    WASHINGTON, DC 20006 August 11, 1980 MEMORANDUM FOR HEADS OF AGENCIES SUBJECT: Prime and Unique Agricultural Lands and the National Environmental Policy Act (NEPA) The accompanying memorandum on Analysis of Impacts on Prime or Unique Agricultural Lands in Implementing the National Environmental Policy Act was developed in cooperation with the Department of Agriculture. It updates and supersedes the Council's previous memorandum on this subject of August 1976. In order to review agency progress or problems in implementing this memorandum the Council will request periodic reports from federal agencies as part of our ongoing oversight of agency implementation of NEPA and the Council's regulations. At this time we would appreciate receiving from your agency by November 1, 1980, the following information:
    • identification and brief summary of existing or proposed agency policies, regulations and other directives specifically intended to preserve or mitigate the effects of agency actions on prime or unique agricultural lands, including criteria or methodology used in assessing these impacts.
      identification of specific impact statements and, to the extent possible, other documents prepared from October 1, 1979 to October 1, 1980 covering actions deemed likely to have significant direct or indirect effects on prime or unique agricultural lands.

    1995 was a transition year from work into retirement. Due to a grant obtained for distance learning, I agreed to part-time work with the Alaska Cooperative Extension Service. The grant was a continuation of my doctoral emphasis as well as focused on my passion to get more distance learning opportunities to rural Alaska. The project reached across all program areas with interest from the SafeServe Food Manager Certification Training Program, the Master Gardeners, and the Fisheries program. Programs were taught via audioconference. The SafeServe Food Manager Certification Program continues and also won a spin-off grant for teaching materials from the Chancellor. Three Alaskans attended the International Distance learning Conference in March 1995 in Washington, DC. June 1996 got off to a running start teaching Master Food Preserver Volunteers how to can salmon prior to driving to Wasilla for a reunion of Extension Home Economists arranged by the Homemakers at their annual conference. It was great fun seeing retired coworkers who traveled from New Mexico, California, Oregon and South Dakota as well as Alaskans I had not seen in a long time. Jean Burand from New Mexico rode to Fairbanks to stay with us and to visit other friends during the week. We checked out all the sights since it had been twenty-two years since Jean left Alaska.

      The training last week was extensive, high quality and well attended. I commend the planning committee for their work on behalf of Colorado State University Cooperative Extension. The training was coordinated with the Colorado State Forest Service and University of Wyoming Extension Service. Maintaining and increasing our skills in critical areas is a continuing challenge. February In-Service provides a great opportunity to address this challenge on an annual basis. We look forward to continuing to provide education for ourselves that is relevant, timely and yields good results as we carry out our educational mission.
      Budget Update
      There is no new information beyond the FY04-05 plans I have commented on previously to the Extension organization. Presently we are looking at an $811,000 reduction in our base budget over the next two fiscal years. I continue to work with the units affected by this budget reduction. All of the individuals whose positions have been eliminated have been notified and I have included this information in earlier Monday Memos or Extension Echoes. Significant conversation and cooperative work is being done between Cooperative Extension and the colleges to shift budget support between units to effectively support areas that are critical to issues and our educational mission. I will continue to communicate specific adjustments, as they occur, that will affect the overall operation of Cooperative Extension.

      • We will need to implement elements of the academic strategic plan related to university outreach and service to the state of Colorado. This will include county Extension offices representing Colorado State University more broadly offering the knowledge from the university to the citizens across the state and assisting with areas like student recruitment. Cooperative Extension will implement our futuring plan, program planning and decade planning in an organized and coordinated way. We will work with university partners for identification of expertise across Extension, research and teaching where decisions will need to be made about statewide program thrusts that define Cooperative Extension's capability in the areas of agriculture and healthy communities which includes 4-H. And depending on the November 2 election outcome from legislative initiatives or citizen initiatives about our state's budget situation, we will likely need to develop scenarios and carry on conversations and discussions about the options and consequences of alternatives for Cooperative Extension now and into the future.

    North Central Risk Management Initiative Background The Federal Agricultural Improvement and Reform Act of 1996 mandated the Secretary of Agriculture to initiate an educational program "...in management of financial risks inherent in the production and marketing of agricultural commodities." The Secretary directed the Risk Management Agency (RMA) to facilitate the risk management education ( RME ) program. A staff member in each of the 10 Regional Service Offices (RSOs) of the RMA was designated as the RME coordinator to facilitate educational programs in the states in their service region. RMA has also combined its resources with those of the Cooperative State Research, Education, and Extension Service (CSREES) of USDA, the Land Grant University system and the Commodity Futures Trading Commission. The country was divided into 5 extension regions with an extension coordinator for each region. These regions are aligned with the RSO regions. The North Central Region includes a total of 11 states. These are: Ohio, Michigan, Indiana, and Illinois serviced by the Springfield RSO; Minnesota, Wisconsin and Iowa services by the St. Paul RSO; and, Missouri, Kansas, Nebraska and Colorado serviced by the Topeka RSO. Current Activities North Central Risk Management Computer Software Workshop, Lincoln, Nebraska, May 20-21, 1998. The purpose is to provide hands on training on a number of software packages that are currently available or are under development. Participation is limited to four representatives from each of the 11 states in the region. The participants will include extension staff and private sector representatives.
