    Automation Standards State Standards for Public Libraries and Public School Libraries [revised 2/97]
    BACKGROUND AND EXPLANATION
    PURPOSE: These AUTOMATION STANDARDS (590 IAC 2) are required for evaluating library automated systems under consideration for purchase. The standards are written to be used in the implementation of new computer systems acquired after July 1, 1993.
    The Council on Library Automation STANDARDS will: (1) facilitate the implementation of an automation network that gives maximum benefit to library patrons in using their own library systems or finding information in other libraries across the state and nation; (2) guide Indiana libraries in investing human and financial resources prior to local automation purchase and participation in the network; (3) be used by state agencies as a criterion for deciding to support a particular automation project; and (4) promote full network participation by libraries conforming to these STANDARDS.

    Definitions
    Sec. 1. As used in this chapter:
    (1) "Advisory council" refers to the Indiana state library advisory council established by section 39 of this chapter.
    (2) "Agency" means any state administration, agency, authority, board, bureau, commission, committee, council, department, division, institution, office, service, or other similar body of state government.
    (3) "Board" means the Indiana library and historical board established by IC 4-23-7-2.
    (4) "Department" means the Indiana library and historical department established by IC 4-23-7-1.
    (5) "Director" means director of the Indiana state library. (6) "Historical bureau" means the Indiana historical bureau established by IC 4-23-7-3. (7) "Public library" has the meaning set forth in IC 20-14-1-2. (8) "State library" means the Indiana state library established by IC 4-23-7-3.

OVERVIEW AND INTRODUCTION Inspired by the potential enhancements to scholarship, preservation, access, and both operational and economic efficiency, six planning taskforces representing diverse academic settings have worked for the past year to analyze academic needs, review trends and formulate potential solutions. ALI projects will address the rapidly shifting trends in teaching and learning within higher education. These include new curricular and research trends, changing classroom and academic technologies, the addition of web-based course management software, expanding network bandwidth support needs, shifting scholarly communication models, and new faculty and student expectations. The need for an improved information infrastructure that simultaneously provides improved information content is critical for all Indiana academic libraries to properly fulfill their role.
    VISION In our proposed collaborative initiative, we will leverage our knowledge of the needs of academic library users, expertise in creating excellent library services and financial resources to create an improved information infrastructure and to deliver more information content and access. We have articulated a set of ambitious program goals (described below) and are establishing a groundbreaking partnership among Indiana libraries, the sum of which will be greater than the whole of its parts. It provides services to the blind and physically handicapped, assistance to all Indiana libraries, and has millions of items in its collections, including Indiana history and manuscripts, genealogy, Indiana newspapers, and more.
    The Indiana State Library and Historical Building is located in downtown Indianapolis. The historic structure was dedicated in 1934, and is a showcase of Indiana emblems and materials.
    Strengths of the collections include state and federal publications, family history, Indiana and American history, Indiana newspapers, American politics, economics, and statistics, and its collection of Braille, large print, and audio books.

    AWARD WINNERS 2001 Public Library Friends, Large Budget Friends of the Jefferson Public Library, Metairie, Louisiana Encouraging reading and literacy are important goals of the Friends of the Jefferson Library. Their "Raise a Reader" program is a partnership venture in which the Friends, the library, and a local education association contribute to packets for new parents 1,838 were distributed last year. The Friends also donate books to public schools, provide gift certificates for the library's summer reading program, sponsor cultural programs, and make quality reading material readily available at their book sales. Innovative book sale publicity and book collection strategies helped them increase their income this year, and special events for staff members led to increased cooperation between Friends and staff. Public Library Friends, Medium Budget Friends of the Thousand Oaks Library, Thousand Oaks, California "Bookmaking - Evolution from Stone to Paper" was a Saturday program for all ages that offered the opportunity to observe masters of such skills as embossing, gold-leaf, hand-casting of 15th century type, binding, making paper and ink, and cutting letters in stone. More than 100 participants donated their time and skills, and an estimated 4,000 people attended. Hands-on activities for children added to the fun. Actors portraying figures from history read and told stories. The event was described by the director of the California Center for the Book as "smashing, spectacular, tremendously educational, and just pure fun."
