M Filed: On January 13, 2004, a juvenile court judge granted Home School Legal Defense Association's motion to dismiss a daytime curfew citation against the 13-year-old son of a member family in San Diego. The citation was issued on December 16, 2003, when a police officer was conducting "truancy sweeps" pursuant to San Diego's daytime curfew ordinance. At 12:30 p.m. on December 16, the 13-year-old was riding his bicycle on his way to do some Christmas shopping. A plain-clothes police officer stopped the child and asked why he wasn't in school. The young man told the officer that he was homeschooled: his private school independent study program was on Christmas vacation from December 15 through January 2 and his mother had given him permission for his errand.

Schools raise funds for attack victims
STAR PRESS STAFF REPORT MUNCIE - Students from several city schools have organized efforts to assist victims of the recent terrorist attacks on the United States. Results of a couple of such efforts are listed below.
  • Students at Riley Alternative school gave up snacks for 2 weeks and bought soda provided by staffers in hopes of raising $200 to donate to the survivors of New York City police officers and Port Authority Officials who died Sept. 11. Instead, the 48 or so students raised $315. The check was presented Oct. 3 to Molly Winters, national president of Concerns for Police Survivors and the widow of Greg Winters, a Muncie police officer fatally shot by a suspect in 1990. Winters is helping to train public safety officers in Washington, D.C., and federal employees in New York City to work with the families of attack victims.

    The Courier-Journal Hundreds of Boyd County High School students stayed home yesterday to protest the school's decision to allow a gay-rights student group to meet on school grounds. Of the school's 990 students, 420 were not in school yesterday, said district superintendent Bill Capehart. Most absent students were boycotting because of last week's vote by the school's teacher-parent council on the Gay-Straight Alliance, Capehart said. The students will be counted as absent for the day, Capehart said. A ministers' group is planning a community protest of the alliance Sunday. The council's 3-2 vote was its third this year about the group. It rejected the group's application twice before student organizers contacted the American Civil Liberties Union, which sent a letter in September to the council saying it was violating the federal Equal Access Act by denying the alliance permission to meet at the school in Cannonsburg. The act says if schools allow some extracurricular groups to meet at school, it must allow all groups to do so.

    FUM - Beilze Day 22 Friends United Meeting first became involved in Belize through the visionary work of Sadi Vernon, a native Belizean who returned to Belize in the early 1960's to carry on the same kind of work she did with Friends at Highgate at the Lyndale girls Home in Jamaica. She began the girls Continuation School, which has recently been renamed Sadie Vernon High School. Four years a go, acting upon another concern for the many young men who were not able to go on to high school because of failing the entrance exam, the Friends Boys School, which met in the Friends Center offices, was founded. Mike and Kay Cain are members of Portland Friends Meeting. They felt the call to help boys to Belize after a work mission in 1988. In 1995, they moved to Belize and assisted Sadie Vernon at the newly formed school for boys. In September 1998, they accepted the appointment from Friends United Meeting to be Belize Field Representatives, working mainly with the Friends Boys School. Mike serves on the school's board of trustees along with four Belizeans. Friends Boys School is a one-year prep school helping boys who didn't pass the entrance exam for high school. At the school, tutors work with the students in math, English, reading, health, science and Belize history. If the boys fail to pass the high school entrance exam again, FBS tries to place them in a trade school or other alternative school.

    Valpo High hit with racism lawsuit VALPARAISO: Former student says principal failed to stop abuse by five girls.

    HAMMOND When sophomore Matthew Rosa withdrew from Valparaiso High School earlier this year, the reason for his early departure was not even listed among the preprinted explanations offered on the exit form.
    The explanation was written in by hand as "racially discriminated against." No further details were given, until now. Rosa, who is of Puerto Rican descent, has filed a federal discrimination lawsuit, alleging repeated harassment by five female students this school year and a failure by top school officials to end the abuse.
    The suit, filed in Hammond, targets Valparaiso Community Schools, Valparaiso High School Principal Kenneth Brist, Assistant Principal George Gordon and the five female students, identified only as Jane Does 1-5.
    School district attorney David Hollenbeck declined comment and Munster attorney Michael Sears, who represents the school's insurance provider, could not be reached Wednesday.

    Indiana University, Bloomington Current School Funding Issues in Indiana

    This brief highlights three current school funding issues faced by Indiana and discusses possible courses of action available to the General Assembly. The first twoproperty taxes and urban school fundingare enduring issues that may require efforts across several sessions. The last issuealternative schoolshas specific objectives that may be attainable in a single session. To print this document, please click here first.
    The current formula generates higher average general fund property tax rates. This trend compounds a widespread perception that property taxes are increasing too fast in Indiana. (Note: General fund property tax rates are the general fund dollars raised per $100 of assessed valuation of real property in the school corporation.)
    In 1993, school corporations in Indiana levied general fund property tax rates that averaged $2.92 per $100 of assessed valuation. In 1996, all property in Indiana was reassessed. Due to this reassessment, the charged rate fell to slightly less than $2.73 per $100 of reassessed property in 1997. Without this reassessment, though, school corporations in Indiana would have levied general fund property tax rates that averaged $3.09 per $100 of assessed valuation. Thus, since 1993, general fund tax rates have increased by 17 cents, or 5.8%.
    This tax increase, though, has begun to address the taxpayer inequity that lay at the heart of the lawsuit that precipitated the 1993 change in the funding formula (

    The Briarcliff Elementary School is located in Shoreham, New York about 60 miles from New York City. It is a K-1 school serving 175 students from middle income families, 98 percent of whom are white. Brown Street Academy for Talent Development is located in Milwaukee, Wisconsin. It is a pre-K-5 school serving a student population of 600 that is 1 percent white, 75 percent African American, c. 10 percent Hispanic, c. 10 percent Asian/Pacific Islander, and c. 4 percent other. Ninety percent of the students are on free or reduced lunch. Centennial Elementary School is located in Littleton, Colorado near Denver.     She dives into a chair by friend April Vogleman and scoots closer. Together, they share a tub of markers and a bottle of glue to create their own unique pencil holders, crafted out of clothes pins, glue-on eyes and colored fabric to look like their favorite animal.
    The program provides morning and afternoon child care at Northwest, Roanoke, Central and Horace Mann elementary schools. Students from Lancaster and Andrews elementary schools utilize the program at Horace Mann. Before-school hours only are offered to Lincoln Elementary students. Morning child care is offered between 5:30 and 8:50 a.m., depending on individual school start times. Afternoon hours are from 2:30 to 5:30 p.m., depending on school dismissal times.

    Local residents continue efforts to help victims
    THE STAR PRESS STAFF REPORT Residents of East Central Indiana have continued efforts to assist victims of the recent terrorist attacks on the United States. Results of several such efforts are listed below.
  • Dawn Peckinpaugh, Muncie, has been making patriotic pins, outdoor ribbons and beaded bracelets to sell for donations to relief efforts. Initially, Peckinpaugh said, she made the pins for family members after the Sept. 11 terrorist attacks, but after getting inquiries about them from other people, she began making them to sell at work and during the Old Washington Street Festival. Donations for the earlier pins went to organizations like the American Red Cross and Salvation Army.
