Historic Background on the Impeachment and Trial of President Andrew Johnson
The Significance of President Johnson's Impeachment and Trial Johnson's impeachment trial is considered to be important because it checked the attempt among certain Members of Congress to establish congressional control of federal policy and relegate the President's role in governance to that of a chief minister's. The acquittal of Johnson also prevented later Congresses from using the threat of impeachment as a means of settling policy differences with the executive. Finally, the acquittal meant that in future impeachment trials the defendant would have to have committed an actual crime in order to be convicted. The Impeachment The Senate Trial sine die without considering the remaining articles.

Impeachment is the process by which a legislative body formally levels charges against a high official of Government . Impeachment does not necessarily mean removal from office; it is only a formal statement of charges, akin to an indictment in criminal law , and is thus only the first step towards removal. Once an individual is impeached, he or she must then face the possibility of conviction via legislative vote, which then entails the removal of the individual from office. Because impeachment and conviction of officials involves an overturning of the normal Constitutional procedures by which individuals achieve high office (election, ratification, or appointment) and because it generally requires a supermajority, it is usually only reserved for those deemed to have committed serious abuses of their office. Impeachment has its origins in English law but fell out of use in the 18th century. Wahid's is struggling to formulate a compromise that will save his job JAKARTA, Indonesia Indonesia's national assembly has approved the start of formal impeachment proceedings against President Adburrahman Wahid, who boycotted the meeting despite demands that he defend his record as president. "I will not attend this illegal meeting," he said in a nationally televised speech. The national assembly (MPR) convened Saturday to decide whether to hold the special session on Monday, which could impeach the president. The full parliamentary session opened with 444 of the 695 sitting members present. The 56 members of Wahid's National Awakening Party (PKB) boycotted the session. Wahid sets deadline for end to impeachment
Wahid's supporters continue to congregate on the streets of Jakarta By staff and wire reports JAKARTA, Indonesia Indonesian President Abdurrahman Wahid has given legislators a week to call off moves to impeach him. The deadline was imposed by the embattled leader on a day in which he also warned of the need for "firm action" to protect the country. "I will give them until Friday. After that we will see what happens," Wahid said after weekly prayers at a Jakarta mosque. "The government is working hard to handle the security problem so that the political situation can be stabilized," he said. The Impeachment of Andrew Johnson »Name: Salmon Portland Chase back to Who Was Who S In one of his first acts as Chief Justice, Chase appointed John Rock as the first African-American attorney to argue cases before the Supreme Court. In March 1868, Chase presided over the removal trial of the impeached President Johnson in the U.S. Senate. The Chief Justice brought to the trial a much needed air of dignity and impartiality. As the first impeachment trial of a President under the Constitution, Chase realized that the procedure would set important precedents. He insisted that the Senate conduct itself as a court of law, not as a legislative body. Chase was unable to forge a solid majority during his tenure as Chief Justice and often found himself in dissent on such important cases as Ex parte Milligan (1866), Bradwell v. Illinois (1873) and the Slaughterhouse Cases (1873). In Texas v. White (1869), however, he authored the majority opinion that ruled secession unconstitutional and reaffirmed the Congressional right to guarantee republican government in the states. This decision essentially endorsed Congressional control over the Reconstruction process.

Zambian parliament votes overwhelmingly against impeachment
President Levy Mwanasa in 2002 Story Tools RELATED Zambia LUSAKA, Zambia (AP) President Levy Mwanawasa survived an attack on his presidency Wednesday when lawmakers voted overwhelmingly not to impeach the southern African leader. The vote brings to an end two days of intense debate over a motion to impeach the president and threats from his own ruling party members to back the opposition. Mwanawasa has angered many senior officials in his own party with his corruption-busting drive, and he has infuriated opposition parties by poaching some of their top leaders. But after 159 lawmakers cast their ballots, Mwanawasa's leadership was still intact with only 57 votes against him, 49 short of the required two thirds. The president was not present in the house to witness the victory. The impeachment motion accused Mwanawasa of not upholding the values of democracy and good governance, of succumbing to nepotism and tribalism, of using corrupt practices to solicit funds for his party, and of interfering with due process by admonishing judges when they ruled against him. On Tuesday, the opposition United Party for National Development was confident it had more than the two thirds majority needed to pass the motion to impeach.

A year after Clinton impeachment, public approval grows of House decision

Web posted at: 6:03 p.m. EST (2303 GMT) Although only a third of the country supported Bill Clinton's impeachment by the House of Representatives last December, nearly half today approve of the House's decision to send Clinton's case to the Senate for a trial, according to a new CNN/USA Today/Gallup poll. That doesn't mean the public has turned against Clinton in the past year 57 percent approve of the Senate's decision to allow Clinton to remain in office. A majority also believe that Clinton should not be charged with a crime in a court of law after he leaves office. Sunday is the one-year anniversary of Clinton's impeachment by the House of Representatives. The poll is based on interviews with 1,037 adult Americans conducted December 9-12.

Web posted at: 1:41 a.m. EST (0641 GMT) MOSCOW (CNN) As Russian President Boris Yeltsin celebrates his 68th birthday Monday, he faces a formidable leadership test. Parliament has started proceedings to impeach him, and opinion polls show his public support is close to zero. His continuing poor health has raised questions over his fitness to govern. Yeltsin left a hospital on Saturday and went to a sanatorium to continue his recovery after two weeks of treatment for a stomach ulcer. He is expected to spend his birthday quietly with his family. In coming days, Yeltsin must prepare his annual state of the nation speech, due in February, and he also is expected to respond publicly to a proposal by Prime Minister Yevgeny Primakov for a political truce in which the opposition-dominated parliament would drop impeachment proceedings in return for an even less-visible role for Yeltsin.
