition figure, Amien Rais, has said that the president indicated at a meeting on Saturday night that he would call elections within a year.

    National Government
    The government of Indonesia is based on a constitution that was written in 1945. The Indonesian Constitution of 1945 instituted a presidential system of government in the republic. Another constitution, providing for a parliamentary form of government, was unsuccessfully attempted between 1949 and 1959, after which there was a return to the 1945 constitution.
    The president is head of state, head of government, and commander in chief of the armed forces. He also has emergency powers to enact decrees that can serve as law. The president appoints a cabinet of advisers consisting of top military leaders and civilian.
    The legislature is called the People’s Consultative Assembly. The powers of the legislature has been restricted in recent years. The president is elected to a five-year term by this PCA. A House of People’s Representatives is the nation’s parliament.
