Short title
Sec. 1. This chapter shall be known and may be cited as The Private Technical and Trade School Registration Act.

IC 20-12-62-2
Purpose of chapter
Sec. 2. It is the purpose of this chapter to promote and encourage pupil personnel and guidance services by centralizing information about private technical, vocational, correspondence, and trade schools in the office of the state superintendent of public instruction.
(Formerly: Acts 1969, c.220, s.2.) As amended by P.L.2-1988, SEC.638. IC 20-12-62-3 "Private technical, vocational, correspondence, and trade school" Sec. 3. "Private technical, vocational, correspondence, and trade school" means an institution or agency offering course or courses of instruction for a fee or fees, and which is not primarily supported by public tax funds. It shall not include any college or university offering a course of studies leading to a bachelor's degree nor nonpublic preschool, elementary, and secondary schools approved by the state department of education. Vocational Education in the Middle School. ERIC Digest No. 155.
Middle schools are designed to meet the developmental needs of early adolescents (ages 10-14). They are intended to provide general education focused on the concerns of this age group about themselves and the larger world, rather than specialization and concentration on separate subjects (Beane 1992). Young adolescents are undergoing rapid physical growth, moving from concrete to abstract thinking, forming a self-concept, and developing social skills ("Vocational Education in Middle Schools" 1990). At the same time, "most individuals significantly fashion their attitudes about learning, work and other enduring adult values during early adolescence" (Toepfer 1994, p. 61). Do young adolescents have a realistic view of the world of work and their potential place in it? What role should vocational education play in shaping this view and preparing middle schoolers for high school and for work in the 21st century? These questions are explored in this ERIC Digest.
EARLY ADOLESCENTS AND THE WORLD OF WORK
A crucial factor in the formation of vocational identity is self-esteem. McDonald and Jessell (1992) found that those seventh and eighth graders who believed a variety of careers were possible for themselves had high self-esteem, could assess complex career information, and were primarily female, of middle to high socioeconomic status, and from two-parent families. Although boys thought most jobs were appropriate for either sex, 75% were unwilling to make nontraditional choices for themselves (ibid.). Although females appear more open to nontraditional careers at this age, middle school girls begin to feel the effects of gender bias on their aspirations (Silverman and Pritchard 1994).

But because the total enrollment for the system is just over 3,200 students, the teacher-student ratio is never higher than 1:24; in most cases it stands at 1:18. Recent median SAT and other college entrance exam scores reveal that the 1997-98 SAT Composite Score for College Bound Seniors (95th percentile) is 1054. The state average is 991, and the U.S. average is 1016. Forty-seven percent of the last graduating class is attending a four-year college, and 10 percent is pursuing other higher education. Tests show our students are receiving a top-notch education. Says the principal of Franklin County High School: "Being the principal of a large high school is a challenge but it is certainly not without rewards. With more than 17 different sports with a full compliment of JV and sometimes freshman teams, we all read about the great things our sporting teams do throughout their seasons. However, little attention is really paid to what goes on inside the brick and mortar. A full compliment of courses are available to our students ranging from ceramics to AP calculus. Courses for an academic honors diploma, as well as a Core 40 curriculum are also part of the tight course of study. Franklin County High School is accredited by the State of Indiana and an honored member of the North Central Association of high schools and colleges.
