Ext. 10541 The Shasta Union High School District provides a continuum of Special Education services through the District’s own programs, or when appropriate, through programs provided by the Shasta County Office of Education and the Shasta SELPA. Shasta Union High School District Special Education teachers are assigned to the following school sites: Enterprise High School, Foothill High School, Pioneer High School and Shasta High School. Special Education services currently provided include psychological and educational assessment, consultation with regular education instructors, monitoring of regular education progress, provision of teacher and or aide assistance within the regular classroom, modifications of the regular education program, provision of assertive technology, basic academic and core curriculum instruction. Source: ERIC Clearinghouse on Disabilities and Gifted Education Reston VA. The 1997 amendments to the Individuals with Disabilities Education Act (IDEA) emphasized that students with disabilities are to be prepared for employment and independent living and that specific attention is to be paid to the secondary education they receive. The law also requires coordinated and documented planning. Early and meaningful transition planning, which actively involves students and their families, has a positive influence on students' post-school success and independence. This digest describes the process of designing quality IEP transition plans.
Taking and Early, Long-Range Approach
Generally, an IEP addresses services to be provided to the student during one school year. But when it comes to transition requirements, the IEP team must think and plan several years ahead. The highest incidence of dropping out and of disciplinary actions such as suspension or expulsion occurs during the first two years of high school. To combat this pattern, IDEA requires that the IEP team carefully consider post-school goals when the student is about to enter high school at age 14. Beginning at age 16 (or younger, if appropriate) a statement of transition services needed by the student must be included in the IEP.

The first major law that guaranteed the right to a public education for all children, ages 5 to 21, was the Education for All Handicapped Children Act of 1975.

The Education for all Handicapped Children Acts is more commonly known as the EHA; it had as its purpose:
  • To guarantee a Free and Appropriate Public Education ( FAPE ) for all children with disabilities, ages 5-21

Special Education Read about the recent 2003 Technology Grant by IBM to the SCCOE Special Education Department. Read about how the local organization, Balance 4 Kids, has been giving grants in support of Special Education programs in Santa Cruz County. The Individuals with Disabilities Education Act (IDEA) requires that disabled students between birth and twenty-two years of age, or until high school graduation, be provided with all “educational and related services” needed to receive a free appropriate education (FAPE). Disabled students requiring specialized settings or interventions beyond the scope of services offered by district general or special education programs, or public regional agencies are referred to Santa Cruz County Office of Education, Special Education Programs. The parents, district of residence, county office, and involved agencies collaborate to develop an IDEA compliant Individual Family Service Plan (IFSP) or Individual Education Plan (IEP) based upon student age, levels of functioning and needs. The Santa Cruz County Office of Education’s (SCCOE) Special Education Department is focused upon providing each student with highly effective individualized instruction and related support services so each student will achieve their full educational, social, emotional, and vocational potential. Continuing communication and collaboration with parents, school districts, involved agencies, and local businesses who provide student employment opportunities is essential to our programs.

Nature of the Work About this section Back to Top Special education teachers work with children and youths who have a variety of disabilities. A small number of special education teachers work with students with mental retardation or autism, primarily teaching them life skills and basic literacy. However, the majority of special education teachers work with children with mild to moderate disabilities, using the general education curriculum, or modifying it, to meet the child’s individual needs. Most special education teachers instruct students at the elementary, middle, and secondary school level, although some teachers work with infants and toddlers. The various types of disabilities that qualify individuals for special education programs include specific learning disabilities, speech or language impairments, mental retardation, emotional disturbance, multiple disabilities, hearing impairments, orthopedic impairments, visual impairments, autism, combined deafness and blindness, traumatic brain injury, and other health impairments. Students are classified under one of the categories, and special education teachers are prepared to work with specific groups. Early identification of a child with special needs is an important part of a special education teacher’s job. Early intervention is essential in educating children with disabilities.
