INSTITUTION NATIONAL COMMISSION FOR WOMEN* I In January 1992, the National Commission for Women (NCW), was set up as a statutory body under the National Commission for Women Act, 1990 ( Act No. 20 of 1990 of Govt.of India ) to review the constitutional and legal safeguards for women; recommend remedial legislative measures, facilitate redressal of grievances and advise the Government on all policy matters affecting women. NCW tackles the problems by ensuring that investigations by the police are expedited and monitored. Family disputes are resolved or compromised through counselling. As per the 1997 Supreme Court Judgement on Sexual Harassment at Workplace, ( Vishakha Vs. State of Rajasthan ) every employer is required to provide for effective complaints procedures and remedies including awarding of compensation to women victims. In sexual harassment complaints, the concerned organisations are urged to expedite cases and the disposal is monitored. For serious crimes, the Commission constitutes an Inquiry Committee which makes spot enquiries,examines various witnesses, collects evidence and submits the report with recommendations. The implementation of the report is monitored by the NCW. The complaints received by the NCW show the trend of crimes against women and suggests systemic changes needed for reducing them. The complaints are analysed to understand the gaps in the routine functioning of government in tackling violence against women and to suggest correctional measures. The complaints are also used as case studies for sensitization programmes for the police, judiciary, prosecutors, forensic scientists, defence lawyers and other administrative functionaries.

Congress party lawmakers were scheduled to meet early Monday to discuss efforts to create a new government, one day after a hardcore Hindu party in India's defeated coalition government said that Italian-born Gandhi had no right to rule the country because she is of non-Indian descent. Gandhi and other leaders are strugging to develop a new government following the stunning defeat of Prime Minister Atal Behari Vajpayee's 13-month-old coalition government. Vajpayee lost a confidence vote in parliament on Saturday by one ballot.

    This paper represents a contribution to the ILO's Action Programme on Youth Unemployment being undertaken in the 1996-97 biennium. The Action Programme is intended to: (i) raise awareness amongst constituents concerning the problems associated with the labour market entry of young people; (ii) to improve their understanding of the advantages and disadvantages of the principal policy and programme options for tackling the problem of youth unemployment; and thus, (iii) enhance the capacity of member States to design and implement policies and programmes for promoting youth employment. The Action Programme includes country case studies from all over the world as well as policy reviews concentrating on specific topics within the ambit of the youth unemployment "problem". The country case studies will be used as the basis for the major output of the Programme, a comparative report on youth unemployment and youth employment policy. Since the beginning of planning in India, the youth have been recognised as "the most vital section of the community". (India, Planning Commission, 1952. p. 615). Among the problems faced by the youth, particular reference has been made to unemployment (besides inadequate educational facilities and lack of opportunities for social development, national service and leadership). Quite appropriately, the problem of youth unemployment has been recognised as an aspect of the national unemployment problem. However, the varied youth welfare activities, including the promotion of sports, have been designed and developed in a setting in which the much higher relative incidence of youth unemployment has not received adequate attention.
