Yeltsin rejects delay in impeachment debate

MOSCOW (CNN) President Boris Yeltsin told the Russian parliament Monday that it should go ahead with a pending impeachment debate or drop the matter completely, the Kremlin said. Yeltsin spoke by telephone with Duma speaker Gennady Seleznyov to convey his message to parliament's lower house. "In the course of his telephone conversation with the Duma speaker ... the president reiterated his position that the issue should either be considered now or dropped for good," a Kremlin spokesman said by telephone. The Communist-led Duma is currently scheduled to vote Thursday on five charges against Yeltsin, but lawmakers began late last week discussing the possibility of delaying the vote while Yeltsin spearheads Russia's opposition to the NATO bombing in Yugoslavia. A Duma panel has charged Yeltsin with instigating the Soviet Union's collapse in 1991, engaging in an illegal war in Chechnya, waging genocide against the Russian people with his economic policies, illegally dismissing the Soviet-era parliament in 1993, and bringing the nation's military to ruin.

Web posted at: 6:25 p.m. EST (2325 GMT) WASHINGTON (AllPolitics, January 7) In a renewed attempt at bipartisan compromise, Senate Republicans and Democrats will meet at 9:30 a.m. ET Friday to discuss how to proceed with the impeachment trial of President Bill Clinton. Senate Majority Leader Trent Lott and Minority Leader Tom Daschle, at a joint news conference, said the two sides will try again to agree on procedures for Clinton's trial, which opened Thursday with a solemn, scripted ceremony. Henry Hyde, the chief House prosecutor, concluded the Republican managers' case Monday for removing President Bill Clinton from office. But White House Counsel Charles Ruff said nothing Clinton did justifies throwing him out of office. Rep. Henry Hyde When the court of impeachment reconvenes at 1 p.m. EST Tuesday, the 100 senators will begin their final deliberations, with an up or down vote on the two articles of impeachment expected Thursday or Friday. "If you agree that perjury and obstruction of justice have been committed and yet you vote down the conviction ... you raise the most serious questions of whether the president is, in fact, subject to the law or whether we are beginning a restoration of the divine right of kings," Hyde, an Illinois Republican, warned the Senate. Yet throughout their closing arguments, House prosecutors seem resigned that they will not convince the Senate to remove Clinton over charges of perjury and obstruction of justice relating to his illicit sexual affair with Monica Lewinsky.

Previous Chapter Next Chapter Quote Fourth Circuit Court of Virginia was the jurisdiction Andrew Johnson wanted for the treason trial of Confederate President Jefferson Davis Military officials wanted to try him in their courts. The authorities debated over the jurisdiction for two years while Davis was imprisoned. Johnson knew a military trial would make Davis a martyr. Chase refused to hear cases in the Virginia Circuit while the State was still under the military government and not until the writ of habeas corpus was restored. When Chase finally sat at the Davis trial in November 1868 he approved Davis' lawyer's argument that the 14th Amendment that had recently gone into effect applied to Davis. In December Johnson issued a general amnesty. At the next session of circuit court, Chase discharged Davis on the grounds he was included in the pardon and could not be tried ex post facto.
Impeachment trial of President Andrew Johnson
At the only impeachment trial of a president in history, the Impeachment of Andrew Johnson for High Crimes and misdemeanors, (1868), Chase refused to let the Senate turn the hearings into a mockery of the law when he faced an angry mob of radical senators who wanted to limit the Chief Justice's power in the trial. Chase insisted and by cleverly out maneuvering the senators, he insured that the trial would be conducted with impartially and with the proper character of judicial process assuring the President a fair trial. The Senate knew if Chase didn't have his way, the Chief Justice could refuse to preside over the trial thereby violating the Constitution.

Grounds for Impeachment
Article II Sec. 4 of the Constitution states that: "The President, Vice President and all Civil Officers of the United States, shall be removed from Office on Impeachment for and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors." Boyle says that waging a war of aggression is a crime under the Nuremberg Charter, Judgment and Principles. "It's very clear," he adds, "if you read all the press reports, they are going to devastate Baghdad, a metropolitan area of 5 million people. The Nuremberg Charter clearly says the wanton devastation of a city is a Nuremberg war crime."

