Raising Licensing
and Certification Standards
In recent years, as many as 50,000 people have entered teaching on emergency or substandard licenses because they lacked full qualification. Thirty percent of the math teachers in high schools do not even have a college minor in math. The figures for science are not much better. If teacher preparation programs, policies for state licensure (initial approval) and certification (endorsement for full teaching or teaching in certain areas), as well as school district hiring and evaluation practices have set low expectations for teachers, it is primarily because no standards existed to guide them. That is no longer true. Three parallel developments are pushing the teaching profession toward high standards, enveloping the teaching career from beginning to end in rigorous attention to quality. One development concerns pre-service education. As the teacher preparation section described, the National Council for Accreditation of Teacher Education (NCATE) requires institutions of higher learning seeking its seal of approval to ensure that their students know how to teach to the higher content standards being adopted by most states and that future teachers demonstrate their skills through performance assessments rather than through the traditional "seat time" accumulation of course credits. A second important way that standards are being raised is through initial licensure. Licensure is being transformed in at least 30 states into a true measure of a teacher's knowledge and skills. These states are members of the Interstate New Teacher Assessment and Support Consortium (INTASC), sponsored by the Council of Chief State School Officers. It is creating performance standards for the licensing of beginning teachers and is developing assessments that match the standards.

    The search for an alternate route to certify teachers has generated ideological debates revolving around educational quality. Supporters of traditional teacher certification argue that to improve the quality of education it is imperative to ensure that both professional knowledge and subject-matter competency are grounded in a solid foundation of pedagogical training (Roth, 1986; Shulman, 1986, 1987; Watts, 1986; Kennedy, 1990).
    DEFINITIONS
    The alternative certification process includes holding a bachelors degree in the subject to be taught; achieving a passing score on a certification test; undergoing brief, intensive teacher training; and completing a supervised teaching internship, after which certification is recommended by the employing school district. It generally is a process designed to certify candidates who have subject-matter competencies, without going through formal teacher preparation. Alternative certification programs are being experimented with in 39 states, with the general goals of attracting talented people and career changers to the teaching profession and averting teacher shortages where they exist. Feistritzer and Chester (1991) identified about 91 alternative routes to certification with varying programmatic characteristics.

    We ask that you bring an open heart and your love for children. One year yoga experience is very helpful, but not required. Once you are in Phase 2, you must commit to studying with a qualified yoga teacher in your area at least once a week, but preferably 2-3 times.
    How long after Phase 1 do I have to complete Phase 2?
    You have a year after your Phase 1 training to complete Phase 2. Since most trainees take 9-11 months to complete, it is usually a good idea to start your Phase 2 coursework as soon after Phase 1 as possible.

    Students seeking a bachelor's degree in social science and standard certification as a senior high/junior high/middle school (grades 5 through 12) social studies teacher should contact the chair of the department of their primary certification area early in their education career. In this initial contact the student will be assigned an advisor to assist in planning the entire four-year program leading to certification. A complete file on each student will be maintained in the dean's office.     • Nancy Berry dreamed of being a teacher from the time she was a little girl. She overcame much adversity and abuse as a child and credits teachers with helping her. Superintendent Steven Kain in 1997 asked Nancy to accept the Columbia Elementary principal position even though she did not have her administrative certification. She accepted the job and obtained certification within a year. She keeps active in the classroom by teaching reading, creative writing, and science. In 1989, the Bureau of Education and Research invited her to become a presenter. She made presentations in 46 states before giving up national speaking in 1992. Berry has authored several educational materials and calls herself a "child advocate." One of her guiding principles is that "behavior is like a shirt; it can be changed."

    The Academy offers a Teacher Certification Program which includes training in all aspects of neeldearts instruction. It is suited to either the novice or the experienced teacher of the needlearts who wishes to develop and refine his or her instructional skills. The certification candidate will develop teaching and presentation skills, will enhance his/her design and color capabilities, and will produce written work necessary for successful teaching of the needlearts. Book critiques, color and design notebooks, and several hands-on teaching experiences complete the certification process. Oral presentations and the display of the candidate's embroidered work are among the highlights of the Certification Workshop.   • Membership: The Director of Teacher Education serving as executive secretary, the Vice President and Dean of Academic Affairs, the Registrar, one faculty member from each division, the Chair of the Department of Education (non-voting member), and two students - - declared majors in teacher education: an executive officer of the Student Education Association and one student representing a licensing level different from that of the other student representative. Chair: Chosen by the committee from its faculty membership. Duties: Policy Formation, Advisory, External Liaison, Appellate Jurisdiction. a. To serve as liaison between the Manchester College Faculty and the external licensing and accrediting agencies.
    b. To review as needed, at least every five years, all teaching certification patterns to determine their effectiveness in meeting:
