SEOUL, South Korea South Korea's constitutional court has overturned a vote by parliament to impeach President Roh Moo-hyun, reinstating him to office. The opposition-dominated National Assembly voted to impeach the president on March 12 amid claims he violated presidential neutrality by publicly endorsing a political party. Roh will now be allowed to serve out the remainder of his term, which ends in 2008. If the court had decided to uphold the impeachment, a presidential election would have to have been held within 60 days. The nine-member court convened at 10 a.m. (0100 GMT). The president of the court, Yun Young-chul, said the majority had ruled to overturn the vote. Last month, a pro-Roh party won a majority in a parliamentary election, providing evidence to the court that most South Koreans were against the impeachment. (Full story)

SEOUL, South Korea Lawmakers loyal to South Korean President Roh Moo-hyun have put their bodies on the line, physically blocking the National Assembly from voting on an unprecedented impeachment motion against the embattled leader. Thursday's session was later adjourned until Friday because Speaker Park Kwan-yong could not reach the podium to call a vote. Angry opposition leaders slammed the maneuver by members of the pro-Roh Uri Party as a "mutiny against constitutionality" and vowed to push through with the impeachment vote on Friday. Park said he would use "every means available to him," to make sure the session is held Friday, suggesting he would use security forces to remove any lawmakers that physically stand in his way.

Once before in American history, during the turbulent era of Reconstruction that followed the Civil War, a president was impeached by the House of Representatives and tried before the Senate. This was Andrew Johnson, like Clinton a Southerner who had alienated a majority of Republicans in Congress. There, however, similarities between the two impeachments begin and end. Johnson’s Reconstruction policy is often described as one of "leniency" toward the South. It was lenient enough to white Southerners, whom Johnson quickly restored to control over local affairs. To the four million emancipated slaves, however, Johnson’s lily-white plan of Reconstruction was extremely punitive. Johnson ordered black families evicted from land on which they had been settled by the U. S. army, and through the notorious Black Codes, the southern governments he created attempted to reduce blacks back to the condition of dependent plantation laborers. Between 1865 and 1867, Northern Republicans slowly became convinced that Reconstruction must recognize blacks as American citizens entitled to equality before the law and, for men, the right to vote. Johnson, a thoroughgoing racist, opposed these policies. The 1866 Congressional elections, a sweeping victory for the Republicans, demonstrated that unlike Clinton, Johnson had little popular support. Nonetheless, Johnson attempted to use the patronage and his command of the army to obstruct Congressional policies.

Wahid impeachment proceedings begin
JAKARTA, Indonesia The People's Consultative Assembly has launched formal impeachment proceedings against President Adburrahman Wahid just 21 months after it picked him as Indonesia's first democratic head of state in four decades. A few hours earlier, Wahid declared on national television that he would boycott the hearing, which he described as unconstitutional and treasonous. An overwhelming majority of assembly members voted to proceed with the impeachment process with or without the cooperation of the president, who has repeatedly threatened to declare emergency rule and dissolve the assembly. Some predicted he could be dropped within days and replaced by Vice President Megawati Sukarnoputri, the daughter of Indonesia's founding leader, Sukarno.     The Constitution deals with the subject of impeachment and conviction at six places. The scope of the power is set out in Article II, Section 4: "The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors." Other provisions deal with procedures and consequences.
