Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

The Impact of Alternative Certification in the Midwest Policy Issues No. 12 (November 2002)
This edition of Policy Issues focuses on alternative teacher certification in the NCREL region (Illinois, Indiana, Iowa, Michigan, Minnesota, Ohio, and Wisconsin). A brief literature review is presented, and the results of an analysis of the latest Schools and Staffing Survey (SASS) are discussed. Information on alternative certification programs in the seven states is reviewed, including the results of a survey of more than 1,000 principals in the region regarding their experiences with alternatively certified teachers.
Alternative Certification: A Review of Theory and Research
Alternative teacher certification is one approach to expanding the pool of applicants for teaching positions. This literature synthesis explores the theory and research supporting alternative certification.
    Alternative Certification Evaluation Template
The Alternative Certification Evaluation Template allows teacher certification programs to perform self-evaluations in order to determine the extent to which they address key issues. It lists components of effective alternative certification programs and includes a scoring rubric allowing these programs to measure their progress. New or developing programs may wish to use the template as they shape their approaches to alternative certification. Extant programs could benefit from the self-evaluation by identifying issues that they have not sufficiently addressed.

    Professional Development and Leadership Training
A recent study suggests that if students are to perform up to state expectations, a typical Indiana teacher's lesson plan will need to touch on at least eight standards per day. With such challenges in mind, three ESCs are piloting a teacher assessment/certification framework based on National Board Certification requirements. Provided that funding is secured, the certification process is to be adopted by all Indiana service centers. To further support the professional development of Indiana teachers, ESCs have been working with the state to implement a statewide "fiber optic backbone." The new systems will make way for the implementation of two-way, interactive video software, enabling the widespread delivery of professional development to area teachers. The city of Cedar Rapids, Iowa , is expected to lose 40 administrators by the year 2003. To combat the problem statewide, AEAs are targeting talented teachers for leadership training, including first- and second-year newcomers. A new teacher certification system will go into effect in Illinois by February 15, 2000. Related administrative rules and regulations are still being finalized by local professional development subcommittees.
