INDIANAPOLIS Child welfare programs in Kansas excited Eileen Doran.
Doran, a South Bend child protection caseworker, heads the best practices group of the Indiana Commission on Abused and Neglected Children and Their Families, which met recently to discuss effective programs other states have implemented. The group will issue a report of recommendations next month.
"In Kansas, they use the schools as resource centers after school, on weekends and over the summer," Doran said. "I thought, this is what schools could be for our children more than just a place where kids go from 8 to 3."
The group looked at aspects of successful prevention practices ranging from early intervention and work force preparation to investigations and aftercare. With all the recent scandals at the Family and Social Services Agency, the idea is that Indiana could benefit from replicating model programs in child abuse prevention elsewhere.
Thousands of programs seem to make a difference, but pickings are slim for measurable results, according to the U.S. Department of Health and Human Services.

History:

IATBA began in 1998 solely as a youth program. IATBA provided a school year basketball and performing arts league for youth who were not participating in school sports programs, and for those who had not been embraced by our community in spite of the special talents they had to offer. IATBA provided tutoring, study and practice space at various schools and community centers in Indianapolis. IATBA provided afterschool and weekend activities including a weekend top level sports league. In 2000 grants from the City and State allowed IATBA to extensively develop assessment and training services that eventually led great partnerships, creative contracts, and all that IATBA is allowed to provide through the Opportunity Center HUB at Sutton Place Apartments.

At The State House IFI Happenings Focus on The Family Resources Staff Internet Links Facts About Marriage August Newsletter Sub-Categories Legislative Proposals Students Support Marriage On Thursday, May 27th and Friday, May 28th around 30 high school students and a few of their parents gathered in front of U.S. Senators Richard Lugar and Evan Bayh's offices. They urged both Senators to support the Federal Marriage Amendment. The Federal Marriage Amendment would amend the U.S. Constitution to define marriage as we have always recognized it, as the union between only one man and only one woman. These students were met with mostly positive reactions from passers-by. Many people showed their support by honking or giving thumbs up. However, the few people that did react negatively were rude and in some cases down-right hateful. One man cursed at the students as he passed by. Another man held up a sign in opposition to the students that read "We want to restrict your liberty," as he walked in front of the students, attempting to block motorists and pedestrians from viewing the student's signs. Those who reacted in a hateful manner were few but they represent those who wish to socially engineer our society away from traditional marriage and family, and towards a society where marriage has no meaning; a society where a family consisting of a father, mother and their children is no longer considered the ideal setting to raise the next generation.

Mission Statement History of CSS Counties Served ... Privacy Statement Therapeutic Counseling Services: This program provides professional therapeutic, value based counseling to individuals, couples, and families. On-site locations are available in Monroe, Lawrence, and Brown Counties. Families Working Together Program: The funding is provided largely by the State Division of Family and Children Services "Fathers and Families" grant. Families Working Together Program is available to children and parents in the CSS Service area. Eligibility is determined on a case-by-case basis and not necessarily based on income. The goals of the program are to:
  • Increase accessibility of services to fathers, Increase father/child involvement, Provide opportunities to negotiate improved communications between parents, and To provide affordable treatment to families to reduce the negative impact of divorce on children.
  • There are several components to the program to emphasize: A. Co-Parent Negotiations A therapist negotiator is made available to co-parents (court-ordered) on a six month contract basis to negotiate issues of concern to the parents that cause disrupted, antagonistic visitations, or non-payment/inconsistent payment of child support. These are often emotional issues not usually able to be dealt with in court. A written plan is provided to interested parties, renegotiated, and monitored as needed. Meetings and phase sessions are utilized and are often held with each parent separately to negotiate a plan.

    Indiana Educates Policymakers on Impacts of Policy on Families
    Susan Smith of Family Services Inc. (Lafayette, IN) reports that a range of research and nonprofit organizations, including the Purdue University Center on Families, the Family Service Council of Indiana, and the Indiana Council on Family Relations, have teamed up to sponsor an annual "Family Impact Seminar" series. The seminars are intended to provide objective, nonpartisan information to state legislative staff, the governor’s office, educators and service providers. Highlighting a distinct topic each year, these forums analyze the consequences of an issue, policy or program on families, as well as the direct or indirect impact the family that may result.
    Organizations such as Family Services, Inc. that offer programs to address individual family and community needs, find the Family Impact Seminars to be a particularly good resource. In addition to heightening awareness of relevant policy and legislative issues, the seminars foster collaboration among families, non-profits, communities, and government.
    In recent years, the Family Impact Seminars have covered topics such as "The Effect of Changes in Tax Policies on Indiana Families", "Enhancing the Educational Experience: Policy Alternatives", and "Ensuring the Health of Long Term Care: Policy Options". In order to estimate the intended and unintended consequences of policies and programs on families, the Seminar relies on a Checklist tool developed by the Family Criteria Task Force of the Consortium of Family Organizations. Based on six principles (Family support and responsibilities, Family membership and stability, Family involvement and interdependence, Family partnership and empowerment, Family diversity, and Support of vulnerable families) the checklist considers cost-effectiveness, as well as sensitivity and supportiveness of the intended policy and/or program.
