He received a B.S. degree in Industrial Management from Purdue University in 1969. In 1991, Governor Evan Bayh awarded him the State’s highest honor, the "Sagamore of the Wabash" for his innovative efforts with Buddy and for service to the community. In 1995, he was also awarded the Indiana Telecommunications Association's highest award for leading efforts to establish a new state appropriation of $20 million annually for education technology and for another bill which established tax credits for recycled computers to K-12 schools. In 1990, he was awarded Junior Achievement's National Bronze Leadership Award and its Man-of the-Year title in 1989. He has been listed in the "Who's Who of Information Technology" by the Indianapolis Business Journal. His current and past affiliations include:

Through strategic partnerships with other organizations, CILC is able to enrich and expand its services and programs. If you are interested in becoming a CILC partner, please contact partnerships. Educational Enterprise Zone® (EEZ) The Indiana Department of Education partners with CILC to create and deliver INRoads to Education, a news program broadcast interactively during lunchtime to educators throughout the state. Besides offering capsulized educations news from throughout the state and nation, each program features a prominent educator, representing best practice programming, who takes questions from around the state. The program is later archived with video streaming on the Indiana Department of Education Web site. CILC also participates in and offers broadcast opportunities for many DOE initiatives. The Indiana Association of School Principals and CILC are partnering to offer an ongoing legal series - via videoconferencing - for principals. Previously, this partnership sponsored an ongoing professional development series, entitled "Leave No Principal Behind," that helped principals understand No Child Left Behind legislation and provided opportunities to discuss those issues. There are plans to jointly broadcast an additional series on each of the principal standards,showcasing principals who epitomize best practices.

The State of Indiana and the Indiana Department of Education (IDOE) have provided vision, leadership, and ongoing support for technology initiatives since 1983. Local Efforts Local Education Agencies (LEAs) are responsible for planning, curriculum, staff development, and other issues related to the technology infrastructure. LEAs continue to look for the best resources available to them for planning, staff development, and hardware support, such as computer networks, bulletin boards, e-mail, library automation, and voice/video/data systems for classroom, staff development, and administrative needs. These resources include the IDOE, the Indiana Clearinghouse for Educational Technology (ICET), Educational Service Centers (ESCs), vendors, universities, telephone companies, outside experts, and schools. State Efforts The Indiana Department of Education provides resources, information, and technical support through its consultants. Other IDOE efforts include:
  • The IDOE-funded Indiana Clearinghouse for Educational Technology
  • State-sponsored conferences and assistance to other conferences and professional organizations in the state
  • Materials and assistance in areas such as districtwide technology, planning, and development of capacity within LEAs

    What Is The Indiana Small and Rural Schools Association?

    The Indiana Small and Rural Schools Association began as an outgrowth of the 1989 Spring conference on rural schooling sponsored by the Indiana Department of Education . The conference, which was originally intended as a one-time event, turned out to be extremely popular with those in attendance. (The conferees included representatives from small-town and rural districts all over Indiana.) They were eager to share concerns and problems that they felt are unique to their school districts. The most frequent comment on the conference evaluation forms was a desire for an ongoing forum that would permit small-town and rural schoolpeople to share ideas and information. That seed grew into the Indiana Small and Rural Schools Association. Return to top of page
    Why Join?
    You don't have to work in a small-town or rural school district to appreciate the benefits of belonging to the Indiana Small and Rural Schools Association. But it is important to remember that two-thirds of the school districts in Indiana enroll fewer than 2,500 students. The median enrollment of these small-town and rural districts is only 1,343 students. These little districts enroll nearly one-third of Hoosier schoolchildren! 1. The needs that gave birth to the Indiana Small and Rural Schools Association desire for a common voice for small-town and rural schooling, as well as for a means of sharing valuable information are at the head of its mission. Hoosier educators in small-town and rural school districts feel that their special concerns tend to be overlooked in the formation and enactment of education policy. They also feel the lack of a ready means of sharing valuable and useful information. The Indiana Small and Rural Schools Association provides a forum for the sharing and dissemination of common ideas, so that those who work in small school districts may speak with one voice about concerns that have not been adequately addressed in the past.
