ISU publishes assessment
of alternative education
TERRE HAUTE, Ind. An assessment of alternative education published by Indiana State University finds the state's six-year-old commitment to alternative education is paying off for students who may have previously slipped through the cracks of the public education system. [ See entire study Download Acrobat Reader "Making a Difference: Alternative Education in Indiana" found more than 80 percent of alternative education students either attaining or making satisfactory progress toward their academic goals. The study also shatters the stereotype that most alternative education students are "troublemakers." Legislation passed in 1997 provided funding to encourage the state's school corporations to establish alternative education programs. While only about 50 such programs existed at that time, the number of alternative schools has since increased to more than 250. Because they focus on individual goals and positive results, alternative education programs have demonstrated extremely high levels of success, the report says.

The City of Indianapolis, led by Mayor Bart Peterson, and the Indianapolis Public Schools (IPS) will provide "at risk" students at a new alternative high school and middle school with the latest communications advances via a grant from 3Com's Urban Challenge program. Using the grant, the schools, one which will occupy a retail space donated by the Simon Youth Foundation (SYF) and the other located in Indianapolis' historic Union Station, will deploy 3Com switching and voice technologies to help students attending these schools bridge the digital divide.
Working with SYF, students will use the 3Com systems to enhance a self-paced, self-directed curricula developed by IPS. After hours courses will include GED programs and 3Com's NetPrep program, a two-year course that introduces juniors and seniors to careers in network management and prepares them to earn an associate's degree in network administration.
The middle school will use 3Com technologies for network services designed to sharpen students' focus on values and leadership skills. Students attending these alternative schools will receive mentoring from community role models. The Indiana Pacers of the National Basketball Association are a key sponsor of the project. One school will actually be named "Pacers Academy." IPS is primarily using 3Com equipment today, and the two new schools will be connected to the IPS backbone.
The partnership between 3Com, the city of Indianapolis, IPS, and the Simon Youth Foundation, exemplifies what government, business and our schools can do together to help America's youth.

Professor named to research new uses for soybeans
Bernard Tao
Bernard Tao, a professor in agricultural and biological engineering, will help create value-added products from soybeans through the Department of Agricultural and Biological Engineering. The professorship was funded in partnership with the Indiana Soybean Board (ISB). "The use of renewable, domestic resources, such as soybeans, to replace petroleum fuels, chemicals and polymers can help national energy security as well as developing a new bio-based economy for Indiana," Tao said. "Soybeans are particularly promising due to their technical versatility and productivity as one Indiana's largest cash crops." Tao's research projects include making aviation jet fuel and home heating fuel from soybean oil, developing biodegradable coatings for food and industrial uses from soy proteins, creating inexpensive, environmentally safe airline de-icers, and developing laundry additives to improve fabric life. "Our work is targeted at making Indiana a national center for bioprocessing technology and industry to develop energy and industrial materials that utilize renewable, domestic sources such as soybeans," Tao said.

Hamilton County Schools Cut Bus Emissions with Soy-Based Fuel
Since biodiesel is engineered to replace diesel fuel, it can be added to any diesel engine fuel tank directly. As Indiana Soybean Board Executive Director Steve Ludwig explained, the school system does not need to pay for costly engine modifications that are often required for other cleaner-burning alternative fuels such as natural gas. While bus engines could operate with a biodiesel that is 100-percent soy oil, budget limitations and colder temperatures mean Hamilton Southeastern buses must operate with a fuel mixed with a traditional diesel fuel and the soybean-based oil. Philip Powlick, program manager with the Indiana Department of Commerce, Energy Policy Division, expects half of the additional cost to be paid by an alternative fuel transportation grant. Although, the Hamilton Southeastern has not completed its scientific mileage comparison between buses that are powered by biodiesel and traditional diesel fuels, Blackwell said she has noticed a little bit better pickup.

