About The Board
The Indiana Education Employment Relations Board administers the Certificated Educational Employee Bargaining Act, IC 20-7.5-1-1 , called by the courts "CEEBA." This law, passed by the 1973 General Assembly, provided for Indiana's certificated public school employees, mostly classroom teachers, the right to collective bargaining with their school employers, school boards, through a school employee organization which is selected by a majority of the teachers to be the exclusive bargaining representative. The IEERB was created to administer the CEEBA. The principal functions of the IEERB are:

Jeff Zaring 317-232-6622 State Board Member Bob Lazard, Elected to NASBE Board of Directors Indiana State Board of Education member Bob Lazard recently was elected as Secretary-Treasurer of the National Association of State Boards of Education (NASBE). Lazard, representing Indiana's sixth congressional district, is a Certified Public Accountant for Crowe Chizek and Company LLP in Indianapolis. As Secretary-Treasurer, Lazard will serve as the chairman of the Finance Committee and will be responsible for all financial accounts of the association. Lazard was elected by the NASBE board of directors during its January meeting and will serve a one-year term. "By having someone from Indiana serve on the board, we are able to not only see what is working well for other states to bring best practices to Indiana, but also to share what Indiana is doing well that will have a positive impact on our colleagues from other states," said Lazard.

SAELP is the centerpiece of the Wallace Foundation's national LEADERS Count initiative, a five-year, $150 million commitment to place quality leadership at the core of school reform. The objectives of LEADERS Count are to attract and place a broader pool of able candidates for school leadership, to strengthen the abilities of principals and superintendents to improve learning, and to create conditions that allow principals and superintendents to perform as effective leaders.

    What Is The Indiana Small and Rural Schools Association?

    The Indiana Small and Rural Schools Association began as an outgrowth of the 1989 Spring conference on rural schooling sponsored by the Indiana Department of Education . The conference, which was originally intended as a one-time event, turned out to be extremely popular with those in attendance. (The conferees included representatives from small-town and rural districts all over Indiana.) They were eager to share concerns and problems that they felt are unique to their school districts. The most frequent comment on the conference evaluation forms was a desire for an ongoing forum that would permit small-town and rural schoolpeople to share ideas and information. That seed grew into the Indiana Small and Rural Schools Association. Return to top of page
    Why Join?
    You don't have to work in a small-town or rural school district to appreciate the benefits of belonging to the Indiana Small and Rural Schools Association. But it is important to remember that two-thirds of the school districts in Indiana enroll fewer than 2,500 students. The median enrollment of these small-town and rural districts is only 1,343 students. These little districts enroll nearly one-third of Hoosier schoolchildren! 1. The needs that gave birth to the Indiana Small and Rural Schools Association desire for a common voice for small-town and rural schooling, as well as for a means of sharing valuable information are at the head of its mission. Hoosier educators in small-town and rural school districts feel that their special concerns tend to be overlooked in the formation and enactment of education policy. They also feel the lack of a ready means of sharing valuable and useful information. The Indiana Small and Rural Schools Association provides a forum for the sharing and dissemination of common ideas, so that those who work in small school districts may speak with one voice about concerns that have not been adequately addressed in the past.

    The Carmel Clay Board of Parks and Recreation was created by the governments Carmel and Clay Township in order to cooperatively provide safe park lands and facilities to satisfy the community's need for recreation and preservation.     The State of Indiana and the Indiana Department of Education (IDOE) have provided vision, leadership, and ongoing support for technology initiatives since 1983. Local Efforts Local Education Agencies (LEAs) are responsible for planning, curriculum, staff development, and other issues related to the technology infrastructure. LEAs continue to look for the best resources available to them for planning, staff development, and hardware support, such as computer networks, bulletin boards, e-mail, library automation, and voice/video/data systems for classroom, staff development, and administrative needs. These resources include the IDOE, the Indiana Clearinghouse for Educational Technology (ICET), Educational Service Centers (ESCs), vendors, universities, telephone companies, outside experts, and schools. State Efforts The Indiana Department of Education provides resources, information, and technical support through its consultants. Other IDOE efforts include:

    • State-sponsored conferences and assistance to other conferences and professional organizations in the state

    May 2004 CARY BUZZELLI, A PROFESSOR IN CURRICULUM AND INSTRUCTION, HAS BEEN NAMED DEPARTMENT CHAIR. Succeeding Professor Susan Klein , who will retire at the end of June, Buzzelli will begin leading the Department of Curriculum and Instruction July 1. Serving as associate chair of the department for eight years, Buzzelli provided support to the untenured faculty while also coordinating special initiatives. A member of the early childhood program area, he has served as coordinator of the curriculum studies doctoral program for the last two years. His research has focused on the moral issues that teachers face and he most recently co-authored a book titled The Moral Dimensions of Teaching: Language, Power, and Culture in Classroom Interaction . Associate Professor Genny Williamson will serve as associate chair of the department. CHARLIE BARMAN, A PROFESSOR OF SCIENCE AND ENVIRONMENTAL EDUCATION AT IUPUI, was recently named a recipient of the Chancellor's Award for Excellence in Teaching. This honor, which is the highest campus award in recognition of teaching excellence, is given annually to one full-time and one part-time faculty member who best exemplifies the high standards of teaching expected at IUPUI, and who has earned respect and admiration from colleagues and students alike for the gift of instilling in students a love of learning and a respect for knowledge. Barman was honored at the Chancellor's Honors Convocation April 23.