In this story: Impeachment proceedings continue RELATED STORIES, SITES MOSCOW (CNN) Claiming Prime Minister Yevgeny Primakov had done little to improve Russia's ailing economy, President Boris Yeltsin fired him Wednesday the day before the communist-led State Duma was to begin impeachment proceedings against the president. The decision, Yeltsin said, was "a difficult but necessary one." "We are just treading water," he said. "The economy is not working. What we need is a clever breakthrough, not just prudence." Yeltsin named his interior minister, Sergei Stepashin, to serve as acting prime minister, and submitted Stepashin's name to the legislature for approval as the permanent prime minister. Stepashin, a longtime Yeltsin ally, also heads Russia's police forces and internal security units.

Charlie Rangel (D-N.Y.), a lead critic of the Bush administration's policy in Iraq, introduced eight articles of impeachment Thursday against Defense Secretary Donald Rumsfeld amid Congressional outrage over the Pentagon's handling of charges of prison abuse by U.S. soldiers. "I think that this rises to the point that it's a high crime and misdemeanor if he disappointed the president, kept information from the Congress and kept this information from the American people," Rangel said on the House floor.

Among the prospective charges against Rumsfeld included in the Rangel's impeachment measure are that the Defense chief "contributed to an atmosphere of lawlessness" that permitted the abuses to take place, and "abdicated his role" in allowing such a breakdown in discipline. The articles also charge that Rumsfeld "urged and oversaw" the removal of Saddam Hussein under a "false premise" - namely, that the United States was under threat of "imminent" attack from weapons of mass destruction and that Iraq's dictator was in league with al Qaeda in the Sept. 11, 2001, terrorist attacks.

In a 6-1 vote, the council decided to send a letter to members of the House Judiciary Committee asking the panel to investigate the president.

Dozens of activists cheered the decision, even though the letter was a muted version of their proposal for a council resolution in favor of impeaching Bush and other top members of his administration. ``It's a courageous action,'' said Sherry Conable, leader of a coalition of 10 local groups that support impeachment of all top administration officials.

Wahid calls for fight against impeachment
'We must fight with all our might': Wahid JAKARTA, Indonesia Indonesian President Abdurrahman Wahid has stepped up his campaign against impeachment, urging Indonesians to "fight with all our might" against what he calls a violation of the constitution. His presidency has been teetering since a parliamentary inquiry linked him to two graft scandals earlier this year. Opposition lawmakers have tipped Vice-President Megawati Sukarnoputri, whose bid to presidency in 1999 was dashed in last-minute backroom deal, to succeed Wahid.

While some information germane to impeachment is offered on this site, IC will not showcase the latest theories or stories on George W. Bush's misconduct in the White House. The Petition , featured below, and the Articles of Impeachment (included in the lobbying kit) fully document this administration's villainy in accurate detail. It is assumed that voicing concern over an issue is something conducted by professional lobbyists. What is not so evident is that ordinary people, coming together in an organized manner, can greatly impact the decisions of their elected officials. Traditional values, such as patriotism, have been expropriated by the current administration and put to use in the service of waging the administration's wars. Impeach Central is a place where the patriot is an engaged citizen proudly standing up and speaking his or her truth. There is no "you're either with us or against us" mentality. Only the integrity of one's conscience is relevant. IC calls upon all of us to put democracy in action. The well-worn question of choosing impeachment over election is frequently asked. Both processes are essential to the health of the nation at this critical juncture. Elections are about voting for a preferred candidate; impeachment is about criminal wrongdoing. Though there is speculation about the legitimacy of the upcoming election, one fact remains clear: The Bush Administration has violated domestic and international laws, circumvented the Constitution, and undermined our democratic rights. The remedy is obvious; it is finely articulated in Article II, Section 4 of the US Constitution:
