U.S. Backs Out Of Talks in Cuba On Immigration
MEXICO CITY, Jan. 7 U.S. officials said Wednesday that they have postponed scheduled immigration talks with Cuban officials, prompting the government of President Fidel Castro to charge that the Bush administration is "aggravating the tensions between both countries" for political purposes in an election year.
The State Department spokesman, Richard Boucher, said U.S. officials declined to attend a meeting proposed by the Cubans for Thursday in Havana because the Cubans were unwilling to discuss key issues on the U.S. agenda.
"The point is not just to have a meeting; the point is to deal with the serious issues involved," Boucher told reporters Wednesday.

President Bush Calls for Constitutional Amendment to Protect Marriage Updated 3/2/04
On 2/24/04, President Bush called on Congress to pass “an amendment to our Constitution defining and protecting marriage as a union of man and woman as husband and wife.” The President stopped short of voicing support for a specific amendment, as Congress is currently considering a number of proposals. Spy Rumors Fly on Gusts of Truth
Americans Probing Reports of Israeli Espionage

FORWARD STAFF Despite angry denials by Israel and its American supporters, reports that Israel was conducting spying activities in the United States may have a grain of truth, the Forward has learned. However, far from pointing to Israeli spying against U.S. government and military facilities, as reported in Europe last week, the incidents in question appear to represent a case of Israelis in the United States spying on a common enemy, radical Islamic networks suspected of links to Middle East terrorism. In particular, a group of five Israelis arrested in New Jersey shortly after the September 11 attacks and held for more than two months was subjected to an unusual number of polygraph tests and interrogated by a series of government agencies including the FBI's counterintelligence division, which by some reports remains convinced that Israel was conducting an intelligence operation. The five Israelis worked for a moving company with few discernable assets that closed up shop immediately afterward and whose owner fled to Israel. Other allegations involved Israelis claiming to be art students who had backgrounds in signal interception and ordnance. (See related story, Page 8.)

Cuba exposes US hypocrisy on immigration
Last week, US secretary of state Madeline Albright let loose with a hypocritical blast at Cuba for supposedly having denied exit visas to 117 (yet to be identified) Cubans who wanted to leave the island and had United States visas. The US State Department web site contains details of what it claims are the categories of people denied exit visas. They include, among others, people who have not completed their military service or did not have the roughly $500 to pay the Cuban government fees. Apparently, the department did not notice the contradiction between Albright's statement and the far from arbitrary list of reasons for the visa denials. Albright's statement is proof positive, if any more were needed, that the US policy towards Cuba is annexationist. Washington considers itself entitled to meddle in the most outrageous way in Cuba's internal affairs. Albright suggests that the reason why people make the risky, illegal boat crossing to the US is that the Cuban government won't let them leave by normal means. This simply won't stand up. More than 100,000 Cubans have legally emigrated to the US since the migration accords went into effect

A judge has ruled that part of the Patriot Act is unconstitutional A federal judge has declared unconstitutional a portion of the USA Patriot Act that bars giving expert advice or assistance to groups designated foreign terrorist organizations. The ruling marks the first court decision to declare a part of the post-Sept. 11 anti-terrorism statute unconstitutional, said David Cole, a Georgetown University law professor who argued the case on behalf of the Humanitarian Law Project. In a ruling handed down late Friday and made available Monday, U.S. District Judge Audrey Collins said the ban on providing "expert advice or assistance" is impermissibly vague, in violation of the First and Fifth Amendments. John Tyler, the Justice Department (news - web sites) attorney who argued the case, had no comment and referred calls to the department press office in Washington. A message left there was not immediately returned. The case before the court involved five groups and two U.S. citizens seeking to provide support for lawful, nonviolent activities on behalf of Kurdish refugees in Turkey.
