The Special Needs Information Center provides faculty, staff, parents and community members with easy access information about special needs.     TIME TO REFOCUS SPECIAL EDUCATION ON READING ACHIEVEMENT

    Alexis de Tocqueville Institution March 17, 2003 There is a national epidemic of children, especially minority children, being classified as special-education students. This is not the result of a dramatic rise in the number of children with physical or emotional disabilities, which has remained fairly steady for the last three decades. Rather it is the increase of those labeled with “specific learning disabilities” that is fueling this epidemic. It is troubling, not because these students have legitimate disabilities, but because many of them don’t. According to Kirk A. Johnson, Ph.D., “evidence of rampant subjective diagnosis is abundant. Last year, a report by the President’s Commission on Special Education estimated that some 80 percent of students assigned to special-education programs as a result of a severe learning disability were assigned ‘simply because they haven’t learned how to read.’” Kirk A. Johnson, Ph.D. is the Weinberg Fellow in statistical policy research at the Heritage Foundation and former director of education policy at the Mackinac Center for Public Policy.

    To energize, educate, and empower our Indian Springs community to become lifelong learners. Our vision is to become a nationally recognized exemplary middle school by implementing developmentally appropriate educational experiences to assist students in reaching their potential. Educational programs and services are provided for all students. Ninety-six percent of the student population is registered as Caucasian with only four percent of the total number being of minority ethnic background. Special needs students with Individualized Education Plans, which include special education and gifted/talented students, make up less then ten percent of the Indian Springs Middle School population. The number of students qualifying for Free/Reduced Lunch and/or Books is recorded at 18 percent. Students participating in this program can make an application during their eighth grade year to the 21st Century Scholars Program. By signing a statement agreeing to stay off of drugs and out of trouble during their secondary education, they can receive college tuition after graduation. Three principals, fifty-eight licensed teachers, three licensed counselors, a licensed nurse and thirty-eight classified staff complete the employee makeup at Indian Springs. Educational levels of the teaching staff range from baccalaureate degrees to administrative licensure. The gender make-up is recorded as thirty females and twenty-eight males all classified Caucasian. Certified teachers are bound by a master contract between Whitley County Classroom Teachers and Whitley County Consolidated Schools. Eighty percent of the certified teachers at Indian Springs are members of the NEA-ISTA-WCTA association. There is no bargaining unit for classified staff.

A district-wide change initiative to develop standards-driven goals and objectives/benchmarks for students with special needs is being implemented in the Indianapolis Public School (IPS) system during the 2002-03 school year.
