    The primary rational for this project is to demonstrate, via an existing program, to school districts in Indiana that insect pest management can be more economical while presenting less liability in terms of pesticide exposure to humans and the environment. This project would rely foremost on what these institutions are about - education. In fact the MCCSC has recently been recognized as a "Blue Ribbon" school system (the highest ranking for overall academic and spending management) by the national business magazine-

    Executive Summary
    In 1996 the Monroe County Community School Corporation (MCCSC) began implementing IPM in their schools. Over the past five years the technologies, communication strategies and management processes utilized for this implementation have been documented and transferred to school districts in five other states and the Navajo Indian Reservation. The quantifiable success of this Model indicates a 90% reduction of pesticide use in most programs and has directly impacted over 30,000 children. However, little effort has been allowed for the long term evaluation of this model for the purposes of nationwide implementation. It is imparetive that some general questions must be asked and answered to assure the continued success of this model, as well as improve this model in terms of quality control and technology transfer:

    BP 5107 - State of Indiana General Educational Development (GED) Diploma The Indiana Department of Education may grant a State of Indiana General Educational Development (GED) diploma to any adult resident who achieves satisfactory high school level scores on the General Education Development (GED) Test. An adult resident may take the general Educational Development (GED) Test in an effort (1) to earn a high school credential; (2) to qualify for admission to higher education opportunities; (3) to meet educational requirements of the Armed Forces; (5) to meet requirements of state and local licensing boards. The term adult resident is defined as an individual who (1) has been a resident of Indiana for thirty (30) days or longer; (2) who is eighteen (18) years of age or older and has withdrawn from a regular high school program or is seventeen (17) years of age and has completed an exit interview at his/her last school of attendance and has passed a GED Pre-Test. All rules and regulations of the General Commission of the Indiana State Board of Education concerning High School Equivalency Certificates shall apply.

    Overview of the Issue
    Like many states, Indiana is reviewing its tax structure and its relationship to school funding. At center stage is the issue of property taxes. Specifically, policymakers and taxpayers want to know the implications for eliminating property taxes as a revenue source for the school general fund. In March 1998, the Indiana Association of School Business Officials (IASBO) released a report showing Indiana taxpayers contribute nearly $1.4 billion to the school general fund through their property taxes. This figure represents only about 30 percent of all property taxes collected by the state. The lion's share of property taxes comes from businesses, farms, and utilities (nearly 64 percent in 1992). Hence, analysts note that any shift in the tax structure will result in a shift in taxpayer burden. Businesses stand to gain if property taxes are eliminated. Individuals, on the other hand, stand to lose, particularly if the state replaces the lost property tax dollars with increased state sales and income taxes. The cost of common goods (e.g., food and clothing) would rise under such a scenario due to a hike in the state sales tax. Likewise, the average citizen's take-home pay would decrease due to an increase in the state income tax. Many believe that renters and senior citizens would be especially hard hit by this shift in taxpayer burden.

    HISTORY Ball State University was founded as Indiana State Normal School, Eastern Division, in 1918. Its antecedents, all housed in what is now the Ball State Administration Building, were also normal schools, owned and operated under various names. In 1918, the Ball brothers, a prominent Muncie industrial family, bought the property and donated it to the state of Indiana, which, in turn, transferred control of the school to the board of trustees of the Indiana State Normal School in Terre Haute. In 1922, in recognition of the generosity of the Ball brothers, the board added Ball Teachers College to the school's name. In 1929, the Indiana General Assembly separated the two colleges, naming the Muncie campus Ball State Teachers College. On February 8, 1965, the general assembly renamed the institution Ball State University in recognition of its phenomenal growth in enrollment and physical facilities; the variety and quality of its educational programs and services; and in anticipation of the much broader role it

Vanderstel It was a fairly long and detailed process from Governor Whitcomb's call in December, 1848 for a convention to the actual convening of the delegates in October, 1850. Once the Indiana General Assembly and the governor approved the legislation in January, 1849 to call a convention, they presented the issue to the voters of Indiana during the statewide elections of August, 1849. The constitution that emanated from those four months of deliberations was not a radical revision of the original document nor did it significantly alter the existing form of state government. Rather, the proposed draft addressed numerous concerns and problems that had emerged during the formative years of the state: The Indiana electorate was able to consider the entire constitution except for the special provision relating to the exclusion of blacks from the state, which appeared as a special proposition on the ballot. In the election of 4 August 1851, Hoosier voters overwhelmingly approved the new constitution, 113,230 to 27,638. Footnotes: 1 James H. Madison

Vanderstel The constitution of 1816 served Indiana well during the earliest years of statehood. However, over the ensuing three decades, Indiana experienced numerous changes which necessitated a revision of the document. The population grew from approximately 64,000 in 1816 to 988,000 by 1850 ; the economy moved beyond pioneer subsistence to a more diverse, specialized system which depended upon mercantile, manufacturing, and agricultural production ; and the society in general became much more complex. Consequently, Hoosiers recognized that they needed to rewrite their constitution in order to address the problems and issues that had emerged during these early years and to prepare the state for the years to come. Since the original state constitution was the product of a concern for popular democratic government, it provided the means by which the citizens of Indiana could amend or alter their governing document in later years. Article 8 stated that "every twelfth year, . . . at the general election held for Governor there shall be a poll opened, in which the qualified Electors of the State shall express, by vote, whether they are in favour of calling a convention, or not." Between the years 1820 and 1847, Hoosiers attempted fifteen times to call a convention for the purpose of revising their constitution; they were successful five times in bringing the matter to a referendum vote. It was not until 1848, however, that Governor James Whitcomb, members of the General Assembly, and Indiana voters in general united in a call for a constitutional convention.
