06/07/2001 - Updated 09:43 PM ET For disabled, test puts diploma out of reach By Debbie Howlett, USA TODAY She has earned mostly A's and B's at Woodlan High School in classes that include senior economics and English. She even made the honor roll one semester. She has near-perfect attendance, sings in the school choir and is giddy in anticipation of graduating tonight. But Heather, who has been diagnosed as mildly mentally handicapped, won't be getting a diploma. She couldn't pass the Graduation Qualifying Exam, a statewide test meant to ensure that Indiana high school graduates have at least a ninth-grade proficiency in language and math. Before testing began last year, students simply had to pass their classes to receive a diploma. Officials at Woodlan, where Heather is the first mentally handicapped student to finish school, are refusing to waive the test requirement for her. The school has agreed to let her take part in the commencement exercises with her classmates and will gladly offer her a certificate of completion rather than a diploma.

The Education of Exceptional Persons Program leads to a Bachelor of Science degree in Education. By completing all program requirements, students will be eligible to obtain a Pennsylvania teaching certificate in the area of Cognitive, Behavior, and Physical/Health Disabilities (CBPHD). The age range that is covered by this certificate is N-12 (i.e., nursery school age to high school graduation). In Pennsylvania teachers certified in this area typically teach in K-12 public schools, specially approved state schools for students with special needs, and/or early intervention classrooms. In K-12 schools this certification usually qualifies one to be titled a Learning Support Teacher, a Life Skills Teacher, an Emotional Support Teacher, or an Inclusion Specialist.

Indiana Developmental Training Center's nationally recognized School Programs are designed to educate special needs youth. Academic Instruction, Occupational and Speech Therapy, Vocational Training and Independent Living Skills are part of the educational services offered.
All teachers at IDTC have specialized training in the care and education of developmentally disabled students. Some teachers at IDTC are certified by the State of Indiana in one or more of the following areas:
  • General Education Learning Disabilities Mildly Mentally Handicapped (MiMH) Moderately Mentally Handicapped (MoMH) Emotionally Handicapped (EH) Severely/Profoundly Handicapped
Classrooms are generally limited to ten students and are also staffed by youth care workers who also serve as teachers' aides. The overall classroom ratio is maintained at 1:3 to 1:4 to enhance academic learning and to ensure mastery of skills. Additionally, special therapists augment the educational program, providing individual and group speech and occupational therapy. They facilitate learning, as well as providing formal diagnostic evaluation in the areas of perception, processing, sensory motor functioning and neurological integrative and adaptive living skills. An Individual Education Plan (IEP) is developed for each student. Goals and objectives are clearly defined and measured, and progress is evaluated.

The majority of those districts 14 lag behind because many of their special education students couldn't pass the 2003 ISTEP-Plus, said Lowell Rose, who analyzed the region's 2003 test scores and recently presented these grim statistics to area educators. No Child Left Behind requires schools to close the achievement gap suffered by low-income and minority students. Instead of flagging those districts that need to do a better job educating all students, it many times flags districts with higher numbers of special education students.

Introduction
Ivy Tech participates in various types of federal and state financial aid programs that provide assistance to many students. The College also provides financial assistance to students from its own resources. Students are encouraged to carefully explore all financial aid options at their campus. Students must complete the Free Application for Federal Student Aid (FAFSA) to be considered for any form of financial aid. Last Updated: 8.23.03 SPECIAL EDUCATION Individuals with Disabilities Education Act of 1990 (IDEA) is a federal law which guarantees all students with disabilities between the ages of 3 through 21 the right to a free appropriate public education designed to meet their individual needs. It also offers protection for the rights of students with disabilities and their parents/guardians or educational surrogate parents. The Indiana Special Education rules, known as Article 7, Rules 3-16, provide the legislative and department of education guidelines for implementing special education programs in Indiana, effective January 8, 1992. Article 7 regulates special education programs and related services provided by the public schools as well as the state operated and state supported programs. Greater Lafayette Area Special Services, better known as GLASS, is a special education cooperative sponsored by Lafayette School Corporation, Tippecanoe School Corporation, and West Lafayette Community School Corporation. General educators and special educators work together to implement the responsibilities of public schools defined in Article 7. Parents are also involved in every step of planning educational services for a student with a disability.
