To Whom It May Concern: The legal status and treatment of home schools in Indiana is a hot topic for college admissions and financial aid officers right now, in light of 1998 legislation affecting institutional eligibility and ability to benefit as regards this population. I hope this information is helpful as you consider these issues. The heart of the questions posed to me since the passage of this new language appears to be whether or not students who are "home schooled" for their high school years have "completed a secondary school education in a home school setting that is treated as a home school or private school under [Indiana] law" (as added by P.L. 105-244, 1998 Amendments to the Higher Education Act of 1965, found at 20 U.S.C. 1091(d)(3). The answer is an unequivocal yes.

    • FUNDING FACTOR : A state senate panel has made progress on correcting funding deficiencies that have arisen in large measure because school districts have refused to fairly accommodate the needs of charter school students. More details in CER Newswire February 11, 2003 UPDATE : Just as a measure to provide a solution to the funding issue is making it way to final Senate approval, a bill has been introduced to impose a moratorium on all future charters in the state. A FOR EFFORT: Indiana, only one year since the law was created, has already seen ten charter schools open successfully. The law is ranked among the strongest because it allows for multiple authorizers, it provides professionals with an alternate route for certification, and it provides charter schools legal and fiscal autonomy. Sponsored by the North Central Regional Educational Laboratory and the Education Commission of the States NCREL is increasingly moving from policy publications to policy in action. The Indiana School Funding Symposium Summary is the result of a collaboration between NCREL, the Education Commission of the States (ECS), and key state policymakers in Indiana. The Indiana Education Policy Council was born out of this collaboration as a mechanism for achieving a common knowledge base and a neutral place to engage policymakers in nonpartisan dialogue around critical education issues. On June 22, 1998 the Indiana Education Policy Council held a statewide symposium to address the implications of alternative tax structures for Indiana's Schools. The Symposium Summary will give the reader two states' perspectives on school finance as well as a number of themes that emerged during the course of the day.

Title of Proposal: Improving Indiana's Capacity for School Finance Analysis
    Brief Description:
In partnership with Indiana legislators, legislative staff members, and other state agency personnel, this project will complete a longitudinal analysis of the effects of Indiana's school funding formula and develop the capacity to project the effects of various alternative formulas. Abstract This project proposes to accomplish two tasks that will enhance (1) Indiana's understanding of its current system for funding public schools, (2) the state's planning for changes in that system, and (3) ultimately, the quality of legislative decisions about the system. Specifically, the project will:
    • Complete a longitudinal analysis of the effects of Indiana's school funding formula, including its per-pupil revenue, taxpayer, and reward-for-effort equity for the State Budget Committee, the House Ways and Means Committee, and the Senate Finance Committee.
    • Develop at the Indiana Education Policy Center the capacity to project the effects of various alternative formulas under consideration by the General Assembly.

Indiana's debate over special ed students and testing
Indiana's Chronicle-Tribunes states that educators are "divided" over the treatment of special education students by the NCLB Act Special education students have for years avoided taking grade-level exams and, instead, have taken alternative exams that measure their progress toward individual academic goals. But the No Child Left Behind Act, signed by President George W. Bush in January 2002, requires all students, even those with serious learning disabilities, to pass the same reading and math tests as other students their age. The goal: to ensure that even disabled students become proficient in those subjects. "There is no doubt that we have much work to do in the area of special education to make sure students are taught the very same curriculum that they are assessed on," said Lynn Gosser, director of the Grant County Special Education Cooperative... Although the gaps are smaller in lower grades, by the 10th grade, they are in the double digits...Those numbers prompted Gosser to send a letter to the Indiana Department of Education last October requesting a change in the accountability system. It would mean a student's performance would be tracked not to the school the student attends, but to the one in which the student's legal residence falls. All five superintendents in Grant County supported the letter. The state DOE has not yet rendered a decision.
