Law measures students' progress, quality of teachers Associated Press About Top Jobs The State Board of Education voted 6-5 Thursday to add its name to a letter being sent to lawmakers and the U.S. Department of Education asking them to add some flexibility to the law, which each year measures accountability, student progress and teacher quality. Groups representing Indiana superintendents, principals, teachers, school boards and urban districts have complained the law is too rigid and imposes impractical standards. The state's largest advocacy group for people with developmental disabilities, the Arc of Indiana, supports the state board's decision, said executive director John Dickerson. No Child Left Behind has not provided necessary funding while creating so much pressure that teachers don't want developmentally disabled students in their classes, Dickerson said. The Arc believes developmentally disabled students should be educated at the same schools as their non-disabled siblings.

Mail this page ACLU files gay-rights suit against Boyd school leaders
By Mark Pitsch
mpitsch@courier-journal.com

The Courier-Journal ASHLAND, Ky. Barred from meeting at school and facing harassment by other students, the Boyd County High School's gaystraight alliance took its battle to federal court yesterday. In a lawsuit filed in U.S. District Court in Lexington, the gay-rights group argued that high school and district officials violated the rights of its members under the federal Equal Access Act and the First Amendment, and that officials failed to protect them from harassment. The lawsuit also contends the Boyd County school board violated the Kentucky Education Reform Act when it voted unanimously last month to ban all extracurricular clubs from meeting at school. The high school's teacher-parent council had voted in October to let the alliance meet. The suit argues the school board can't overturn that decision under the state law.

Facts about the Missouri State Board of Education
Major Duties Members According to the Missouri Constitution, "The supervision of instruction in the public schools shall be vested in a state board of education ..." (Article IX, Section 2a). This provision gives the State Board of Education general authority for public education, within limits set by the General Assembly. ( See Section 161.022 through 161.102, RSMo, for the Board's statutory authority.) The Board is made up of eight citizens appointed by the Governor and confirmed by the Senate. Members serve staggered, eight-year terms so that one term expires each year. No more than four members of the Board may belong to the same political party. No more than one member of the Board may reside in the same county or Congressional district. When terms expire, members continue to serve until being replaced or reappointed. The Board elects its own officers each year. The Board usually meets for two days each month in Jefferson City. Members receive $25 for each day of an official meeting. The Board's duties and responsibilities range from preschool to the postsecondary and adult levels. The Board does not have direct authority over higher education institutions. However, the Board sets standards for and approves professional programs for teachers and school administrators in Missouri's public and private higher education institutions.

Charter schools not as integrated as many would like
By Krista J. Stockman The Journal Gazette
When the Rev. Michael Nickleson and the Rev. Vernon Graham set out to start a local charter school, they wanted to offer a choice to families in the southwest part of East Allen County Schools. It was a goal former Lincoln National Corp. president and CEO Ian Rolland could support. He had spent years fighting Fort Wayne Community Schools to make sure black students there received an equal education.
