Strategy and Policies for 1999/2000 and 2000 I. INTRODUCTION
1. With the completion of Indonesia's political transition, and the election of a government with a wide popular mandate, Indonesia now has an historic opportunity to join its neighbors in a strong recovery and enhance the wellbeing of the Indonesian people. 2. Much was achieved under the previous extended arrangement when Indonesia made significant progress in restoring macroeconomic stability, dealing with the financial crisis, advancing structural reforms, and assuring food security. The macroeconomic achievements include the elimination of inflation, the stabilization of the rupiah, and recovering foreign exchange reserves. The financial sector has begun to stabilize, interest rates have fallen below pre-crisis levels, and bank restructuring and recapitalization have started. 3. However, much remains to be done to revive the real economy and lay the foundation for a sustained recovery that would increase employment, reduce poverty, and assure equality of opportunity. These challenges constitute the principal agenda of the State Policy Guidelines that have been approved by Indonesia's democratically elected Parliament. Based on these guidelines, the government has now adopted a comprehensive economic program that would accelerate the restructuring of Indonesia's economy and meet these challenges.

Economist As the government endeavors to put its house in order for a better economy, the inter-related areas of debt, the banking sector, privatization and investment all need to be tidied up. While the medium term outlook has shown improvement thanks to political and macroeconomic stability, the country is still struggling to restore its banking system to good health, and the privatization program remains in jeopardy due to a lack of direction. The government focus on stimulating investment has yet to be borne out with results. Overall, the economic outlook is improving but it remains vulnerable to external shocks. It is important for Indonesia to adopt a more comprehensive strategy to revive its banking sector and enable privatization to proceed smoothly. Indonesia has been able to reduce the public debt level from 120 percent of Gross Domestic Product (GDP) at the peak of the crisis to 78% now. Still, Indonesia is in the process of managing its cash flow issues in its debt management; the amount of debt which will mature in the next few years is mounting.

Following within hours of yesterdays press release by DOM , President Habibie announced on behalf of the Indonesian Government that it would invite peace keepers into East Timor. DOM called on the Indonesian military and their paramilitary guerillas to "immediately cease and desist in violence and terror ; to forthwith retreat from East Timor ; and to allow the un-hindered passage and return of the displaced East Timorese to remnants of their homes and families." The Government of the Dominion of Melchizedek welcomes this first step towards peace in East Timor and applauds the courage exercised by the Government of Indonesia. The United Nations Secretary-General has also welcomed the announcement of Indonesia to accept the offer of the international community to assist it in restoring peace and security in East Timor. As a result of these developments, the freedom loving people of East Timor can now grasp a glimmer of hope to rebuild their shattered lives. The rebuilding of East Timor is now the next major challenge. The DOM has identified a number of urgent humanitarian needs of the people of East Timor. The first priority being urgently needed fresh water, food, medical supplies, proper sanitation and a loving embrace.

The August 2003 attack at the JW Marriott Hotel in central Jakarta is a reminder that terrorist groups are active in Indonesia and that attacks could occur at any time. We continue to receive reports that further attacks are being planned against a variety of targets, including embassies, international schools, international hotels, churches, shopping centres, transport hubs or identifiably western interests, including businesses. Security at the Australian Embassy in Jakarta remains at a high level as a precautionary measure. Australians in Indonesia who are concerned for their security should consider departing. Australians who remain in Indonesia should continue to exercise extreme caution throughout the country, especially in commercial and public places frequented by foreigners including - but not limited to - clubs, restaurants (including international fast food outlets), bars, places of worship, hotels, schools, shops, shopping centres, housing compounds, outdoor recreation events and tourist areas.

Churches call on Indonesian Government to address Malukus violence
The WCC general secretary, Rev. Dr Samuel Kobia, has called on the Indonesian Government to "take immediate steps to put an end to the violence in the Malukus".
In a 5 May letter to the president, Megawati Soekarnoputri, made public today, he supported a similar call from the local Protestant and Roman Catholic Church representatives in the face of "the outbreak of violence and conflict between Muslims and Christians in the Malukus region since 25 April".
WCC member churches in the region have consistently striven for peace and reconciliation between the two communities and have promoted inter-religious dialogue. "It is important that these efforts do not suffer a set-back because of actions of a few extremists on both sides of the religious divide," wrote Kobia.

Dear Minister of Agriculture, As a geneticist and biophysicist with more than 30 years experience in research and teaching in universities, I was drawn into the genetic engineering debate in 1994 as scientific advisor to the Third World Network.
