State Action for Education Leadership Project The State Action for Education Leadership Project is part of The Wallace Foundation's larger educational leadership initiative designed to prepare, support and sustain a leadership cadre in each state that can transform schools and school systems to produce improved academic performance for low-income youth. Through this project, state government and education leaders compete for grants to support research, analysis and preparation of legislative and administrative actions that will prepare, support and sustain a group of education leaders (principals and superintendents) in each state. Fifteen states have been awarded three-year implementation grants: Connecticut, Delaware, Georgia, Illinois, Indiana, Iowa, Kentucky, Massachusetts, Missouri, Montana, New Jersey, Oregon, Rhode Island, Vermont, and Virginia.

In 1986, in order to coordinate its many activities concerning Japan and the international community, Earlham created the Institute for Education on Japan (IEJ). The Institute is responsible for all Japan-related outreach activities conducted by the College. In addition, IEJ plays a key role in both marketing and fundraising, and is charged with primary responsibility for the maintenance of Earlham's relations with constituencies in Japan. All College faculty with expertise on Japan contribute to the work of the Institute when their other obligations permit. The Institute's outreach work links Earlham's Japan-related learning and teaching resources to local and regional communities in the United States through a variety of educational, cultural, and community service programs. The Teaching English in Japan Program , in operation since the late 1960s, places recent college graduates from throughout the United States in two-year appointments with both private schools and public boards of education, where they serve as Assistant Language Teachers and as cultural ambassadors, helping foster better cross-cultural understanding between Japanese and Americans.

Citing unrealistic requirements, Indiana education officials are joining with the nation's governors and state policy-makers in calling for an overhaul of President Bush's No Child Left Behind act.
The State Board of Education voted Thursday to add its name to a letter being sent to lawmakers and the U.S. Department of Education, seeking changes in the federal school accountability law.
"It's important that we support these educational groups," board member David O. Dickson said before the 6-5 vote.
Statewide associations representing superintendents, principals, teachers, school boards and urban districts have complained that the federal law is too rigid and imposes impractical goals. Those groups plan to lobby Indiana's congressional delegation and the federal Education Department for modifications to the law, which measures accountability, student progress and teacher quality annually.

The new plan guiding the role of Indiana's universities is a start but doesn't deal with duplication or funding. by Kathy McKimmie Indiana is in a race to grow an educated workforce and attract good jobs over the long haul. To win, it must make higher education more affordable, do a better job preparing students for college, increase enrollment and graduation rates, and beef up research initiatives. So says "Indiana’s Framework for Policy and Planning Development in Higher Education" (also known as the "Blueprint for Higher Education"), a 30-page report unanimously adopted in November by the Indiana Commission for Higher Education. Boards of regents can hire university presidents and set tuition rates. In Indiana, university trustees play those roles, so the commission works to achieve consensus among its public universities. That’s much harder to get, so Jones is pleased with this first-ever blueprint. "It’s significant that we’re all on the same page and heading in the same direction." Components of the plan have been in the works for a few years, he says, including the community college initiative, regional campus expansion plans for Indiana and Purdue universities, and state research assistance programs. But including them as integral parts of an overall plan to move Indiana forward is an important step.

Wayne Township school district earns national award
for Comprehensive Accountability Plan
American School Board Journal Announces Magna Award 2004 Winners Alexandria, Va. (March 15, 2004) The Metropolitan School District of Wayne Township in Indianapolis, Ind., has been selected as one of 23 winners in the Magna Awards 2004 program. "Our school board encouraged the community process of creating an accountability system before accountability became a national mandate," said Superintendent Terry J. Thompson said. Increased student achievement has always been the district's long-term goal. Recent district statistics suggest that the achievement gap usually associated with economically disadvantaged students and with minorities has dropped to less than 10 percentage points. In math scores among middle school and elementary children, the gap has almost been closed. “For the past decade, the Magna Awards have showcased the bold and unusual steps that school districts take every day to meet changing community needs,” said Marilee Rist

About The Board
The Indiana Education Employment Relations Board administers the Certificated Educational Employee Bargaining Act, IC 20-7.5-1-1 , called by the courts "CEEBA." This law, passed by the 1973 General Assembly, provided for Indiana's certificated public school employees, mostly classroom teachers, the right to collective bargaining with their school employers, school boards, through a school employee organization which is selected by a majority of the teachers to be the exclusive bargaining representative. The IEERB was created to administer the CEEBA. The principal functions of the IEERB are:
