Paparelli The horrific events of September 11, 2001, and the ensuing days have produced anger, shock, sadness and compassion in peace-loving people around the world. President Bush has urged us all to get back to work and show the terrorists that we will persevere and prevail. Despite the heartbreak of the last several days, life and business in America must and shall carry on. This need to move forward raises issues and concerns for American employers and their foreign workers. At present, very little is known directly from the agencies in the Federal Government that administer our nation's immigration laws. This memorandum will provide some preliminary answers and suggestions on how to facilitate the needs of business, counsel foreign workers and their dependents, and anticipate the changes that likely lie ahead.

The Mexican government is lobbying U.S. lawmakers and civic leaders for amnesty or guest-worker status for millions of illegal aliens now in the United States, working through a coalition of U.S.-based immigration rights associations, Mexican-American organizations and grass-roots Hispanic groups.
This growing political alliance, which also seeks expanded education and health care benefits for Mexican nationals in this country, along with additional programs for labor, community development and access to services, is led by the Institute for Mexicans Abroad, also known as the Instituto de los Mexicanos en el Exterior.
Known by the Spanish acronym IME, the institute was created by presidential decree and reports to a counsel of Mexican government officials headed by President Vicente Fox as a branch of Mexico's Ministry of Foreign Affairs. It has called U.S. immigration reform a major priority, recommending policy changes that respect "the needs and rights" of Mexican nationals living and working in this country.

About 300,000 Mexicans come to settle permanently in the United States each year, half of whom are undocumented.
The Mexican immigrant population is highly concentrated, with 78 percent living in just four states, and nearly half living in California alone.
The President's Fiscal 2003 Immigration Budget is $711.7 million dollars and the addition of 1,790 new positions to increase security at U.S. borders, including 570 more border patrol agents.
Like the Ayala brothers, many Mexicans work in the United States to help support their families south of the border. The money that these immigrants earn makes a huge impact on the Mexican economy. The National Population Council of Mexico estimates that one in 10 Mexican families is dependent upon remittances (money sent home from Mexican workers in the U.S.) as their primary source of income. Remittances are the third largest source of income for Mexico, after petroleum and tourism, amounting to between six and eight billion dollars each year, according to the Migration Policy Institute.

The United States Government has issued a stern warning to officials of the National Transitional Government of Liberia (NTGL) who engage in corrupt activities. The U.S. Government has threatened a tough action against those corrupt officials in the government. According to the U.S. Government, those who steal from public coffers or use their positions to extort, not only should, but also must be fired from the government. The George Bush administration says it will do its part to support fight against corruption in Liberia. To help reduce the massive corruption in the government, Liberia transitional leader, Chairman Bryant recently dismissed some officials of the Finance Ministry. He also mandated the Minister of finance, Loussa Kamara, to fire corrupt officials and clear up the ministry, a move strongly being supported by the U.S. Government. Liberia, a tiny West African state with an estimated population of 3.5 million, devastated by the 14-year of blood civil war, has abundant natural resources but the nation remains one of the world poorest countries.

Stepping out of shadows in immigration debate
Apr. 7, 2004 12:00 AM They're finally coming out of the shadows, where they have slinked for so long, flouting this nation's immigration laws. These people have busted hospital budgets, filled our schools with children who don't know English and turned neighborhoods into what looks like Little Mexico. But now these men and women are no longer afraid to be branded "illegals" and "lawbreakers." They will courageously attend an Immigration Town Hall on Thursday morning and demand action from two U.S. congressmen. The event, put on by the Arizona Chamber of Commerce, is where groups like the Arizona Contractors Association, the Arizona Hotel and Lodging Association and the Home Builders Association of Central Arizona will make a case for reform.

The number of foreigners arriving and residing in the United States is increasing daily. What accounts for these trends? Is the arrival of so many people to be welcomed or feared? In this course, we will explore the demographic, social, economic, environmental, cultural, legal, political, and security aspects of immigration. Students will examine the changing patterns of immigration throughout the history of the United States, the factors that have prompted immigration, and the effects of immigration, both on the immigrants and on the United States as a whole. We will conclude the course with a review of the U.S. government policies on immigration, taking into consideration some changes that have occurred since the terrorist attack of Sept. 11, 2001. The course takes an interdisciplinary perspective with materials drawn from many disciplines including sociology, anthropology, literature, political science, law, history, economics, geography, music, and psychology. Special features of this course include guest lectures by immigrants, immigration lawyers and experts, activists working with immigrants, and a trip to the U.S.-Mexican border in El Paso, Texas. Participants will also examine materials such as autobiographical writings, photo essays, songs and music of immigrants, documentary videos, and the Internet. Field trip fee.
