Dr. John Huie, vice president of Purdue University, and Dr. Neil Theobald of the Indiana University Education Policy Center presented on the second panel. Their comments focused on the implications for eliminating property taxes as a revenue source for public education in Indiana. As co-chair of the Governor's Commission on Taxes, Dr. Huie began by describing the purpose and work of the Commission. The Commission is composed of representatives from every taxpaying group in the state, including farmers, realtors, citizens, schools, universities, towns, counties, and townships. Its number one priority is to explore substitute strategies to reduce the property tax. One approach is to target tax relief to population groups, such as low-income citizens, homeowners, or small business owners. A second approach is to shift certain funds away from property tax support to state support. Funds for consideration may be the general fund, city welfare, or others. Dr. Theobald

Tests Requirements
If you test in Indiana, a copy of your Praxis scores will be sent automatically to the state's teacher credentialing agency. The first digit of the "Session/Test Code" indicates the session during which the test is offered in the 2003-2004 testing year. There are no session numbers for the CBT tests, which are given by appointment, as explained in Praxis I Computer-Based Testing The computer-based tests (CBT) are offered by appointment through a national network of Prometric(TM) Testing Centers (many Prometric Testing Centers are located inside Sylvan Learning Centers), selected institutional sites, and ETS Field Service Offices. Fee Payment Parking You need a parking permit to use IU East campus parking lots only if your course meets more than three sessions. Parking permits are issued at the first class meeting; they must be turned in to the instructor at the last class meeting. Textbooks Course textbooks are available at the IU East Campus Bookstore, unless otherwise indicated. The bookstore is open on Monday through Thursday from 8 a.m. to 7 p.m. and on Friday from 9 a.m. to 5 p.m. Refunds be made on or after the first class meeting. If a course must be canceled due to insufficient enrollment, you will be notified at least three working days before the course was scheduled to begin. A full refund will be made. Lifetime Learning Tax Credit Effective July 1, 1998, you may use continuing education payments for lifetime learning tax credit. The tax credit is targeted to people who want to go back to school, change careers, or take courses to upgrade their skills. Enrollment can be at any academic level in any course of instruction at an eligible educational institution.

IU President Harper College students can get their Indiana University baccalaureate from afar BLOOMINGTON, Ind. A cooperative program with a Chicago-area community college will enable students at that school to stay at their home campus for an additional year of study and then complete 30 credit hours through distance education to earn an Indiana University bachelor's degree. Under the 90/30 Program, students at William Rainey Harper College in Palatine, Ill., will be able to earn up to 90 transferable credit hours at their home campus. Once admitted to Indiana University, the students will complete 30 hours of upper-division credit by taking distance education courses through IU's School of Continuing Studies Independent Study Program. By taking these courses, students can fulfill the requirements for the IU bachelor of general studies degree. Generally, students from two-year colleges who want to earn a bachelor's degree must go to a four-year school after completing the 60 credit hours required for an associate degree. With the 90/30 Program, students can take up to 30 additional transferable hours at their two-year institution (the equivalent of a third year) before completing their bachelor of general studies degree through distance education at Indiana University. Students would continue to pay the community college's tuition rate for all courses taken at that institution. Once admitted to Indiana University, students would pay the tuition rate for the IU Independent Study Program, which is the same for residents and non-residents.

    The program has several distinct elements:
    • A recommended sequence of general education. A professional education component. Student teaching or other supervised practicum experience.
    Each component is briefly described below. General Education
    General education refers to courses and other experiences that lay the foundation for IUSB's Teacher Education Program. There is a focus on building skills in written and oral communication, information technology, inquiry, science, literature, quantitative reasoning, and both global and democratic perspectives. The general education requirements for elementary education and Early Childhood Education define the strong generalist preparation that is imperative for elementary teachers and early childhood educators. Students are encouraged to complete a program of general education by enrolling in courses designated for education majors whenever they are available. In particular, students are urged to follow the general education template for the first 30 credit hours of their program. The sequence has been planned to provide the strongest foundation in learning and to build the most powerful connections between the content of the individual courses.
