As House members cast their votes to turn over Clinton's case to the Senate for trial, political observers and citizens alike by and large decried the move as one that had the potential to turn American democracy on its ear. One year later, one might hardly know the entire ordeal happened at all.

Web posted at: 2:07 p.m. EST (1907 GMT) MOSCOW (AP) A parliamentary panel seeking to impeach Russian President Boris Yeltsin finalized its guilty verdict Friday and prepared to present it to the full legislature next week. The panel, which has found Yeltsin guilty on all five counts, may meet one more time to settle some procedural issues before presenting its report to the lower house of parliament, the State Duma, impeachment commission chairman Vadim Filimonov said. However, the Communist-led effort is unlikely to succeed, partly because Russian law gives the president an upper hand in dealing with parliament. Filimonov said the conclusions may be handed over to the Duma next Thursday, and the impeachment motion may be discussed early next month.

Friday, May 14, 2004; Page A12 TOKYO, May 14 South Korea's Constitutional Court on Friday restored President Roh Moo Hyun to power, striking down an impeachment widely viewed as an attempt by opponents to halt his political agenda, which includes rapprochement with North Korea. In a decision broadcast on national television, the court rejected impeachment charges of incompetence and mismanagement. The court president, Yun Young Chul, said a charge of illegal electioneering "was not serious or grave enough to justify the unseating of the president." Roh's impeachment on March 12 the first ever of a South Korean president was marked by brawls in the National Assembly and candlelight vigils and rallies in support of Roh by student groups. Roh had been stripped of his constitutional powers pending the court's decision, leaving Prime Minister Goh Kun to serve as acting president. "We accept the ruling of the Constitutional Court with a humble heart in front of the people and history," presidential spokesman Yoon Tae Young said.

MOSCOW (CNN) The lower house of Russia's Parliament decided Monday to delay debate on impeachment charges against President Boris Yeltsin. The decision came despite Yeltsin's appeal to hold the debate or drop the issue completely. The debate was scheduled to begin Thursday, but lawmakers decided instead to begin discussions Friday on what type of impeachment vote to hold. Duma speaker Gennady Seleznyov said the debate on whether to hold a secret or an open ballot on the impeachment charges could delay debate on the actual charges until mid-May. Earlier, Yeltsin spoke with Seleznyov by phone to demand immediate consideration of the matter. "In the course of his telephone conversation with the Duma speaker ... the president reiterated his position that the issue should either be considered now or dropped for good," a Kremlin spokesman said by telephone.

The two month trial of our constitutional system's first presidential impeachment has ended with the impeachment being dismissed. At 10:28 a.m. Friday, the Constitutional Court dismissed the outgoing National Assembly presidential impeachment request and ruled that President Roh's powers be restored. Accordingly, Roh is to have his powers immediately restored from the time of Constitutional Court president Yun Yeong-cheol's ruling. The National Assembly, however, will come under criticism that it launched a groundless impeachment. The court, citing article 36, clause 3 of the Constitutional Court law, felt that not releasing the minority opinion would be proper, but it did not confirm how the nine justices split of the decision. The court ruled that there were no procedural problems with the National Assembly's impeachment vote, and therefore could not accept the presidential defense team's reasons for dismissal.

Web posted at: 9:56 p.m. EST (0256 GMT) (CNN) Those who watched the House Judiciary Committee's hearings on the impeachment of President Bill Clinton may have noticed Chairman Henry Hyde's liberal use of the gavel in the last minutes of the proceedings. "I just want to announce that I have been given several ceremonial gavels, which I am to use up here, and then they are to be given to people for what purpose, I don't know," Hyde said. Their purpose, like the 100 pens for the impeachment trial oath signings by the 100 senators: They are all souvenirs. But many who watch the market for memories say there's not much call yet for the pens and gavels that have punctuated the historic proceedings. Mort Berkowitz of New York has a collection of more than 800,000 political items. Unless something changes, Berkowitz said, there's nothing from Clinton's impeachment that he would buy.

Costello pushes hearings on Cheney

U.S. Rep Jerry Costello has called for impeachment hearings against U.S. Vice President Dick Cheney during Congress' session that begins today. Costello called for hearings Saturday while on the Iowa caucus campaign trail with fellow U.S. House of Representatives member and presidential candidate Dick Gephardt, according to the Drudge Report. Costello questioned the award of billions of dollars of contracts to Cheney's former corporation Haliburton to extinguish fires and rebuild Iraq's oil infrastructure after the war. "Can you imagine what the Republicans would be doing to a Democratic president who was a CEO of a company that now has gotten billions of dollars worth of contracts no-bid contracts without competition?" Costello, D-Belleville, was quoted as saying. "There would be hearings day after day. And my prediction to you is that you will see in this session of Congress ..., there will not only be hearings, but I think there ought to be impeachment hearings."

Articles of Impeachment for George Bush

Resolution impeaching George Bush, President of the United States, for high crimes and misdemeanors.
Resolved, that George W. Bush, President of the United States, is impeached for high crimes and misdemeanors, and that the following articles of impeachment be exhibited to the United States Senate: Articles of impeachment exhibited by the House of Representatives of the United States of America in the name of itself and of the people of the United States of America, against George W. Bush, President of the United States of America, in maintenance and support of its impeachment against him for high crimes and misdemeanors.
Article I
In his conduct while President of the United States, George W. Bush, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect, and defend the Constitution of the United States, and in violation of his constitutional duty to take care that the laws be faithfully executed, has conspired to exceed his constitutional authority to wage war, in that: On March 19, 2003, George W. Bush invaded the sovereign country of Iraq in direct defiance of the United Nations Security Council. This constitutes a violation of Chapter 1, Article 2 of the United Nations Charter and a violation of Principal VI of the Nuremberg Charter. According to Article VI of the United States Constitution "This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land;". George W. Bush has thus acted in violation of the supreme Law of the Land by the following acts:

Impeachment Trial of President Clinton The impeachment trial of President Clinton is a "moral" issue, with serious political repercussions, but it is not a "political" issue. The issues are "perjury" and "obstruction of justice", both moral, not political issues… it is a shame that in the House all the Republicans voted "yes", and all the Democrats voted "no", with four honorable exceptions… they look more like "sects" rather that the Congress of the USA…. Shame to you both, Republicans and Democrats of the House!. Now, if a Senator thinks President Clinton committed "perjury", he should vote for impeachment, no matter if he is a Republican or a Democrat, and if he thinks the President did not commit perjury, he should vote "no", no matter the party line. IMPEACHMENT
Impeachment, the process specified in Article I, Sections 2 and 3, of the Constitution for trial and removal from office of federal officials accused of misconduct, has two stages: (1) the House of Representatives brings a formal accusation, known as "articles of impeachment," against the official, and (2) the Senate tries the impeached official on these articles. A two-thirds vote is required for conviction. The sole penalties after conviction are removal from office and disqualification from future officeholding under the Constitution. The Framers of the Constitution borrowed impeachment from the English constitutional system; the seventeenth-century parliamentary opponents of the Stuart kings used impeachment as a powerful political weapon against officials allied with the Crown, and colonial legislatures in the seventeenth and eighteenth centuries followed their example. Article II, Section 4, of the Constitution defines only "Treason, Bribery, or other high Crimes and Misdemeanors" as impeachable offenses. The exact meaning of "high Crimes and Misdemeanors" is a perennial source of controversy. One school of thought maintains that the phrase covers only crimes for which one can be indicted under federal or state law. Others insist that impeachable offenses also include offenses against the basic principles of the Constitution and the rule of law, including acts not indictable by a federal or state grand jury.