What is Zero Tolerance?
"Zero Tolerance" initially was defined as consistently enforced suspension and expulsion policies in response to weapons, drugs and violent acts in the school setting. Over time, however, zero tolerance has come to refer to school or district-wide policies that mandate predetermined, typically harsh consequences or punishments (such as suspension and expulsion) for a wide degree of rule violation. Most frequently, zero tolerance policies address drug, weapons, violence, smoking and school disruption in efforts to protect all students' safety and maintain a school environment that is conducive to learning. Some teachers and administrators favor zero tolerance policies because they remove difficult students from school; administrators perceive zero tolerance policies as fast-acting interventions that send a clear, consistent message that certain behaviors are not acceptable in the school. However, research indicates that, as implemented , zero tolerance policies are ineffective in the long run and are related to a number of negative consequences, including increased rates of school drop out and discriminatory application of school discipline practices. Proven discipline strategies that provide more effective alternatives to broad zero tolerance policies should be implemented to ensure that

We in Indiana are blessed to have laws that allow us to home educate our children. The law requires that our children be in school from 7-17 years of age and that they attend school for 180 days each year. It is highly recommended that you join the Home School Legal Defense Association. Legal problems in Indiana are infrequent, but membership in HSLDA insures proper legal counsel if necessary.
Compulsory Attendance Ages: "Earlier of the date on which the child officially enrolls in a school or reaches the age of 7 until the date on which he reaches the age of 18." West's Annotated Indiana Code Sec. 20-8.1-3-17.
Required Days of Instruction: "for the number of days public schools are in session in the school corporation in which the child is enrolled in Indiana," or "if the child is enrolled outside Indiana, for the number of days the public schools are in session where the child is enrolled." Generally, 180 days.
Required Subjects: "Instruction equivalent to that given in the public schools," Ind. Code Ann. Sec. 20-8.1-3-34. "A school that is nonpublic, non-accredited, and not otherwise approved by the Indiana State Board of Education is not bound by any requirements set forth in IC 20 or IC 21 with regard to curriculum or the content of educational programs offered by the school." What is the Model United Nations?

Model UN programs have been in existence for more than forty years serving to teach students the history, politics and foreign policies of various countries through role-playing. Students begin to understand the importance of the United Nations in the world today. They become familiar with major international problems and issues and experience the give and take of diplomacy as they attempt to pass resolutions. In addition, the model provides an opportunity for students to learn parliamentary procedure and to improve their public speaking skills. At the IUS conference, students are assigned, two to a delegation, to one of the fifteen countries in the UN Security Council to debate issues and pass resolutions. Awards are given to the best delegate and delegation of each Council and the best position papers written on each agenda topic. The experience is a win-win situation for students. ndiana, a conservative state where change is often a matter of sharp debate, continues to progress at a slow but deliberate pace on school reform. Last fall, for the first time, the state gave 10th graders the Indiana High School Graduation Qualifying Exam, which all students must pass to graduate beginning with the class of 2000. The results will not be in until sometime this month, but educators predict that about one-third of students will not meet the standards, which were set by a national panel of experts and by Indiana teachers. In December, high school math and English teachers from across the state took the test themselves, individually rated the difficulty of each question, and reached a consensus about what students should know in order to receive a high school diploma. Then, representatives from the U.S. Department of Education and the test publisher, CTB/McGraw Hill helped set the passing level. The test is an answer to the cries for accountability from many in Indiana, but the state is trying to balance the high-stakes measure with some additional support for schools. Suellen Reed, the state schools superintendent, was planning a statewide education conference for last month focused on technology and professional development. State education officials also planned to convene a panel of stakeholdersincluding the commissioner of higher education, business leaders, and K-12 education leadersfor a discussion on education reform.

Project Summary
Project History The second year of the IPM Program in Monroe County Schools has to be termed a success. The program began in 1994 by examining our current pest control behavior. It was evident that we needed to change what we were doing and how we went about doing it. The pilot IPM program began with three (3) schools in the winter of 1996. During the summer of that year it was decided the program could be initiated in all 18 MCCSC schools. That was done in August of 1996. The Partnership that was formed to accomplish this task consisted of:
