The economy across the nation and in Indiana has been hit hard during the past year. During times of economic recession, programs that support low-income families’ ability to stay financially afloat become even more critical. The Food Stamp Program is one such program - it serves thousands of low-income Hoosiers each month and when combined with earnings and other assistance is an effective tool in raising families out of extreme poverty. While the program can be an effective in helping low-income Hoosiers make ends meet problems with program accessibility and burdensome administrative guidelines limit the its effectiveness.

It is in Indiana’s best interest to address both the administrative and accessibility barriers that exist in the programs serving low-income working families. These programs enhance the economic stability of low-income households in Indiana, which in turn benefits the state as a whole. Implementing options that will streamline and improve accessibility to the Food Stamp Program is a win-win for the State and for low-income families.

Program to Promote Long-Term Care Insurance for the Elderly
Summary
Under the Program to Promote Long-Term Care Insurance for the Elderly (LTCI) funded by The Robert Wood Johnson Foundation (RWJF), in May 1993 the state of Indiana implemented the Indiana Long Term Care Program (ILTCP, or partnership program), a public-private partnership to finance long-term care. ILTCP provides one dollar of asset protection for each dollar paid out by the purchaser's insurance policy (known as partnership policies). Once the insurance has paid benefits in an amount equal to remaining assets, the purchaser may apply for Medicaid to help pay for continuing long-term care without having to spend down the protected assets. Policy sales have been lower than expected, due chiefly, according to the project director, to the policy's high price (compared with other, nonpartnership policies) and a lack of understanding and acceptance of ILTCP by insurance agents. As of September 30, 2000, 12,641 policies were in effect, 58 people were eligible for benefits, 7 had exhausted their benefits and 4 had accessed the state's Medicaid program. Not all county's poverty news bad
Program cuts come at trying time for those who need help Reduction in child care aid could push some working parents onto welfare, one official worries By Jeff Parrott, Journal and Courier While Indiana's poverty rate dipped during the 1990s, Tippecanoe County's poverty rates went up for individuals and families. As troubling as that trend may be, the county's poverty level, if measured today, might be even higher due to two years of economic woes across the country since the 2000 Census questionnaires were collected. Two years of sluggish or no growth are taking a toll, experts say. Employment levels are down, demand for social services is up, and dwindling tax revenues are causing government agencies to reduce spending on programs for the those in need. One example is the federally funded, state-run program that helps pay for child care for working parents.
