Grant Funds Will Expand Parents As Teachers P arent information centers funded through the Goals 2000: Educate America grant are required to implement and/or expand research-based early childhood parenting programs. A major emphasis for the Indiana Center for Family, School & Community Partnerships is on expanding the "Parents As Teachers" (PAT) program to reach more Hoosier families. PAT gives parents of children birth to five information about child development and parenting practices that optimize children's intellectual, physical and social growth. National research clearly shows that the program works. Children of families who have been in PAT demonstrate advanced language development, problem-solving and social skills, not only at age three, but into elementary school. Once in school, they have a lower grade retention rate and higher acheivement test scores. The Center is partnering with two Indiana agencies to increase the number of families participating in PAT: Birth-to-Five, Inc.

Chapter 1.4. Professional Standards Board

"Board" defined
Sec. 1. Notwithstanding IC 20-1-1.1-1, as used in this chapter, "board" refers to the professional standards board established by section 2 of this chapter.

Establishment of board
Sec. 2. The professional standards board is established to govern teacher training and licensing programs. Notwithstanding any other law, the board and the board's staff have the sole authority and responsibility for making recommendations concerning and otherwise governing teacher training and teacher licensing matters.
As added by P.L.46-1992, SEC.6. IC 20-1-1.4-3 Membership; qualifications; state superintendent Sec. 3. (a) The board consists of nineteen (19) voting members. (b) Each voting member of the board described in this subsection and subsections (c) and (d) must hold an Indiana teacher's license and must be actively employed by a school corporation unless otherwise provided. Eighteen (18) members shall be appointed by the governor as follows: (1) One (1) member must hold a license and be actively employed in a public school as an Indiana school superintendent.

Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

Campus: Indiana University-Bloomington Abstract In response to this demographic challenge, this project seeks to achieve three major goals:
  • to increase the number of bilingual teachers fully prepared to serve Spanish-language populations in bilingual classroom settings,
  • to increase the number of Hispanic background students recruited into teacher education and certified in bilingual and English as a second language education, and
  • to conduct inquiry into the most effective practices in bilingual education and teacher preparation. As we move toward these three goals, the program will yield a model for cooperation among diverse sites in the education of pre- and inservice bilingual teachers that will be expanded to embrace other language and cultural minority groups. The proposed program addresses its three goals by creating a consortium involving four Indiana University campuses, the Indianapolis Public School system, and the University of Texas-Pan American. The University of Texas-Pan American serves the largest Spanish-speaking population outside Puerto Rico.     Teacher Certification
    Approximately one-third of all East Stroudsburg University students are enrolled in a teacher certification program. Graduates receive the degree of Bachelor of Science and are eligible for certification to teach in the schools of Pennsylvania. The programs of the Faculty of Education are nationally accredited by the National Council for Accreditation of Teacher Education and the Pennsylvania Department of Education and approved by the Middle States Association of Colleges and Secondary Schools. The curricula have been planned so that the graduate may be recommended for certification to teach in most other states without further course requirements.     Overview The No Child Left Behind Act of 2001 (NCLB) reauthorized the Elementary and Secondary Education Act of 1965 (ESEA). Title II of the Act makes funds available to states and local communities under a variety of flexible programs that will assist them in developing and supporting a high-quality teaching force and thereby improving student academic achievement. One of these programs, Teacher and Principal Training and Recruitment Fund (Title II, Part A), focuses on using practices grounded in scientifically-based research to prepare, train, and recruit high quality teachers and principals and requires states to develop plans with annual measurable objectives that will ensure that all teachers teaching in core academic subjects are highly qualified by the end of the 2005-2006 school year. As part of the Teacher and Principal Training and Recruitment Fund, the Commission for Higher Education is responsible for conducting a competitive Improving Teacher Quality grants process. The Improving Teacher Quality partnership program will bring Indiana's colleges and universities together with high-need school districts to support the professional development needs of teachers, paraprofessionals and principals in core academic subjects. Through this program, the Commission will provide grants that support teacher quality as a major factor in improving student achievement.
