If one in eight Ford Tauruses failed to operate, Taurus would quickly lose its reputation for quality and its popularity with the public. According to tenets of Total Quality Management, if Ford tried to focus blame on individual workers rather than improve systemwide quality, the problem would most likely persist, public and stockholder confidence would deteriorate, and the company might soon be bankrupt. One in eight students does not complete high school. Minorities, the poor, and the disabled often fare worse. Over 50 percent of students in a quarter of the nation's poor, urban high schools fail to graduate. Suspension, expulsion, retention, chronic failure, and alienation all contribute to unacceptable dropout and incompletion rates. Yet rather than take a systems approach to improvement, many states have created alternative schools for the "problem" individuals thought to degrade general education quality. Alternative schools evolved decades ago to provide an academic option for students not successful in regular education programs

    Alternative school may change locations PORTER COUNTY: Program for at-risk students suffering from funding woes

    VALPARAISO The Porter County Alternative School may have to find a new home, and the possible move is a worry for educators who support the program, aimed at keeping potential dropouts in class.
    "The key is a neutral site," said Ann Davies, president of the Valparaiso Teachers Association. The alternative program, located at the Porter County Career Center, may be moving in the future. Statewide educational funding problems are making it difficult for the Valparaiso Community Schools, which owns and operates the Career Center and its programs, to maintain the Alternative School.
    Recent hits in education funding at the state level have sent school districts scrambling to cut some programs in favor of maintaining others. Portage Township Schools, which traditionally sent 30 students to the alternative program, cut its involvement this spring. The Duneland School Corp. has dropped to 15 students, down from 30. The smaller school districts, which sent an average of 10 students, now enroll four or five to the alternative program.
    "We're very concerned about that enrollment. It's a very expensive program," said Michael Benway, Superintendent of Valparaiso Community Schools. "We understand alternative school is more expensive than regular education, but with the tight finances, it has to be close to self-sustaining."

    Understanding School Violence Home Search Contact Us Schools that are safe and responsive have plans and procedures in place to deal with violent and disruptive behaviors that do occur. Over-reliance on suspension and expulsion is replaced by an extensive array of options that can be matched to the severity of the offense. In particular, well-prepared schools and districts have in place crisis intervention plans that detail the roles and procedures used to respond to crisis events. How can schools begin to develop an array of options as an alternative to suspension and expulsion? If we are to break the cycle of violence in American society, we must begin to look beyond a program of stiffer consequences to an array of effective responses geared toward the seriousness of the offense. A number of such alternative responses might be made available: In-school disciplinary alternatives : Saturday school or in-school suspension keep students in school while being disciplined. The effectiveness of in-school suspension seems to depend on its implementation; programs with a well-trained supervisor that require students to continue their academic assignments are more likely to be effective.

Lake Ridge Alternative School Wins Coveted State Award for Second Time There are 250 alternative schools in Indiana, and of these only two have achieved the status of an Exemplary Program more than once. What started out as a school for disruptive students in the Lake Ridge Schools has evolved into a program that incorporates nearly 100 students from Griffith, Highland, and Munster. Ensweiler provides half-day classes for high schoolers and a full time curriculum for middle school students. Individual instruction, flexible scheduling, an a low student to teacher ratio have all contributed to the Academy's success, but it's the dedication and innovation of the staff that has had the biggest impact. For a school that was begun to primarily handle students with disciplinary problems, discipline problems at Ensweiler are surprisingly few.

    As a result of incentive grants, the number of public alternative high schools in Indiana has more than doubled in 2 years. This study examined the extent to which alternative school principals in that state knew and supported research-based tenets of effective alternative schools provided in the literature. In addition, possible associations between principal career orientation and levels of knowledge and support were tested. Results indicated that overall levels of knowledge and support were moderate. Principals who intended to remain in their current positions had slightly higher knowledge of effective practices than principals who intended to return to traditional schools. Levels of support, however, were not statistically different between the two career groups. As national and state policymakers shifted their attention from equality issues to excellence issues during the 1970s, interest in alternative schools waned. While many of the established schools survived, local district officials lost interest in creating new ones. The trend shifted in the late 1980s, however, largely because many leading reformers believed that equity and excellence could be pursued concurrently (Kowalski, 2003). The proliferation of alternative schools over the past 2 decades has stemmed from the realization that traditional institutions are not effectively reducing the number of students at risk of not completing the 12th grade. Although there are now more alternative school principals than at any time in the past, fundamental questions about these administrators raised more than 30 years ago have never been fully answered.

    Governor of Indiana Because good public schools are the key to Indiana's future, they are the single most important obligation our state has to us all. As governor, working to guarantee every Hoosier a quality public education will be the most important thing I do. My wife Judy and I grew up attending Hoosier public schools (we met at IU), and that's how we raised our kids in Corydon. Learning is the path to everything good in life, and any school that falls short is shortchanging kids today and threatening to limit their personal horizonsnot to mention ours, collectively, as the Hoosier statefor years to come.

    Gregory Ferrell was reading a letter at his school on James Island when he caught two girls peeking over his shoulder.
    "If you don't stop following me," Ferrell recalls saying, "I'm gonna poke your little eyes out."
    The episode was the third in a quickly paced chain of cursings and threats that culminated in his expulsion and placement at the Charleston County Discipline School.
    Ferrell, 15, admits his mistakes straightforwardly.
    He says he didn't listen in school. He didn't want to do his work. He started getting written up, hanging out with a bad crowd, smoking pot. He ran away from home; his foster family kicked him out. He got referral after referral, suspension after suspension. He lost count of how many.
    But the discipline school, a plain building off Rivers Avenue in North Charleston, may be the salvation of the taciturn boy as well as a feather in the cap of the alternative school system, a growing response to repeat behavioral problems regular schools can't or don't want to handle.
    Ferrell just arrived in December, but he has been moved up a grade and has been made a "black shirt," a leader among the students. He seems at peace with himself, and he winces at the mere suggestion of talking back to a teacher.

    The Rise of Alternative Schools
    With smaller class sizes and more personal attention, public alternative schools are attracting at-risk students – and igniting their natural desire to learn
    By Ceci Jones Mandy Eltz has bleak memories of her days spent at Martinsville High School. She is dyslexic and writes slowly, needing more time than the average student to complete assignments. Eltz would stay up until 3 a.m. doing homework – and half of it still wouldn’t get done. “Because I write kinda slow,” she says, “I would miss half of the notes on the projector too.”
    Aurora Principal Chuck Holloway says, "My goal is to create a place where kids will want to come to school." Discouraged, Eltz dropped out of high school at 16. At age 18, though, Eltz has found a new academic home at Hammons Off-Campus School in Martinsville, Ind. A public alternative school that is part of the Martinsville School District, Hammons has helped to turn Eltz’s life around. “My future plans are to get my diploma and study to become a veterinarian,” says Eltz. “At Martinsville High School, I basically made all Fs. Here, I have a B average. I don’t feel rushed here and can go at my own pace. The teachers have more time to help me too. Without Hammons, I wouldn’t have gone back to high school.”

    The Courier-Journal About Top Jobs They've broken the law. They've been abused. They're in danger of dropping out. Now the state Department of Education says it's unfair to hold their home schools accountable for their scores. Education officials want to stop including those students' test scores in school totals. Instead, their scores would be counted only for districts or the state, which face less severe penalties than individual schools for failing to meet state and federal academic standards. "What we're trying to do is come up with something that will ensure that somebody is responsible for every student and every student's learning," said Helen Mountjoy, chairwoman of the state Board of Education. But some educators and youth advocacy groups worry that the proposal could result in those students being overlooked.
