for Comprehensive Accountability Plan
American School Board Journal Announces Magna Award 2004 Winners Alexandria, Va. (March 15, 2004) The Metropolitan School District of Wayne Township in Indianapolis, Ind., has been selected as one of 23 winners in the Magna Awards 2004 program. "Our school board encouraged the community process of creating an accountability system before accountability became a national mandate," said Superintendent Terry J. Thompson said. Increased student achievement has always been the district's long-term goal. Recent district statistics suggest that the achievement gap usually associated with economically disadvantaged students and with minorities has dropped to less than 10 percentage points. Church colleges have record of promoting alternatives to war

INDIANAPOLIS Three small colleges in Indiana are engaged in a multimillion-dollar collaboration called Plowshares to bring national renown to their studies about peace and justice. The Indiana collaboration named after the verse in the Old Testament's Book of Isaiah that calls for people to ''beat their swords into plowshares'' and abandon war is funded by a four-year $13.8 million grant from the Lilly Endowment, which is based here. ''We have this big and audacious idea that three small colleges in Indiana, each associated with an historic peace church, will take our peace studies work and spread it across Indiana, the United States, and around the world,'' said Douglas Bennett, president of Earlham College. Earlham, a Quaker school in Richmond, Ind., is working with a Mennonite school Goshen College in Goshen, Ind. and a Church of the Brethren school, Manchester College in North Manchester, Ind. All three denominations are pacifist, and in some sense there is nothing new to their cooperation. During World War II they established Civilian Public Service, a national system of work camps for conscientious objectors to do volunteer work rather than join the military. In the latest collaboration of these peace churches, Plowshares plans to bring famous speakers to Indianapolis to discuss peace topics, build a world-class peace-studies online library, and establish a Peace House in a low-income Indianapolis neighborhood by fall 2004. There undergraduate students will study for a semester and live out their peace convictions by working with victims of violence, perhaps at a women's shelter or in an impoverished school.

Buried deep within the funding benefits is Section 9528 which grants the Pentagon access to directories with students names, addresses and phone numbers so that they may be more easily contacted and recruited for military service. Prior to this provision, one-third of the nation’s high schools refused recruiters’ requests for students’ names or access to campus because they believed it was inappropriate for educational institutions to promote military service. This portion of the Department of Education’s initiative to create better readers, testers and homework-doers is a departure from the previously federally guaranteed privacy protections students have traditionally known. Until now, schools have been explicitly instructed to protect the integrity of students’ information - even to guard students’ private information from college recruiters. Students must consent to releasing their personal data when they take college entrance exams. However, since September 11th , educational institutions have slid down the slippery slope in doling out student information when solicited by the FBI and now the Pentagon. Only one university - Earlham in Indiana - declined to release student data when approached after the terrorist attacks last fall.

    Indiana, one of the United States of America, the nineteenth in point of admission, lies between 37 deg. 47 min. and 41 deg. 50 min. N. lat., and between 84 deg. 49 min. and 88 deg. 2 min. W. long. Its length is 267 miles, north and south, and its average width, east and west, 140 miles. Its area is 35,885 square miles, or 22,966,400 acres. On the north it is bounded by the State of Michigan and Lake Michigan, on the east by the State of Ohio, on the South by the Ohio River, and on the West by the Wabash River and the State of Illinois. It is subdivided into ninety-two counties. Indianapolis is now the capital, situated in the geographical centre of the State. The State has only three lake ports, Michigan City, Indiana Harbor, and Gary. PHYSICAL CHARACTERISTICS POPULATION RESOURCES EDUCATION The public free school system of the State is now developed to a degree commensurate with the needs of the population. This development had its impetus from the spirit which dictated the constitution of 1852. Previous to that period, free public education was scattered and meagre. A system of consolidating poorly-attended schools into one central school of greater efficiency and the free transportation of pupils (made possible by the law of 1907) are doing much in rural districts to lift education to a higher plane. Local township taxation has been liberal in advancing this system. No small factor in raising the level of rural intelligence, moreover, has been the extensive spread of the system of rural free mail delivery, providing a daily mail, with daily newspapers and periodicals. The State is also well supplied with rural telephone systems and good roads.

    Chapter 13. Naval Battalion
    IC 10-16-13-1
    Organization of naval militia by naval or military schools
    Sec. 1. In addition to the military forces authorized in Indiana, a naval or military school in Indiana that is receiving recognition from the United States Department of the Navy under 34 U.S.C. 312, approved June 29, 1906, may organize not more than four (4) companies of naval militia that constitute a battalion to be known as the naval battalion of the Indiana national guard.

    Commandant of school
    Sec. 2. The naval battalion is under the command of the commandant of the school, who shall hold the ex officio rank of lieutenant colonel.
    As added by P.L.2-2003, SEC.7. IC 10-16-13-3 Officers; rank Sec. 3. The officers of each naval battalion consist of one (1) commander and a staff to consist of the following: (1) One (1) executive officer, with the rank of lieutenant commander. (2) One (1) navigating officer and four (4) watch officers with the rank of lieutenant.
