BACKGROUND The Government of India and the European Union are committed to the importance of raising public awareness on India-EU links and to the need of increasing mutual understanding between the two regions. Mobilising civil society channels is recognized as being vital in achieving this objective. The key objective of the ECCP is to promote and support links and joint ventures between civil society organizations in India and the European Union in the fields of media, enterprise and university. The programme was first launched in 1997. Projects already funded include networking and joint productions, information exchange and research collaborations and the organisation of cultural events. Before launching the 2003 Call for Proposals an international workshop was organised in New Delhi on 14 and 15 November 2002 with the dual purpose of reviewing the achievements so far and of making informed recommendations for the future direction of the programme. Participants in the workshop included representatives of previous projects and senior Government of India and European Union authorities.
