Here's the question we Americans should be asking ourselves: Do we want the U.S. to have the population of a Third World country? That's where we're headed. Our population growth rate in the 1990's was equal to that of India. The U.S. Census Bureau tells us that our population will reach 400 million by 2050, double what it was on the first Earth Day in 1970. Unfortunately, many people are unaware of this looming problem, chiefly because it has become taboo to state the reason why immigration. Recently, in an op ed piece, an immigration reform ad campaign being run in South Carolina was criticized by the writer as being "distorted" and "racist." This is an unfair characterization of the ad campaign and the groups involved. Among the groups sponsoring ads was the Federation for American Immigration Reform. As a grassroots member of FAIR for many years, I can attest that it is an ethnically diverse group comprised of ordinary, everyday Americans who are concerned about the quality of life we are leaving to our children. As for the statistics, they come straight from U.S. government data. The chief concerns of FAIR are to raise public awareness of immigration as a political issue and galvanize Congress to correct a mistake that it made in 1965, which set us on our present course. The problem with our present immigration system is the "numbers.".

PHOENIX, Arizona (AP) Mexican President Vicente Fox stressed the importance of continuing a dialogue on immigration issues with the United States as he started a tour of three border states. Fox said Tuesday he spoke with Arizona officials who have proposed in Congress a guest worker program for Mexican workers. "This is one more avenue to build with the migration issue as well as with the U.S. government," he said. Accompanied by Mexican state and congressional officials, educators and business leaders, Fox met privately with Arizona officials as he sought to expand trade relations and push opportunities for Mexican workers. Fox found support for a guest worker program in Gov. Janet Napolitano, who said establishing such an agreement would enhance safety at entry points, cut the need for smugglers and curb the death toll along Arizona's border.

This is the most common visa used by individuals who will enroll as full-time students. You must present Form I-20, issued by WSU, at a U.S. embassy or consulate. F-1 students must attend the school named on the I-20 which they submitted at the U.S. port of entry, and they are expected to maintain a full program of study while in the United States. F-1 students may remain in the United States for the length of time needed to complete the educational objective that is stated on the I-20 ( see item #5 on Form I-20) On-campus employment that does not interfere with a full course of study is permitted. A student may work a maximum of 20 hours per week when school is in session, and full time when school is not in session.

    After Lissette Krayenhagen came from Guatemala to the United States in 1997, it took her almost four years, $3,000 and the help of an Iowa senator to get her citizenship. Though she received her work permit shortly after her arrival in the United States, Krayenhagen said the interview that was to determine whether she was going to get her permanent resident card, commonly called a green card, did not follow six months later, as she had been told. In fact, after three years, Krayenhagen, who works as a social services counselor for the Chicano Awareness Center in Omaha, still hadn't received the letter from the Immigration and Naturalization Service that she was so anxiously waiting for. "Every year, I had to go to the INS and pay $150 to extend my work permit," she said. Every time, immigration officials told her she would get that letter soon. Faster processing times were one of the major goals behind recent changes within the INS, Jerry Heinauer, district director of the Omaha immigration services bureau, told an audience in the filled Chancellor's Room at UNO on Tuesday.

    Quick Reference on Immigration Issues for Academic Advisers International students are subject to immigration laws and regulations that occasionally conflict with—and always take precedence over—University academic policies and procedures. International advisees must be identified early in the academic advisement process to ensure that advisers offer guidance that is consistent with the constraints of their students’ immigration status. The Department of Homeland Security (DHS) is unforgiving of violations of student regulations that previously were treated as minor transgressions. Violations now will result in enforced departure. Furthermore, a visitor’s failure to maintain immigration status will be a matter of record with the Department of State and Immigration and Customs Enforcement (ICE) agents at ports of entry and is likely to prejudice eligibility to return to the U.S. in the future. All Columbia F and J visa holders and their accompanying dependents are monitored by the DHS’s Student and Exchange Visitor Information System (SEVIS), mandated by the U.S. government to provide real-time tracking of foreign students and scholars. They are also playing with the idea of microfilming or making the documents available via internet which would grossly be invading privacy issues for those immigrants and their descendents. These Chinese Immigration Files (RG85) were created to scrutinize the Chinese immigrants as a result of the Chinese Exclusion acts, 1882-1943. (Those acts created the requirement that all Chinese immigrants carry "Certificates of Identity" until 1943. At one of the West Coast branches there are some 250,000+ individual case files which consists of extremely sensitive family documents (in some cases, government deportation proceedings against individuals, photos, medical, fingerprints, birth/wedding certificates, witness interrogations. Another 100,000+ are the "confession and amnesty" files, 1950's-1970's of those who used "paper identities". Typically, those files consist of 25-100 pages on each Chinese immigrant and their witnesses. Most of the Chinese immigrants from 1910-1950's were detained at the entry ports from two weeks to three years until they sufficiently convinced Immigration and Naturalization officials of their identities. Except other Asian immigrants during that era, were Euroimmigrants afforded the same "treatment." No longer will you be able to see the original files; unavailability of knowledgeable staff; privacy concerns; questionable economic savings.

    Government Rules Put High-Tech Immigrants In Limbo
    Tens of thousands of highly skilled immigrants enter the United States each year on temporary visas. Their visas, under the H-1B program as it is known, are often sponsored by high-tech companies which intend to employ them. But once here, they are in a sort of legal limbo. If they try to switch companies or are laid off, they must start the immigration process all over again. Even the sponsoring company cannot promote them if it will change their basic job descriptions.
    • The annual allotment of temporary six-year visas has grown from 65,000 in 1990 to 115,000 in 1998 and it will temporarily increase to 195,000 if legislation now before the Senate is approved.
    • Existing limits have never been reached, however, because the Immigration and Naturalization Service has become increasingly unable to cope with its growing work load.
    • Consequently, the wait for a green card has stretched to several years with some immigration lawyers advising their clients to be prepared to wait for five year.
    • A green-card applicant must specify a job and an employer, which cannot be changed leading to what some workers describe as indentured servant status.
