Provided that funding is secured, the certification process is to be adopted by all Indiana service centers. To further support the professional development of Indiana teachers, ESCs have been working with the state to implement a statewide "fiber optic backbone." The new systems will make way for the implementation of two-way, interactive video software, enabling the widespread delivery of professional development to area teachers. The city of Cedar Rapids, Iowa , is expected to lose 40 administrators by the year 2003. To combat the problem statewide, AEAs are targeting talented teachers for leadership training, including first- and second-year newcomers. A new teacher certification system will go into effect in Illinois by February 15, 2000.
