Indigenous people
Indigenous people is a term applied to what explorers and anthropologists, especially from Europe, used to call "primitive tribes". The latter term has fallen into disfavor as being demeaning and, according to anthropologists, inaccurate (see tribe cultural evolution ). Generally, the term refers to the people living in an area prior to European colonization, and to their descendants. It may also apply to people living in an area prior to the formation of a nation-state, but who do not belong to the dominant nation of a nation-state. By the 17th century, indigenous peoples were commonly labeled "uncivilized". Critics of civilization , such as J.J. Rousseau , considered them to be "noble savages"; proponents of civilization, like T. Hobbes , considered them merely savages. Such proponents of civilization believed themselves to have a duty to civilize and modernize them. After World War I, however, many Europeans came to doubt the value of civilization. At the same time, the anti-colonial movement, and advocates of indigenous peoples, argued that words such as " civilized " and "savage" were products and tools of colonialism , and argued that colonialism itself was savagely destructive.

The National Inter-Censual Survey estimates that there are almost 6.8 million indigenous people in Mexico, while the National Indigenous Institution (in an extrapolation from the National Survey) pushes that number up to 10 million -www.sedesol.gob.mx/perfiles/nacional/00_summary.html Whatever figure is used, one definite trend has been an increase in the percentage and absolute number of Mexican citizens who identify themselves as "indigenous." The topic dealt with in this paper is the right to land of indigenous peoples. The methodology of the research has consisted in the analysis of a bibliography and documentation regarding the topic and the application of this analysis to a case study. All along the various chapters, the objective has been to explain why the right to land (including the preservation of their environment) is so relevant to indigenous peoples and which are the existing and potential ways to protect it. Rights of Indigenous People
The link between global environmental change and the rights of indigenous populations results from the close relationship between indigenous peoples' cultural and economic situations and their environmental settings. This sensitive relationship was recognized in Chapter 26 of Agenda 21 , which identifies a variety of ways that indigenous peoples, national governments, and United Nations' agencies can strengthen the role of indigenous communities in sustainable development. Agenda 21 specifies that "in view of the interrelationship between the natural environment and its sustainable development and the cultural, social, economic, and physical well-being of indigenous people, national and international efforts to implement environmentally sound and sustainable development should recognize, accommodate, promote and strengthen the role of indigenous people and their communities." Agenda 21 notes that some goals inherent in the program's objectives are already contained in such international legal instruments as the International Labour Organization's (ILO) Convention No. 169 Concerning Indigenous and Tribal Peoples in Independent Countries

    World Bank Agrees to Indigenous Legal Roundtable
    The legal department at the World Bank finally agreed to a long time indigenous demand to hold a roundtable discussion about the indigenous people’s policy in the context of international human rights standards.     Background
    The World Bank (WB) was the first International Financial Institution to develop internal guidelines on respecting some of the rights of indigenous peoples. The Bank's 1982 guidelines on "Tribal Peoples in Bank Financed Projects" (OMS 2.34) was developed in response to severe criticisms of the Bank for adverse impacts on indigenous communities throughout the world. In 1991 the WB adopted its current Indigenous Peoples Operational Directive OD 4.20. In addition to this safeguard policy, the World Bank counts a number of social scientists on staff that are responsible for monitoring implementation of OD 4.20, especially the Indigenous Peoples Development Plan (IPDP) that is required if indigenous peoples are affected by a Bank-financed project. The Bank is engaged in other initiatives on indigenous peoples including a recently launched "Global Indigenous Fund" (see section below).

    Introduction
    THE CANADIAN NORTH: harsh and forbidding, beautiful and sustaining; a homeland for the indigenous people who have created an extraordinary art from its rugged landscape; a frontier for Southerners who define themselves against its presence. From the early days of the Pre-Dorset and Dorset people who moved across the Arctic in the first millennium B.C., Northerners have left a record of their art. We know little of these early people, but we can admire the beautiful ivory carvings they left behind. And we can still respond to the legends the Inuit have told about the Tuniit (only later named the Dorset, for Cape Dorset the site of the first archaeological artifacts recognized to be from a separate culture). The Canadian Arctic has been described in Norse legends, reproduced in paintings and sketches by early seamen or explorers, recreated through hundreds of years of Inuit sculpture, and painted, filmed and photographed by more contemporary artists. It has provided a compelling setting for fiction, and has inspired countless legends, poems and stories. In North: Landscape of the Imagination , the National Library has drawn on its collection of books, magazines, manuscripts and music to reveal the North of the artist. The collection contains a rich legacy of publications related to the North, one much broader and deeper than can be included in this exhibition. But it is one which lends itself naturally to the retelling of one strand of northern history - the North as experienced and recreated through the imagination of its artist.
